HIGHWAYS.


Voted to appropriate the following sums :

Article 50. The following amendment to By-Laws pre- sented :


That Section 1, of Article 7 of the Town By-Laws be amended by striking out the first 13 words of the second paragraph thereof, namely: "The Board of Selectmen shall receive five dollars ($5.00) for each license so granted"' and inserting in place thereof the words: "The number of such licenses shall be limited to six and the Board of Select- men shall have authority to fix the fee for the same, or may grant the same to the six highest bidders," so that the Sec- tion as amended shall read as follows:


Section 1. No person shall be a dealer in or the keeper of. a shop for the purchase, sale or barter of junk, old metals or second-hand articles, unless he receives a license therefor . from the Board of Selectmen.


The number of such licenses shall be limited to six and the Board of Selectmen shall have authority to fix the fee for the same, or may grant the same to the six highest bidders: this license shall be forfeited if the dealer allows the articles above enumerated to lie around, in store or field adjacent or near to a public street, so as to be an exposure or nuisance to the public.


Voted to adopt the foregoing amendment to the By-Laws and the matter left in the hands of the Selectmen.

Article 5. Voted that the present Public Service Com- mittee be continued in service during the war.


Voted that an appropriation committee of fifteen be ap- pointed to consider all articles calling for the expenditure of money.

Town Hall, Braintree, March 25, 1918. The Town met in accordance with adjournment from March 18th, Moderator Woodsum in the chair.

Voted to reconsider the vote passed at the last meeting, whereby the Town refused to grant the Water Department authority to borrow money.


Voted to amend the original motion by striking out the words twelve thousand dollars and inserting the words fif- teen thousand dollars, and also making the amount payable $3,000.00 each year for five years, so that the motion shall read :


That the Water Commissioners of the Town of Brain- tree be, and are hereby authorized to borrow for the term of five years, under the provisions of paragraph 3, Section 6, Chapter 719, of the Acts of 1913, the sum of fifteen thousand dollars ($15,000.00) for extension of mains and Water Depart- ment equipment and that the Town Treasurer issue serial notés of the Town of Braintree to be signed by the Treasurer and countersigned by the Water Commissioners, payable $3,000.00 each year, in the years 1919, 1920, 1921, 1922, and 1923, both principal and interest to be paid from the revenue of the Water Department.


By ballot, with the use of the check-lists, the foregoing motion was passed by a vote of 21 yes-0 no.


Voted to reconsider the vote passed at the last meeting whereby the Town voted to authorize the Water Commis- sioners to raise the water rates.


Voted that the prevailing water rates be continued for the present.

Voted to reconsider the vote passed at last meeting ap- propriating $1,500.00 for changing halls at Noah Torrey School.


Voted to appropriate the sum of $2,675.00 for that pur- pose.

Voted that the Moderator be requested to appoint the Sewer Committee and the Appropriation Committee at once. Moderator appointed the same Sewer Committee as last year, viz .: Merton L. Emerson, Herbert A. Bryant, Walter B. Skinner, Frank S. Bailey, Walter E. Thompson, Lucien E. D. Gaudreau, Cornelius A. Sullivan.

Voted, on motion of H. A. Bryant, that the report of the committee on the Town Manager form of government be accepted and that it be authorized to take such steps as may be necessary to submit a Town Manager form of Gov- ernment for the consideration of the voters.


Voted on motion of P. H. Sullivan that the foregoing vote be reconsidered.


After a lengthy discussion it was voted to indefinitely postpone the whole matter and that the committee be dis- charged.


Voted that the Town appropriate in the aggregate $231,425.79 and that $207,639.29 of that amount be raised by taxation.


At 11.05 o'clock P.M. the Town voted that this meeting be adjourned, sine die.

WARRANT FOR SPECIAL TOWN MEETING.


Commonwealth of Massachusetts.


Norfolk, ss. To either of the Constables of the Town of Braintree, Greeting :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in town affairs, to meet at the Town Hall in said Braintree, on Monday, the first day of July, 1918, at 7.45 o'clock, P.M., to act on the following articles, viz. :


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To see if the Town will vote to install an air fire alarm whistle in Precinct One, and raise and appro- priate a sum of money for the same, or authorize the same to be taken from the Reserve Fund.


Article 3. To see if the Town will vote to raise and appropriate a sum of money to be expended under the direc- tion of the Water Commissioners, for the extension, renewal and repairs of water mains and other expenses of said de- partment.


Article 4. To see what action the Town will take to permit bathing in Sunset Lake, and the erection of bath houses on the Town Land near the Pumping Station.


You are to give notice of this meeting by posting true and attested copies of this warrant in not less than nine public places in this town, seven days at least before the time of said meeting, and by publishing the same once in the Braintree Observer-Reporter and Braintree Bee.

Article of Amendment.


The preservation and maintenance of ancient landmarks and other property of historical or antiquarian interest is a public use, and the commonwealth and the cities and towns therein may, upon payment of just compensation, take such property or any interest therein under such regulations as the general court may prescribe.

Shall the following Article of Amendment relative to Ad- journments of the General Court, submitted by the Con- stitutional Convention, be ap- proved and ratified ?


Article of Amendment. The general court, by concurrent vote of the two houses, may take a recess or recesses amounting to not more than thirty days; but no such recess shall extend beyond the sixtieth dav from the date of their first assembling.

The conservation, development and utiliza· tion of the agricultural, mineral, forest, water and other natural resources of the common- wealth are public uses, and the general court shall have the power to provide for the tak- ing, upon payment of just compensation there- for, of lands and easements or interests therein, including water and mineral rights, for the purpose of securing and promoting the proper conservation, development, utilization and con- trol thereof and to enact legislation necessary or expedient therefor.

Article I of Chapter III of Part the Second of the constitution is hereby amended by the addition of the following words :- and provided also that the governor, with the consent of the council, may after due notice and hearing re- tire them because of advanced age or mental or physical disability. Such retirement shall be subject to any provisions made by law as to pensions or allowances payable to such of- ficers upon their voltintary retirement.
