SEWERAGE SYSTEM
The town forces constructed one new sewer extension this year. The Summer Street sewer was extended from its for- mer end at #138 for a distance of 1198.4 feet to a point about 400 feet west of Highland Road. This sewer serves a rapidly growing area and is of suitable size to care for future growth and extension. This 8" V.C.P. extension was built in August at a total cost of $5,740.60.
The following sewers, privately built some years, ago were added to the town's system upon the acceptance of these streets at the 1953 Town Meeting.

At the Annual Town meeting funds in the amount of $80,000.00 were set up for the start on a seperate sewerage system in the Ballardvale District. Shortly thereafter the engineering firm of Weston and Sampson of Boston, Mass. was retained to design and layout a system of sewers and a treatment plant for disposal of the sewage from the central portion of the district.
After field surveys had been completed a preliminary plan was submitted to the State Department of Public Health for preliminary approval. Upon receipt of this approval it was then necessary to obtain approval for the proposed treatment site at the end of Dale Street. After a public hearing regarding this location, approval was granted for the use of about two acres for sewage treatment purposes. After these preliminary requirements had been met it was then practical to make final design drawings and construc- tion specifications. These final plans and specifications after being given final approval by the State Department of Public Health were ready for distribution to contractors for bid- ding.
The Board opened bids November 17th for the entire work, which had been divided into three seperate contracts. Thirty-four contractors submitted proposals on the different parts of the work.
Fourteen bids on the Treatment Plant ranged from a low of $54,199.00 to a high of $109,000.00.

Twenty-one bids on the Trunk Sewer and Special Cros- sings were from a low of $15,254.30 to a high of $44,304.00 Twenty-six bids on the Street Laterals ranged from $51,588- .50 to $130,779.50. (This low bidder later stated that his pro- posal was in error and should have been $57,588.50)
The combination of the three low bids results in the a- mount of $127,041.80. In view of this over-run, the Board and other interested town representatives decided that it would be best to reject all bids and place the problem of ad- ditional funds before the 1954 Annual Town Meeting. It be- ing their unanimous opinion that to proceed with only a por- tion of the work, as covered by available funds, would be contrary to the intent of the original town meeting vote.
There were 52 new sewer service connections made in 1953.

PARKS
Under Article 30 with an appropriation of $750.00 two areas were laid out and maintained for Junior baseball. In connection with this work portable bleachers were set up, backstops erected and players' benches constructed.
Considerable damage occurred to the planking on the foot- ball bleachers through acts of vandalism.

The following Major pieces of equipment were purchased in 1953:
Article 22-Appropriation of $1,595.00-Three sand spreaders at a cost of $1,530.00 including one Flink truck- attached unit at $1,100.00.

Article 24-Appropriation of $9,700.00-An Elgin Street Sweeper at net cost of $8,574.60. This included a trade-in al- lowance of $500.00 for an old Guttersnipe Sweeper.
Article 25-Appropriation of $1,300.00-A Ford 1/2 ton Pickup truck at a net cost of $1,131.32 including turn-in al- lowance of $715.00 for a similar sized Dodge truck.
Article 26-Appropriation of $925.00-A Ford rubber tired tractor loader at a net cost of $925.00. This included a trade-in allowance of $1,375.00 for a 1950 Ford tractor loader.
Article 27-Appropriation of $1,600.00-A Plymouth at a net cost of $1,403.75 including a trade-in allowance of $471.55 for a 1946 Plymouth automobile.

To EITHER OF THE CONSTABLES OF THE TOWN OF ANDOVER, GREETING :
In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in Elections and Town Affairs to meet and assemble at the designated polling places in Precincts One, Two, Three, Four, Five and Six, viz: The Central Fire Station in Precinct One; The Square and Compass Hall in Precinct Two, the Sacred Heart School, Balmoral St. Shaw- sheen Village, in Precinct three; the Andover Grange Hall in Precinct Four; the Fire Station, Ballardvale, in Precinct Five; and the Peabody House, Phillips Street, in Precinct Six, in said Andover, on
MONDAY, THE FIRST DAY OF MARCH, 1954 at 7:00 o'clock A. M. to act upon the following articles :
ARTICLE 1. To elect a Moderator for one year, a Select- man for three years, an Assessor for three years, two mem- bers of the Board of Public Works for three years, a member of the Board of Health for three years, a member of the School Committee for three years, a member of the Planning Board for five years, a Trustee of Memorial Hall library for seven years, a Trustee of Memorial Hall library for four years to fill a vacancy, a member of the Andover Housing Authority for five years, three Constables for one year, and any other town officers required by law to be elected by bal- lot, also to vote on the following question "Shall an act passed by the General Court in the current year, entitled 'An Act authorizing the town of Andover to make its tree department and moth department divisions of its department of public works', be accepted ?"

