REPORT OF THE BERKLEY SCHOOL BUILDING NEEDS COMMITTEE


A committee to investigate the school building needs was established at a special town meeting held September 23, 1954. The committee was directed to report at the next annual town meeting and herewith complies with that directive.


By the article accepted, the membership in that committee was provided as follows: the three members of the School Committee; one member of the Board of Selectmen and one member at large both to be appointed by the chairman of the Board of Selectmen; one member of the Finance Committee and one member at large both to be appoint- ed by the chairman of the Finance Committee. Membership as filed with the Town Clerk is as follows:

The committee organized by electing Richard W. Pilling as chairman and Elwell H. Perry as Secretary. Seven meetings have been held at the time of this writing, one of which was an open forum type meeting sponsored by the Women's Club.


The overcrowded conditions that exist at the Dighton High School may in the next few years force that town to discontinue accept- ing tuition students. This means that Berkley has a potential problem in providing an education for our high school pupils. The formation of a regional school district holds many advantages to small towns both financially and educationally. By sharing the expense with other towns we can provide a broader program for our students. The State will offer more financial assistance to the construction of a regional school.


We recommend that the town accept the article to establish a Regional School District Planning Committee. This committee will meet with other committees from surrounding towns to discuss this problem. Berkley is not the only town having school building problems.


In regard to the Grammar School situation it was our unanimous decision that more room was needed immediately. The problem of how much room is needed to provide for the increasing enrollments and how best to increase and improve our school building was discussed at great lengths. We are of the opinion that an eight grade school should be maintained in the town, providing that proper arrangements are made to develop a suitable program for the critical seventh and eighth grades.

Enrollment is the factor to determine the size of our school building present and future. The census taken this year will be of assistance in this matter but who can determine the extent of increase of new families that may move to our town. We have taken the number of births recorded and the enrollment figures for a basis to project an estimate into the future. The result of this figuring is that by 1960 we expect to have 300 pupils enrolled in grades one through eight. This number would require a minimum of ten classrooms.


It is the belief of this committee that the best solution is to build a new school at a new location. Realizing that this will be a big financial burden to the town we are recommending that a Building Committee be appointed to further investigate the situation to determine if any alternative is advisable. We are asking for a sum of money to enable this committee to acquire the services of engineers and architects to assist in solving the problem. To spend a huge sum of money to improve property that cannot be further developed would be a waste of the original expenditure.


We wish to thank the Selectmen for their co-operation in handling our articles for the warrant. We also express our appreciation to the Women's Club and to the interested citizens who made our open meeting possible and successful. It has been a pleasant duty serving the town in this capacity.

To see if the town will vote to create a special unpaid committee to be known as a Regional School District Planning Committee, to consist of three members, including one member of the School Committee, to be appointed by the Moderator in accordance with the provisions of Section 14 of Chapter 71 of the General Laws, as amended.
