ANNUAL REPORT


TOWN MEETINGS HELD IN 1950


The following seven town meetings were held in 1950: the annual town meeting March 6, the annual town election March 13, a special town meeting March 25, a special town meeting April 17, the biennial state primary September 19, the biennial state election November 7, and a special town meeting December 27. Records of these meetings are public records, always open to inspection at reasonable hours.


On file at the town clerk's office have been placed in 1950, among the usual papers, a notice of the contamination of the waters of Taunton River and the prohibition of the taking of shellfish therefrom; and a preliminary announcement of the population of Berkley according to the census of April 1, 1950, 1,285.


REGISTRARS OF VOTERS


The new appointed Board of Registrars of Voters func- tioned during 1950, with a membership composed of Richard W. Pilling, Chairman; Marion I. Needham, Joseph D. Rose, and the town clerk. 407 women and 411 men were listed as residents January 1, 1950 in the listing of persons 20 years of age and over, for a total of 818. The voting list as prepared for the 1951 town election contains a total of 710 names. Regular monthly meetings of the Board were held in 1950 with several special meetings for registration, certifications, etc.

Note: Included in the payments to the treasurer for inter- est collected above were overpayments of 97c for Real Estate 1948 and $2.41 for Real Estate 1949. These overpayments were certified to the treasurer for refunds.


COMMENT


The good faith of the great majority of the taxpayers of Berkley is evidenced by the collection of over $15,000 of 1950 real estate taxes in the interval between the date they were sent, December 11, and the end of the year, which period includes the Christmas season; and this despite the tremendous increase in the amounts of the tax bills. And this figure includes very few Myricks taxes, as the visit to that locality for collec- tion was not made until after the close of the year. To all these good people may I take this means of expressing my apprecia- tion in behalf of the town.


However, the amounts of outstanding taxes continue to grow, and I find it has become necessary to enforce more strictly the payment of these old amounts. During the coming year all levies through 1949 will be closed out, and I intend to take all possible steps to accomplish this end. This notice should be sufficient to all owing old taxes to see that they are paid before stern measures are taken. Some of these proposed enforced collections are already in progress; the costs of all these steps are paid by the persons affected.

We have assisted Mr. Tinkham of the Registry on Periodic Inspection checkups. We patroled the Town on the Fourth of July, Labor Day, Halloween, and New Year's. During Dog Racing period, Police Officers directed traffic at various inter- sections for a period of 100 days.


The Berkley Police Association has purchased red reflect- ing signals to be placed at various intersections.


We have increased our equipment by purchasing reflector- ized traffic belts, tear gas shells, police axe, target pistol, and additional lanterns and flares.


I have taken great pleasure in serving you as Chief of Police and I hope that I have been worthy of my appointment. I thank you and the Police Officers for your excellent co- operation in carrying out the work of the department.