All of the above candidates and question to be voted for on one ballot. The polls will be open from 7:00 o'clock A. M. to 7:00 o'clock P. M.
After final action on the preceding Article One, the said meeting shall stand adjourned by virtue of Section 20, Chap- ter 39 of the General Laws, to Monday, March 8th at 7:00 o'clock P. M. at the Memorial Auditorium, then and there to act upon the following articles, namely :
ARTICLE 2. To elect all other officers not required by law to be elected by ballot.
ARTICLE 3. To see if the Town will vote to raise and appropriate sufficient money for the purpose of granting to each regular full-time employee of the Board of Public Works a raise in salary of $5.00 per week, on petition of William Knipe and others.
ARTICLE 4. To establish the salary of elected TOWN OFFICERS for the ensuing year.
ARTICLE 5. To determine what sums of money shall be appropriated for the folowing purposes :
Apropriation for the Assessors, Board of Selectmen, and all Departments under their control: Appropriation for Tree Warden: Appropriation for the Board of Health: Appropriation for Trustees of Memorial Hall Library : Ap- propriation for Trustees of Spring Grove Cemetery : Appro- priation for School Committee: Appropriation for all De- partments under the control of the Board of Public Works: Appropriation for any other Town Charges and Expenses.
ARTICLE 6. To see if the Town will vote to rescind the action taken at a special Town Meeting held August 24, 1953 which accepted Chapter 434 of the Acts of 1953 establishing rent control and declaring that a substantial shortage of rental housing accomodations existed and that a control of rents was necessary in the public interests.

ARTICLE 7. To see if the Town will vote to amend para- graph one of section 9 of the Zoning By-Law of the Town of Andover, to provide in single residence districts for lot frontages of not less than one hundred twenty-five (125) feet and for lot areas of not less than fifteen thousand (15000) square feet within one mile radius of the Town House and within a half mile radius of Ballardvale Fire Sta- tion and within a half mile radius of Shawsheen Square, and for lot frontages of not less than one hundred fifty (150) feet and lot areas of not less than twenty-five thousand (25000) square feet beyond the areas designated above, on petition of John R. Abbot and others.
ARTICLE 8. To see if the Town will vote to authorize and direct the Moderator to appoint a committee of not less than seven nor more than nine members to study the zoning . problems of the Town, consult with the Planning Board, and recommend to Town Meeting changes in the Zoning By-Law and to raise and appropriate the sum of $2500 to be used for the study, on petition of John R. Abbot and others.
ARTICLE 9. To see of the Town will vote to make the following change in the Zoning By-Law: namely to repeal Article 2, Section X, and substitute therefor the following :
Article 2. Removal of earth, etc. The removal for sale of loam, sand, gravel, or quarried stone shall not be permit- ted in any section of the town except by permit from the Board of Appeals, and they shall have power to control the conditions of depth, contour, and extent. No loam to be re- moved for sale for more than one-half of its depth in any part of the Town, except when incidental to, and in connec- tion with the construction of a building, for which a permit has been issued.
ARTICLE 10. To see if the Town will establish a Planning Board under the provision of General Laws Chapter 41, Section 81-A with the provision that members of the Plan- ning Board now in office shall serve as members of the new Board as provided by said Chapter.

ARTICLE 11. To see if the Town will vote to accept from Helen E. Hardy a deed of a parcel of land, consisting of about 12.21 acres situated on the west side of Red Spring Road, in the rear of the town gravel pit, shown as lot #3 on Assessors map #92, on file in the Assessors Office of the Town of Andover.
ARTICLE 12. To see if the Town will vote to raise and appropriate the sum of $675.00 to be paid as follows to Henry L. Hilton $342.00 and to George C. Williams $333.00 for purposes set forth in Chapter 203 of the Acts of 1947.
ARTICLE 13. To see if the Town will instruct the mode- rator to appoint a committee of five, known as the Town Office Building Committee, make available to this Com- mittee the $2500.00 appropriated under Article 22 at the town meeting in 1944 for the purposes of preparing plans for the Shaw Property at 85 Main St. and instruct the com- mittee to prepare preliminary plans and estimates for a new town office building, and request the committee to make a report at the annual Town Meeting in 1955.
ARTICLE 14. To see if the Town will vote to raise and appropriate the sum of $1,350.00 for the purchase of two new automobiles for the Police Department, and use the trade in value from two 1953 Ford Sedans as part of the purchase price.
ARTICLE 15. To see if the Town will vote to raise and appropriate the sum of $5,063.40 to be spent with the un- expended balance $3,936.60 of appropriation made in 1953 to erect a traffic booth in Elm Square that will include the installation of traffic lights to govern all travel at that location
ARTICLE 16. To see if the Town will vote to accept Chapter 85, Section 11A of the General Laws -- an act relative to registration of bicycles by the Police Department -- and to raise and appropriate $100.00 to initiate this registration service.

