REPORT OF THE CHIEF OF THE FIRE DEPARTMENT
To the Board of Selectmen
Town of Berkley
Gentlemen:
As your Chief of the Fire Department, I submit the fol- lowing report for the year of 1954:
In January of 1954 the town Fire Department ( with per- mission of the Fire Committee) was moved in the new fire station and soon thereafter the new 600 gallon tank fire truck was received and turned over to the fire department. It was the intention of the department, upon the receipt of the new truck, to move the old truck to the Myricks district and a place was found to garage it. However, it was a question of drivers being available especially during the summer months. After con- sultation with members of the fire department in the Myricks district, it was of the opinion that it would be moved quicker by housing it in the main fire station where there are more drivers available.
I am of the opinion that the old 1934 Dodge truck and chassis has long served its purpose and is worn out. A 1947 two-ton Chevrolet cab and chassis and a new portable pumper were purchased late last fall out of the 1954 Fire Department appropriations and it is the intention of the Fire Department to transfer the 750 gallon tank from the 1934 Dodge truck to the 1947 Chevrolet chassis and attaching the new portable pump to it. By making this move I am sure that we will have something in reserve in case of an emergency.
Early in 1954 the fire extinguishers in the town school were inspected by a member of the fire department. In the late spring the north end of Berkley Common and the circle in front of the Legion hall in Myricks were burned over.
During the year 1954 there was a total of 27 grass and brush fires, 6 house fires ( including chimney fires ) and 2 rub- bish fires. No great amount of damage was done from the grass and brush fires as they were discovered and reported in time to keep them under control. With the quick action of the new fire call system and the new truck the fire hazard was held to a minimum. The Bristol County State fire warden and his crew cleared out 38 paths or approximately 12 miles in the wooded sections (caused by the hurricanes ) in the town mak- ing them passable for fire equipment during the past year.

REPORT OF LIBRARY COMMITTEE TO THE TOWN OF BERKLEY
There was not a large sum of money available for books during 1954 as it was necessary to paint the exterior of the Library building. Analysis shows that 63% of the funds avail- able to the committee were expended for maintenance of the building, 12% for books.
To simplify bookkeeping and to keep the budget in a workable condition it was deemed advisable to establish flat yearly salary rates for Librarian and Janitor.
Water from the town system has been piped into the building. Until there is more widespread interest in the use of the Memorial Hall for its recreational facilities little can be done to add either conveniences or comforts. The available funds barely cover heating and lighting requirements.

I had four calls for dog bites which I attended to.

REPORT OF THE WATER COMMITTEE
During the past year definite progress was made in locat- ing a source of water and the construction of a water system for use in the Berkley School.
The committee engaged the services of Carlton H. Manter of Taunton, Mass., an architect, to formulate plans for the complete water system.
The engineering of the system was done by Whitman & Howard, Engineers, Boston, Mass.
The R. E. Chapman Co., Oakdale, Mass., made the test borings and also constructed a gravel packed well with a yield of over 80,000 gallons per day.
The plans and specifications for the construction of the water system were advertised for bids.
The following bids were received:

L. M. Witherell & Sons, Taunton, Mass. $9,677.00
At a special town meeting in September, 1954, an addi- tional $1,900.00 was transferred to the construction account. This committee was also authorized to furnish water to the Library, Fire Station, and the Town Hall. The contract was awarded to the low bidder.

* The vote transferring the state and county shares of highway main- tenance programs from E. and D. included the provision that these sums be returned to E. and D. when received from the state and county.
In addition to the usual votes setting salaries of elected officials, authorizing borrowing in anticipation of revenue, and authorizing contracts with the state and county with regard to highways, it was voted to set up a planning board in accor- dance with the provisions of Section 81-A of Chapter 41 of the General Laws, five members of which are to be first elected in 1955.
Also voted was the town's opposition to the closing of Jerome Street, and the following changes in by-laws:
Sections 2 and 3 of Article I of the by-laws were amended to provide that the annual town meeting shall be held on the second Monday in March, and the annual town election on the third Monday in March. A new by-law was voted, as follows:

ARTICLE II.
Section 1. No person shall remove any soil, loam, sand or gravel from any land not in public use without written per- mission of the Board of Selectmen, except incidentally to the construction or alteration of buildings thereon, or in connec- tion with the improvement of said land by planting, landscap- ing or grading. The Board may include in the permit such reasonable conditions, as it may deem necessary for the pro- tection of the neighborhood, such as posting of a bond, cond- tions as to distance from highways where removal operations shall be allowed, the method of removal, the re-establishment of ground levels and grades, and the planting of the area to suitable cover. Any person violating the provisions of this by-law shall be punished by a fine of Fifty-Dollars for the first offense; One Hundred Dollars for the second offense; and Two Hundred Dollars for each subsequent offense.
