March 13, 1933.
The Annual Town Meeting was called to order at 7:45 P. M. by Moderator William F. Rogers. Vot- ers checked on entering building. Amplifiers installed throughout lower hall and lobbies for the convenience: of the voters.
ARTICLE 1.
Voted: to elect three Measurers of Wood and Weighers of Hay. Charles G. Sheppard, Wilford F. Woodsum and R. Allen Gage elected.
ARTICLE 2.
Voted: that the Town Treasurer, with the ap- proval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1933, and to issue a note or notes therefor, payable within one year and to renew such note or notes as may be given for a period of less than one year in ac- cordance with Section 17, Chapter 44 of the General Laws. Any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Mr. Foley moved: that one week from tonight, the Treasurer submit the names of banks, rates of in- terest, or any unusual conditions, or any changes made on temporary loans including the outstanding amount of $325,000.00 January 1, 1932, Loans made during the year 1932, and present status with regard to out- standing loan of $375,000.00 January 1, 1933 and sub- mit rate of interest on each loan, original condition under which made, and any subsequent change. So voted.

ARTICLE 3.
Voted : that the Town Treasurer be and is hereby made custodian of all moneys of the several depart- ments of the Town. The Board of Water Commission- ers are hereby instructed to elect the Treasurer of the Town, Treasurer of the Water Department. The Elec- tric Light Commissioners are hereby instructed to elect the Treasurer of the Town, Treasurer of the Electric Light Department. The Selectmen are hereby instructed to require from the Treasurer such a bond as in their judgment is necessary for the safety of such moneys; that the Treasurer be held harmless on his bond from any loss caused by the failure of any na- tional Bank or Trust Company in which the funds of the Town may be on deposit, with the approval of the Board of Selectmen.
ARTICLE 4.
Voted : that the Tax Collector be held harmless on his bond from any loss caused by the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit, with the ap- proval of the Board of Selectmen.
ARTICLE 5.

Moved that this Article be taken up in conjunc- tion with the other articles in the Warrant. So voted.
Under Article 5: Mr. Bartlett offered the follow- ing resolution: WHEREAS The world is passing through the greatest financical and economic disturb- ance of modern history: and
WHEREAS This condition has brought about a crisis in the affairs of our entire nation; and

WHEREAS The President of the United States, in his inaugural address and in his Economy Message to the Congress has proclaimed the necessity for a drastic reduction in the expense of Government, Fed- eral, State and Local, and has asked the Congress for a grant of extraordinary powers to enable him to ac -- complish this result in the Federal Government; and
WHEREAS The lower branch of the Congress of the United States has voted to support the President by authorizing a reduction of Federal Expenditures including a reduction of 15% in Federal salaries; and
WHEREAS The Town of Braintree is faced with the same need of econocy in its affairs as prevails in the Federal Government, and in particular as follows:
(A) The expenses of the Town must be re- duced to a point within the ability of the taxpayers to meet their tax bills.
(B) The Town collected only about 54% of the taxes levied against its taxpayers in 1932.
(C) The Town spent in 1932 about $107,000 more than it received, thereby reducing its general cash balance by that amount.
(D) The ability of the taxpayers to meet their tax bills will probably be less in 1933 than in 1932.
(E) The interests of the Town require that: every effort be made to maintain its credit standing ; and
WHEREAS The Finance Committee of the Town has made a careful and exhaustive study of the finan- cial affairs of the town and has pointed out in its re-

port the need of a drastic reduction in expenditures for the year 1933; now therefore
· BE IT RESOLVED, THAT it is the sense of this meeting that the recommendations of the Finance Committee as contained in its report be approved and followed by this Town Meeting. So voted-8:15 P. M.
Under Article 5: Mr. Lawrence offered the fol- lowing resolution: WHEREAS, the report of the Fi- nance Committee recommends 15% reduction in the salaries and wages of the officials and employees in the different Town departments, and
WHEREAS, the various divisions, including the full complement of permanent officials and employees of the Town of Braintree have submitted a proposition to contribute to the general fund of the Town of Braintree by assignment to the Town Treasurer an amount equal to one-tenth of the sum of each respec- tive salary or wage for the period commencing April 1, 1933, to December 31, 1933, and
WHEREAS, there exists a public spirited inter- est and loyalty between the Town of Braintree and its officials
BE IT RESOLVED, THAT the Town of Braintree, in its general town meeting assembled, commend the spirit of willingness and co-operation thus shown by its several officials and employees and accepts their offer to contribute one-tenth of their respective sal- aries for the period stated in lieu of all other recom- mendations for salary reductions .- Not carried .- 8:21 P. M.

Voted to appropriate for the Reserve Fund for extraordinary or unforseen expenditure during the current year-$5,000.00. Carried.