ARTICLE 17. To see if the Town will vote to raise and appropriate $8,300.00 to be spent by the Fire Department to purchase a new ambulance.
ARTICLE 18. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 High- way Maintenance, or take any action in relation thereto.
ARTICLE 19. To see if the Town will vote to raise and appropriate the amount of $20,000.00 for the purpose of extending and improving the water system of the Town of Andover; all work to be done under the supervision of the Board of Public Works, and no work to be started until approved by the Board of Selectmen, the Finance Committee, and the Board of Public Works.
ARTICLE 20. To see if the Town will authorize the Board of Public Works to repair and build sidewalks, and raise and appropriate the amount of $5,000.00 therefor.
ARTICLE 21. To see if the Town will vote to raise and appropriate the amount of $750.00 for the purpose of re- newing and adjusting sewer and water structures in the way of the proposed state highway reconstruction on Main Street, between Dwight Street and Wheeler Street.
ARTICLE 22. To see if the Town will vote to raise and appropriate, or transfer from available funds, the amount of $80,000.00 for the purpose of constructing a sewerage system in Ballardvale; said amount to be added to funds already set up under Article 31 of the 1953 Town Warrant, and to be used for the furtherance of said article.
ARTICLE 23. To see if the Town will vote to raise and appropriate the amount of $15,000.00 for the purpose of constructing relief sewers in Chestnut Street, Elm Street, Essex Street, and other necessary locations; all work to be done under the supervision of the Board of Public Works

and no work to be started until approved by the Board of Selectmen, the Finance Committee, and the Board of Public Works.
ARTICLE 24. To see if the Town will vote to raise and appropriate the amount of $5,000.00 for the acquisition of land, or land and buildings, on the watershed of Haggetts Pond and Fish Brook, for the purpose of protecting the source of water supply and increasing the available storage; said land, or land and buildings to be acquired by release, by purchase, or by seizure by right of eminent domain, upon the recommendation of the Board of Public Works and with the approval of the Town Counsel.
ARTICLE 25. To see if the Town will vote to raise and appropriate the amount of $4,500.00 for the reconstruction of Elm Street from the present end of the state highway near Washington Avenue southwesterly toward Elm Square ; said amount to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose.
ARTICLE 26. To see if the Town will vote to raise and appropriate the amount of $1,000.00 for the purpose of constructing and maintaining baseball diamonds at the Playstead, and for the purchase of related materials; all work to be performed under the supervision of the Board of Public Works.
ARTICLE 27. To see if the Town will vote to raise and appropriate the amount of $1,500.00 for the purpose of widening and improving Beacon Street and Chandler Road in the vicinity of their common intersection, and to acquire by release such land as may become available for said wide- ning.
ARTICLE 28. To see if the Town will vote to raise and appropriate the amount of $2,000.00 for the purpose of constructing a storm drainage system in the vicinity of #5

and #7 Hidden Road; and authorize the Board of Public Works to obtain easements as necessary for the disposal of said storm water on private land.
ARTICLE 29. To see if the Town will vote to raise and appropriate the amount of $825.00 for the purpose of wide- ning the easterly side of Riverina Road from Haverhill Street northerly for a distance of about three hundred and fifty feet.
ARTICLE 30. To see if the Town will vote to raise and appropriate the amount of $2,500.00 for the purpose of widening and improving a portion of Summer Street from a point near number 127 Summer Street easterly for a dis- tance of about seven hundred and fifty feet.
ARTICLE 31. To see if the Town will vote to raise and appropriate the amount of $10,000.00 for the purpose of performing preliminary excavation, subdrainage, grading and other work necessary for the orderly development of the recently enlarged Playstead Area.
ARTICLE 32. To see if the Town will vote to raise and appropriate the amount of $9,450.00 for the purpose of en- closing Rogers Brook in a buried culvert, from the north end of the present culvert at the rear of Coleman's Property westerly for a distance of about 315 feet, following the present Brook more or less to a point near Bartlet Street.
ARTICLE 33. To see if the Town will vote to acquire a parcel of land from the Andover Shawsheen Realty Compa- ny for the purpose of extending the protective fencing along the Shawsheen River, said land being located at the north- easterly corner of Kenilworth Street and Riverina Road as shown on a sketch on file with the Town Clerk; and raise and appropriate the amount of $25.00 therefor.
ARTICLE 34. To see if the Town will authorize the Board of Public Works to extend the water main from the corner

