WATER COMMISSIONERS' REPORT.
BRAINTREE, Feb. 11, 1888.
The Board of Water Commissioners of Braintree respect- fully report :
That, acting under a vote of the town, passed March 10, 1887, they entered into a contract with Messrs. John Cavanagh & Sons, on the eighth day of September, 1887, by which, for the sum of $98,000, said firm agreed to furnish the material, and do the work, necessary for a complete system of Water Works for the town, including pumping station, with boiler and pumps, stand pipe, hydrants, and about twelve miles of pipe; all under the inspection of a competent engineer employed by the Board, and subject to the approval of the Board. Ample guaranties were furnished by the contractors for the faithful performance of their contract.
Shortly after the execution of this contract, work was com- menced under it, and progressed favorably, until stopped by the freezing of the ground. It will be resumed as soon as the frost permits. The necessary steps have been taken to secure the land required for a pumping station, on the south-easterly shore of Great Pond, and the building itself is nearly completed. Land has, also, been taken for the pipe line between the pond and Pond street, and nearly two miles of pipe has been laid.
Although the Town Report is made up to February 1st, it may be proper for us to add, that, since the 1st inst., the Water Bonds, authorized by the town, running for thirty years, and bearing four per cent. interest, have been issued, and sold at a premium of two and a half per cent .; and that this Board has united with the Water Boards of Randolph and Holbrook, in a taking of the waters of Great Pond, but through a separate conduit, by a separate pumping station, and from a different part of the pond.

The lessened circulation last year does not show any dimin- ished interest in the Library. It can be accounted for by the lack of supply of new publications and current literature. The Trustees having devoted the amount received from the income of the Fund to defray the expense of the catalogue.
The new catalogue which will be issued about March 1st, will supply a want, long felt by the people, which has interferred with the Library taking its proper place as one of the grand adjuncts in connection with the schools, to educate and instruct, particularly the young people of the town.
The cost of the catalogue has largely exceeded the estimate, owing to a change in the plan, which doubling its size, is more elaborate in detail, giving not only the author's name of each book, but also its title. A perusal of the catalogue will show that the action of the trustees was wise, and we trust will receive the approval of the town.
The trustees would recommend an appropriation of $700; $450 for care and maintenance of library, $150 for a new furnace and $100 for catalogue.
The receipts and expenditures of the past year are set forth in detail in the accompanying report of the treasurer.

WARRANT FOR TOWN MEETING.
NORFOLK, SS.
To either of the Constables of the Town of Braintree, Greeting :
In the name of the Commonwealth of Massachusetts, you are required to notify and warn the inhabitants of the town of Braintree, qualified to vote in town affairs, to meet at the Town Hall, in Braintree, on Monday, the fifth day of March, 1888, at eight o'clock, in the forenoon, to act on the following articles, namely :
ARTICLE 1. To choose a moderator to preside at said meeting.
ART. 2. To hear the report of the several town officers, and act thereon.
ART. 3. To determine the manner of repairing the highways and bridges, for the ensuing year.
ART. 4. To choose all necessary town officers for the en- suing year, and also to vote on the following question, as required by Chap. 54, of the Acts of the year 1881, namely : Shall licenses be granted for the sale of intoxicating liquors in this town ?
ART. 5. To see what action the town will take in relation to hiring money for any purpose.
ART. 6. To raise and appropriate such sums of money as may be necessary to defray the expenses of the town, for the ensuing year.
-ART. 7. To see if the town ivill accept the jury list as made by the Selectmen.
ART. 8. To see if the town will vote an appropriation of $150, and pay the same to the General Thayer Post, G. A. R., for the purpose of assisting them in defraying the expenses of memorial services on Memorial Day.
ART. 9. To see if the town will vote to deliver books from the Public Library, to the people of the east part of the town, under the direction of the Trustees, and raise and appropriate money for the same.
ART. 10. To see how the town will pay the members of the Fire Department.

ART. 11. To see if the town will instruct the School Com- mittee to employ a Superintendent of Schools, and raise and appropriate money for the same.
ART. 12. To see if the town will vote to request Asa French and F. A. Hobart, owners in trust of the land on which the Public Library building is located, to convey the same to the town, upon condition that the town shall pay the cost of the original pur- chase with interest, and raise and appropriate such an amount as may be necessary.
ART. 13. To see if the town will vote to amend the By-laws so as to provide for the election of two additional members of the board of Trustees of the Public Library, on the part of the . town.
ART. 14. To see if the town will vote to raise and appropriate such sums of money as may be needed, to pay the annual interest on the Town Water Bonds, and for the sinking fund to be es- tablished for the payment of said Bonds.
ART. 15. To see if the town will vote to raise and appropriate the sum of $350, for a Hook and Ladder Truck, and build addi - tion on the Butcher Boy House for the same.
ART. 16. To see if the town will choose a Committee to take into consideration the subject of celebrating the two hundred and fiftieth anniversary of the incorporation of the town.
ART. 17. To see if the town will vote to amend Article 2, of the By-laws, so that six Trustees of the Thayer Public Library shall be elected in like manner, as the School Committee now are, and to serve for like terms.
ART. 18. To see if the town will appropriate the sum of $400 for the purpose of widening Hancock street, at the swamp, south of Cart bridge.
ART. 19. To see if the town will take into consideration some other method of heating the Town House and Public Library than that now in use. .
ART. 20. To see if the town will vote to refund to Neil McRae the sum of $23-60% wrongfully assessed to him as owner of fourteen acres of woodland.
ART. 21. To see if the town will appoint a committee to con- sider the erection of a High School building in the north part of the town, and report on the same at the next annual meeting.

ART. 22. To see if the town will vote to put a new floor in the Town Hall.
ART. 23. To see if the town will vote to amend section 1 of Article 4 of the By-laws so that the article may read, "The financial year shall begin with the first day of January of each year."
You are to give notice of this meeting by posting true and at- tested copies of this warrant in not less than nine public places in this town, seven days at least before the time of said meeting, and by publishing once in the Braintree Observer.
Hereof fail not, but make return of this warrant, with your doings thereon to the Town Clerk before the time of said meet- ing.
Given under our hands at Braintree, this twentieth day of February in the year of our Lord one thousand eight hundred and eighty-eight.

REPORT OF TOWN CLERK.
In accordance with the By-laws of the town the Town Clerk submits the following report : If there are any omissions or errors in the list of births, marriages, or deaths, please give in- formation to the Town Clerk, and they will be corrected. It is highly necessary that all the inhabitants of the town should lend their aid, in order that a full and correct registration should be made. Blanks can be had at all times at my office, in order that none may neglect the important requirements of the laws of Massachusetts. During the past year I have obtained of the Secretary of State copies of the laws relating to returns, and have furnished them to the physicians, clergymen and under- takers of the town, and I am happy to say there has been a marked improvement in making the returns.
