We have assisted the Registry on periodic checkups and Road Watches. Police Officers patrolled the Town on the Holidays and directed traffic during Dog Racing Period.


We are a member of the Taunton Police Radio Network and have three two-way radios and three receivers for commu- nications.


I thank the Selectmen, Police Officers, Firefighters, and all others for their excellent cooperation in carrying out the duties of the department.

ANNUAL REPORT


REPORT OF PLANNING BOARD


The Planning Board wishes to congratulate the towns- people for voting favorably upon what is now Article 13 of the Town By-Laws. A set of high minimum standards has now been established for the future growth of the town.


There were no new subdivisions in 1960 under the mean- ing of the Subdivision Control Law that had not been pro- cessed previously. However several plans of land were sub- mitted to us for study.


Our delegate has represented the town at practically all meetings of the Southeastern Regional Planning District, which organization has been partly instrumental in securing funds for construction planning of a sizeable state-supported institution of higher learning in this region.


We are currently revising the Rules and Regulations Governing the Subdivision of Land in accordance with changes made in state law.


One of our members was appointed to the School Plan- ning and Building Committee, and another serves on the Road Committee.


We have placed an order with a private firm for a large town map, but delivery of same cannot be guaranteed unless enough orders are placed by others at the twenty-five dollar price.


Upon receiving information regarding the existence of a 125 acre tract of land for sale on Route 24, we have relocated the town's sign to this area. This sign advertises land for sale for industrial or commercial use and bears telephone numbers of members of the Industrial Development Commission.

REPORT OF INSPECTOR OF SLAUGHTERING


To the Board of Selectmen Town of Berkley


Gentlemen:


I had five calls for dog bites. There was no slaughtering in the town during 1960. I inspected 46 barns and buildings, also 839 animals.

REPORT OF THE LIBRARY TRUSTEES


This year the Library Trustees voted and had installed six new Fluorescent lights and a new back door. The lights now provide ample lighting for all the book stacks.


This was the fourth year a story hour was conducted by Mrs. Helen Craven.


The State Legislature has passed a bill for State Aid to Libraries. The towns have to meet certain requirements before any aid will be given. This aid will be in addition to any money appropriated by the town.


Many new books were purchased this year for all age groups using the library. We have also made plans to replace our encyclopedias with more up-to-date sets.


Because of the reading habits learned from Mrs. Craven many of the school children use the library although the school has a library of their own.


The Librarian and Trustees invite the townspeople to visit their library.

REPORT OF THE CHIEF OF THE FIRE DEPARTMENT


To the Board of Selectmen Town of Berkley


Gentlemen:


As your Chief of the Fire Department, I submit the fol- lowing report for the year of 1960:


During the year of 1960 there were a total of 61 fire calls answered by the Fire Department, 8 wells and 2 cellars were pumped out for local townspeople.


The Fire Extinguishers in the school library and churches have been inspected during the past year, monthly fire drills are held during the school season under the supervision of a member of the fire department.


Another tank fire truck has been added to the fire depart- ment replacing the old 1934 Dodge tank truck that has served the town for many years, a 1951 Ford F-5 with an 800 gallon water tank was purchased this past fall and is now in operation and ready for use by the department.


During the past year your fire department red net fire call system has been placed under one fire call number. There are 7 fire call phones in the town including one in each fire station and that fire call number is VA. 2-6354, and this number should be dialed only in case of Fire. I would like to call the towns- people's attention that there has been a change in fire permit writing in the town. In the Myricks District, Mr. Merle Stet- son on Myricks Street, and in the Berkley District, Mrs. Fran- cis Fournier on Locust Street.


I wish to take this opportunity to thank the residents of the town for their prompt action and cooperation with the Fire Department. Also express my appreciation to the mem- bers of the Fire Department, Police Department and all others who have cooperated and assisted in carrying out the duties of this office.

CIVIL DEFENSE


To the Board of Selectmen


Town of Berkley


Gentlemen:


As your Director, I submit the following report for the year 1960:


We have installed a two way radio in the Civil Defense Headquarters, to communicate with the State Civil Defense.


A 10 KW Generator has been installed for emergency power for the Grammar School and C.D. operation in case of power failure. We have purchased a Rescue Truck, and a few pieces of equipment for it. Lights are now being mounted on the truck. We have (2) 22 gallon fire extinguishers, which will be carried in the truck.


A 300 gallon fuel tank for the Generator will be installed as soon as the frost is out of the ground. We have purchased many small items, which are too numerous to mention here.


All of the townspeople are invited to visit the Civil Defense Office in the basement of the school. We need more help to make Civil Defense a good working organization. Please join Civil Defense and help your town.

4. Comment


I have little comment to make on the year just passed. I will take this time to announce that I will continue the Monthly visits to Myricks and the Town Hall. The hours will remain the same being the second Tuesday at the Town Hall from 7:30 P.M. to 9:00 P.M. and at the Myricks Building from 7:30 P.M. to 9:00 P.M.

REPORT OF COMMITTEE ON INSTALLATION OF HEATING SYSTEM

January 31, 1961


Dear Sirs:


The members of the committee to investigate the installa- tion of a heating system in the Berkley Town Hall submit the following report.


The committee has ascertained that a hot air heating system can be installed in the town hall at a cost not to exceed $1,000.


The committee feels this would be an advisable expendi- ture inasmuch as the town has no facilities of equal size avail- able to committees, organizations or other town activities. With the installation of an adequate heating system, the hall would be readily available for any group needing such accommoda- tions.

REPORT OF THE BOARD OF PUBLIC WELFARE


Welfare expenditures in the past few years in the Town of Berkley have shown a slight downward trend and 1960 con- tinued this decline. This is particularly true in the Old Age Assistance account as more people have become eligible for Social Security benefits.


The total cost to the Town in 1960 for Old Age Assistance, Aid to Dependent Children, General Relief, Disability Assist- ance and Welfare Administration was $27,659.04, a drop of $3,280.20 from the $30,939.24 of Town funds expended in 1959. This does not include federal grants and state aid.


The proposed budget for 1961 is as follows:

This figure represents an increase in the welfare budget of $1,500.00. The increase is caused by the addition of Medi- cal Assistance to the Aged to the welfare program and uncer- tainty as to the number of cases that may be added. There is also an increase of $1,000.00 in the General Relief account which must be raised and appropriated, but most of which will be returned to the Town by the State Department of Public Welfare.


At the present time there are 19 cases on Old Age Assist- ance, seven cases (29 recipients ) on Aid to Dependent Chil- dren, two cases on General Relief and two on Medical Assist- ance to the Aged. Medical Assistance to the Aged is the new program which started in October 1960 for eligible persons who require nursing home care.


The Town is fortunate that welfare costs have not risen proportionately as many other departments have in the past five years. We hope this continues for 1961.