of River Road and Brundrett Avenue along Brundrett Ave- nue northerly for a distance of about 1600 feet to the proper- ty of Jacob Shlakis, and raise and appropriate the amount of $6,400.00 therefor, on petition of Roger H. Lewis and others.
ARTICLE 35. To see if the Town will authorize the Board of Public Works to extend the water main from the corner of River Road and Brundrett Avenue along Brundrett Ave- nue southerly for a distance of about 800 feet to the property of Wilfred J. Robidoux, and raise and appropriate the amount of $3,200.00 therefor, on petition of Wilfred J. Robidoux and others.
ARTICLE 36. To see if the Town will vote to authorize the Board of Public Works to install an 8-inch sewer main in the westerly side of Elm Street from the existing sewer at Westwind Road, northeasterly for a distance of about 1050 linear feet, to a point near #172 Elm Street, and raise and appropriate the amount of $5,250.00 therefor; on petition of Russell H. Berthel and others.
ARTICLE 37. To see if the Town will vote to authorize the Board of Public Works to extend the sewer in Suther- land Street from the existing end northwesterly for a dis- tance of about 255 feet to a point in front of #29 Suther- land Street; and raise and appropriate the amount of $1,- 150.00 therefor; on petition of Frederick A. Plummer and others.
ARTICLE 38. To see if the Town will vote to authorize the Board of Public Works to construct a sidewalk on the easterly side of Burnham Road, extending from High Street northerly for a distance of about 900 feet, to include the removal of trees and the excavation of banking on public and private land as necessary; and raise and appropriate the amount of $5,014.00 therefor; on petition of Lynn C. South- well and others.

ARTICLE 39. To see if the Town will vote to raise and appropriate the sum of $312.00 for the purchase of a twenty inch chain saw, with an extra chain, for use in the Tree De- partment and for removal of diseased elm trees under Dutch elm control work, on petition of George R. Abbott and others.
ARTICLE 40. To see if the Town will vote to raise and appropriate the sum of $2,250.00 for the purchase of a new tractor and roadside mower with safety release attachment, for use in the Tree Department and for removal of diseased elm trees under Dutch elm control work, on petition of George R. Abbott and others.
ARTICLE 41. To see if the Town will vote to authorize the School Committee to continue to maintain State-Aided Vocational Education in accordance with the provisions of Chapter 74, General Laws, and Acts Amendatory thereto, or dependent thereon, and further raise and appropriate the sum of $1,755.00 therefor.
ARTICLE 42. To see if the Town will vote to raise and appropriate the sum of $15,000.00 for the further study of the needs and the preparation of preliminary plans to meet the requirements of the expanding junior and senior high school populations, and to authorize the moderator to appoint a School Building Committee.
ARTICLE 43. To see if the Town will vote to accept Chapter 387 of the Acts of 1953, an act authorizing a city or town to grant annuities and to increase certain retire- ment allowances, pensions and annuities of certain officials and employees or to their surviving spouses or children; upon recommendation of the Selectmen.
ARTICLE 44. To see if the Town will vote to raise and appropriate the sum of $600.00 to improve and resurface a portion of Central Playground for year round recreational purposes, this money to be expended in conjunction with the $2300.00 appropriated in 1950 and under the supervision of the Board of Public Works and Committee on Recreation.

ARTICLE 45. To see if the Town will vote to raise and appropriate $2500.00. to be used by the Board of Selectmen to repair and paint the Community Room, former Precinct Room, Corridors, Stairway and washrooms in town-owned Community Building on Andover Street, Ballardvale, on petition of Albert T. Warner and others.
ARTICLE 46. To see if the Town will vote to raise and appropriate $5,000.00 to be used by the Recreation Commit- tee to install and equip a regulation "Little League" base- ball diamond and field, and put in serviceable condition the present standard-size baseball diamond and field, on the Andover-Woburn Street Playground in Ballardvale, on pe- tition of Albert T .Warner and others.
ARTICLE 47. To see if the Town will vote to accept as public ways the following roads, as approved by the Board of Survey and laid out by the Board of Selectmen, as shown on the plan entitled "Subdivision and Acceptance Plan for Hidden Acres" made in January, 1947 by Clinton F. Good- win, C. E., both plan and description referred to being on file at the Town Clerk's Office.
1. Alden Road from Porter Road to Nutmeg Road, a distance of 1,553 feet.
2. Lantern Road from Hidden Road to Alden Road, a distance of 561 feet.
3. Nutmeg Road from Sunset Rock Road to Alden Road a distance of 208 feet., on petition of Harry Axelrod and others.
ARTICLE 48. To see if the Town will vote to accept as a public way and name Cassimere Street as approved by the Board of Survey, laid out by the Board of Selectmen, and shown on a plan entitled Subdivision and Acceptance Plan of Cassimere Street dated December, 1952, Clinton F. Good- win, Registered Professional engineer, Haverhill, Mass. Both plan and description referred to being on file at the office of the Town Clerk, on petition of David L. Markert and others.