Voted: That there be raised and appropri- ated the sum of $75,000.00 for the purpose of con- structing, equipping, grading, and putting in opera- tion a filtration and purification plant at Great Pond and that to meet the said appropriation the sum of $75,000.00 be taken from the surplus of the water revenues and the revnues of the department for the year 1933. So voted.
3. Mr. Hunt moved : Indefinite postponement. So voted.
4. Voted : That there be appropriated the sum of $9,760.00 for bonds and interest and $70,240.00 for the maintenance and operation of the water sup- ply system, laying and relaying of water mains, in- cluding $255.00 for the salaries of 3 water commis- sioners, the same to be taken from the surplus of the water revenues as shown on the books for the year 1932, and from the revenues of the department for the year 1933. So voted-10:11 P. M.

Mr. Hunt moved : That the Town authorize the Selectmen to petition the General Court of the Commonwealth to authorize the Board of Water Com- missioners of the Town of Braintree to take, on behalf of the Town of Braintree, in addition to the water rights already established, the whole or any part of the water of Farm Brook or Farm River, so-called, of Cochato Brook so-called, of Cranberry Brook so-called or Cranberry Pond so-called or any other water, waters and lands or any rights in or to the same or any of them, for the purpose of supplying the nihabi- tants of the Town of Braintree with water for the

extinguishment of fires and for domestic purposes,. business purposes or other purposes.
Mr. Colbert offered as an amendment: With such. exemptions as are contained in the charter of the. Braintree Water Supply Company. So voted.
Mr. Hunt's original motion, as amended, carried -10:26 P. M.

ARTICLE 11 :
.1. Moved : That there shall be raised and appro -- priated the sum of $100,000.00 for the purpose of pay- ing the expenses and liabilities incurred or to be in- curred under Chapter 17 of the Acts of 1930 in the construction of sewers for sanitary purposes with such connections and other works as may be required for a system of sewage disposal, and that to meet the ap- propriation,t he sum of $7,000.00 shall be included in the tax levy of this year, and the remaining $93,000.00 shall be raised by the issue of $50,000.00 in bonds or notes of the Town pursuant to Chapter 17 of the Acts. of 1930, and $43,000.00 in bonds or notes of the Town pursuant to Chapter 44 of the General Laws, and the Treasurer, with the approval of the Selectmen, is hereby authorized to issue and sell the said bonds or notes and each of the said classes of bonds or notes shall be payable in accordance with the provisions of Section 19 of the said Chapter 44, and within 30 years from the date of the first bond or note, as the Treasu- rer with the approval of the Selectmen may deter- mine, the said $50,000.00 bonds or notes shall bear on the'r face-"Braintree Sewerage Loan-Act of 1930"" -the sums hereby appropriated shall be spent under- the direction of the Sewer Commissioners.

Mr. Hunt offered the following Resolution- BE IT RESOLVED: That it is the sense of the citi- zens in Town Meeting assembled that unemployed la- bor, residents of the Town, be employed upon sewer construction work, and the rate of pay shall be 50c per hour except a superintendent and masonry labor, and that all supplies, so far as practicable, shall be bought by competition between Braintree business men.
Mr. Baker offered the following amendment: That the phrase "and masonry labor" be stricken from the resolve. Carried.
The original resolution as amended-Carried.
Mr. Hunt moved to adjourn until 7:45 P. M. on Monday, March 20, 1933-Carried 11:14 P. M.

The adjourned Town Meeting was called to order at 7:45 P. M. by Moderator William F. Rogers. Voters checked on entering building. Amplifiers installed throughout lower hall and lobbies for the convenience of the voters.
Mr. Hunt moved that the reading of the records of the last session be dispensed with. Carried.
UNDER ARTICLE 5.
Mr. Oakman rendered a report regarding loans and interest charges, in answer to the questions asked by Mr. Foley under Article 2.
ARTICLE 12.
No action-Carried 8:05.
ARTICLE 13.
Voted to appropriate from the income of the Electric Light Department the sum of $22,266.82 for depreciation fund and the sum of $307,733.18, to- gether with the unexpended balance of $8,353.09 of the year 1932 for operating expenses, renewals, re- pairs, new construction and for payment to the Treas- ury of the Town for the purpose of reducing the tax levy, the sum of $8,000 of the said unexpended bal- ance, the said $8,000 to be applied to the reduction of the old appropriation account still carried on the books of the Electric Light Department. Unaminous vote. .8:09.

Mr. Higgins moved the consideration of Articles 46, 47 and 48 inasmuch as whatever action the Town may take on any of these might effect Article 14. Carried.
ARTICLE 46.
Mr. Hunt Moved: No action. There being 673 in the affirmative and 136 in the negative, the motion was carried. 8:40.
Mrs. McPeak moved the immediate reconsidera- tion of Article 46. Not carried.
ARTICLE 47.
Mr. Hunt Moved: That the Town direct the School Committee to appoint for the coming school year and thereafter, only full time teachers to act as principals of the Grade Schools. Carried 9:20.
Mr. Lakin moved the reconsideration of Article 47. Not carried
ARTICLE 48.
Mr. Hunt Moved : No action. Carried 9:21.
