Voted: That there be raised and appropriated the sum of $126,000.00, out of which $7,000.00 shall be for the purchase, or taking by right of eminent do- main, of land, other than the lot mentioned in the original report, and the balance for constructing a com- bined police and fire station thereon, including the cost of original equipment and furnishings of said build- ing, and that to meet the said appropriation the sum of $10,000.00 will be included in the tax levy of the current year and the Treasurer, with the approval of the Selectmen, be and he hereby is authorized to bor- row the sum of $116,000.00 and to issue bonds or notes of the Town therefor, the said bonds or notes to be issued pursuant to the General Laws, Chapter 44, and payable in accordance with the provisions of Section 19 thereof, so that the whole loan shall be paid in not more than twenty years from the date of issue of the first bond or note or at such earlier dates as the Treas- urer with the approval of the Selectmen may deter- mine. A committee of five to be appointed by the Moderator to do all that is necessary to plan and con- struct said building. Carried (11.11)-affirmative, 405; negative, 45.

The adjourned Town Meeting was called to order at 7.45 P. M., by Moderator Rogers.


On motion of Mr. Aitken the reading of the records of the last meeting was omitted.


Under Article 5, Mr. Lakin offered the following resolution : That the auditorium in the new Braintree Highlands School be named in memory of Margaret E. C. Bannon, and that the present Building Committee for said School be appointed and requested to place a tablet therein provided said tablet is furnished to said Committee without any expense to the Town of Braintree. Carried (7.48).


Mr. McNab moved the reconsideration of the vote of the Town under Article 32. So voted.


On motion of Mr. McNab, voted that the Town


appropriate the sum of $500.00 to be expended by the American Legion to pay part of the cost of a fireworks display for a Fourth of July Celebration. Carried (7.55).


Under Article 5, Mr. Avery offered the following resolution : That a committee of three, consisting of the Chairman of the Board of Selectmen, the President of the Braintree Real Estate Board, and the President of the Braintree Chamber of Commerce, be appointed to investigate the Unemployment Situation which now exists within the Town of Braintree, and that the said committee be given full authority to recommend and instruct the Highway Department, the Electric Light Department, the Water Department, the School House Building Committee, the Fire and Police Station Build- ing Committee, to employ in so far as it is possible, and

practicable, the local men and women, citizens of Braintree, in preference to the non-citizens and non- residents of the Town.


And also with authority to instruct the above- mentioned boards and committees to have inserted in any contract or contracts which they let out, a clause to read as follows :-


"Provided always that the contractor, or sub- contractor, must employ carpenters, laborers, and mechanics, who are citizens of the Town of Braintree, in so far as it is possible and practicable in the per- formance of said contracts." Carried (7.57).


Under article 5, Mr. Hannaford offered the fol- lowing resolution: That a tablet be placed in the auditorium of the Abraham Lincoln School in memory of Carrie Loring. Carried (7.59).


Under Article 5, Mr. Aitken offered the following resolution : That the Selectmen and Town Counsel, be and hereby are, instructed to appear at hearings, and oppose for the Town, any Legislative enactment, per- mitting the Town of Braintree to purchase uniforms for its police or firemen. Not carried 8.10.


Mr. Aitken moved that the Town adopt the follow- ing scale of salaries and wages, for the employees of its Highway Department :


Superintendent of Streets: Minimum salary per year $2,500.00, increasing $200.00 per year in five years to $3,500.00 maximum.


Asst. Supt. of Streets: Minimum wage per week $40.00; after five years of continuous service- $50.00.

Road Foreman: Minimum wage per week $35.00; after five years continuous service-$45.00. Assistant Foreman: Minimum wage per week $32.00; after five years of continuous service $35.00.


Truck Drivers-5 Ton Trucks: Wage per week $32.00; after five years of continuous service-$35.00.

Reconsideration not carried. (10:13.)


Motion of Mr. Ryan to adjourn (10:13). Not carried.


Article 58: Voted to accept Chapter 17 of the Acts of 1930, the same being an act authorizing the Town of Braintree to construct and operate a system of sewerage and to borrow money for such purpose in excess of the statutory limit. Carried. (10:47.)


Article 59 : Voted that the Moderator appoint a committee of three to carry on such work under Chapter 17 of the Acts of 1930 until the Annual Town Election of 1931 at which time three Sewer Commis- sioners shall be elected. Unanimous Vote. (10:58.)


Article 60: Voted that there be raised and ap- propriated the sum of Four Hundred Fifty Thousand Dollars for the purpose of paying the necessary ex- penses and liabilities to be incurred for the purpose of

laying out and constructing a system of main drains and common sewers and sewage disposal under Chapter 17 of the Acts of 1930 and that to meet the said appropriation the sum of Six Thousand Dollars ($6,000.) be taken from the excess and deficiency fund and the treasurer with the approval of the Select- men be and he hereby is authorized to borrow from time to time sums aggregating not more than Four Hundred Forty-four Thousand Dollars which is hereby determined to be necessary therefor and to issue there- for bonds or notes of the town, and said bonds or notes to be issued pursuant to Chapter 17 of the Acts of 1930, to bear on their face the words "Braintree Sewerage Loan, Act of 1930" and to be payable in accordance with the provisions of Section 19 of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than thirty years or at such earlier dates as the Treasurer with the approval of the Selectmen may determine, provided none of the said bonds or notes shall be issued until the plans of said system of sewerage and sewage disposal have been approved by the State Department of Public Health. Carried. Unanimous. 11:00 P. M. The Moderator declaring more than 200 present.


Mr. Aitken moved to take from the table all Articles which had been laid on the table. Carried.


Under Article 5, Mr. Anderson moved that a Com- mittee of Five be appointed by the Moderator, and that said Committee be and hereby is authorized and

instructed to petition the Legislature for such legisla- tion as will when enacted and accepted by the Town, enable the Town to conduct its Town Meeting under the Representative Town Meeting system so called. Motion carried 11.10 P.M.


Under Article 6: Voted to raise and appropriate for Salary of Inspector of Plumbing - $834.80.


Under Article 6: Voted to raise and appropriate for Salary of Assistant Janitor of Thayer Public Library the sum of $120.00. Carried.


Under Article 6: Voted to raise and appropriate for Salaries in the Engineering Department the fol- lowing :

Greeting :


In the name of the Commonwealth of Massachu- setts, and by virtue of authority vested in me by the General Laws (Chap. 39, Sec. 12.) One hundred or more inhabitants of the Town of Braintree having petitioned me to call a Special Town Meeting under said Chapter 39, Section 12 and alleging that the Selectmen unreasonably refuse to call a Special Meet- ing, you are hereby directed to notify and warn the inhabitants of the Town of Braintree qualified to vote in election therein to meet at the Town Hall in said Braintree on Thursday, the Fourth day of September. 1930, at seven forty-five o'clock in the evening then and there to act upon the following Articles, namely :


Article 1. To see what action the Town will take, if any, with reference to fixing or establishing the hours during which the polls shall be open for voting on September 16th at the State primaries to be held in the current year or take any other or ap- propriate action under G. L. Chapter 53, Section 43.


Article 2. To see what sum or sums of money the Town will raise and appropriate for election expenses.


You are directed to serve this Warrant by posting true and attested copies thereof in three public places in each voting Precinct in said Town of Braintree, ten days at least before said Fourth day of September.

1930, and by publishing the same once each week for two successive weeks in the Braintree Citizen the first publication to be at least eight days before said Meeting.
