Upon request of the Authority, member Mr. John E. Maloney resigned as State appointed member to assume the duties of Executive Director. The State Housing Board then appointed Mr. William Doren to succeed Mr. Maloney as the State member.

The Braintree Airport Commission reports the completion of twelve years of active service and eleven years of operation of the Braintree Airport.


The Airport is located near Great Pond, off Route 128, on Town- owned property of the Braintree Water Department. The runway is 2500 feet in length and is 85 feet wide. The major part of the runway was constructed through the efforts of members of the Braintree Air- port Association, whose membership is open to Braintree residents in- terested in flying.


The flying area is registered as a Private Landing Field and is under the jurisdiction of the Massachusetts Aeronautic Commission at latitude 40 degrees - 12' - 20" and longitude 72 degrees - 02' - 25".


The Airport Commission reports that the field has operated for eleven consecutive years without a casualty or serious mishap.


All persons using the Braintree Airport are required to communi- cate with the Airport Commission and register their planes before using the facilities of the Town Airport. You are invited to join the Braintree Airport Association.

In accordane with the By-Laws of the Town, we are respectfully submitting our annual report for the year ending December 31, 1958.


Your Board of Assessors are charged with the responsibility of assessing all property and polls to raise funds for operation of Town Services. Chapter 59 of the General Laws governs the entire pro- cedure. The Town Meeting determines the amount of appropriations. The Assessors then set the tax rate to raise the amounts necessary to provide these funds.


Property assessment is the only important tax program adminis- tered by local officials, and as such, requires technical skill, for, before the tax can be equitably applied, the valuation of the property must be established. With increasing tax rates and growth, there is obviously greater demand on the Assessors and office personal. This calls for complete re-examination of practices and services to provide for the ever increasing work load, together with a better recognition of the importance of the Assessors' job. There is a strong movement from the state level down, toward this end.

Braintree Industrial & Business Development Commission


ANNUAL REPORT


The major efforts of this Commission since its organization, ap- proximately four years ago, have been :


1. To make available areas in the town where new indus- try and business could locate.


2. To promote, with the assistance of other town depart- ments, the development of an improved industrial climate in the town.


3. To publicize Braintree's advantages as a business and industrial location.


Much has been accomplished along all of these lines.


During 1958 this Commission published a fine brochure outlining Braintree's advantages as an industrial location from the standpoint of availability of sites, geographical location, living conditions, accessibil- ity, municipal services, recreational facilities and labor market. 5,000 copies of this brochure were published and 4,000 copies mailed to select- ed industries in New England and Northeastern United States. Further distribution is being made to selective areas where interest is discovered.


The Commission has been doing a limited amount of advertising and on December 14 and 17 ran a small advertisement in the Boston Herald. In the Economic Review issue of the New York Times a larger ad. was carried in the Massachusetts Section on January 12. Increased emphasis along the line of direct advertising will be pursued during the coming year.

The Municipal Light Department respectfully submits here- with the annual report on operations for the year 1958.


LOAD CHANGES


The Industrial load has reflected the nation wide trend during 1958 and decreased industrial power sales were experienced during the first eight months.


Jan. 1 to Aug. 31, 1957 15,078,320 KWH sold to industry


Jan. 1 to Aug. 31, 1958 12,607,245 KHW sold to industry


2,471,075 decrease


This represents a decrease of 16 percent in industrial power sales for the period from January 1 to August 31, 1958 as compared with the same period of 1957.


During this same period the residential useage continued to in- crease rapidly.

This represents an increase of 9.2 percent and was not sufficient to offset the decreased power sales for industrial purposes. As a result our total output for the first eight months of 1958 was very close to that of 1957.

However, beginning in September the industrial sales, with the addition of Walworth Company requirements, sharply increased over 1957. Comparison of 1957 - 1958 industrial use :

This is an increase of 12.9 percent.


This new activity in industrial load and the upward trend of residential useage during the last four months resulted in the largest increase in demand and kilowatt hour output ever experienced by this Department. A comparison between 1957 and 1958 is as follows:

These figures clearly show the necessity for rapid expansion of generation facilities as well as constant activity in line construction in order to maintain dependable and adequate low cost service.


Sub-Station Additions


Cleveland Avenue and Plain Street Sub-stations were overloaded during peak load periods of 1957. Additional new transformers with necessary switching and relaying equipment were installed at each station. This new transformation doubled the capicity of each station. Total cost for this construction was Eighty-five Thousand Dollars. ($85,000.00).

New 15,000 Volt Feeder


In order to adequately serve the Walworth Company and supply additional capacity to Plain Street and Pearl Street Sub-stations a new 15,000V feeder has been installed from Allen Street to Walworth Company plant. This feeder has been arranged for maximum flex- ibility in order to supply firm or backup power to our other 15,000V lines. Capacity of this feeder is 9,000 KVA or the maximum practical load on one feeder at this voltage. Our olderfeeders have a capacity of 5,000 KVA and 7,500 KVA. Total cost for this construction was One Hundred Thirty-eight Thousand Dollars ($138,000.00).


New Home Services


New homes are continually being added to our system with a total of 132 for the year 1958. Cost for this service is approximately Fifty-two Thousand Dollars ($52,000.00.)


Highway Construction


New highway construction has required considerable revamping of existing ficilities at Capens Bridge, Elm Street, River Street, Union Street, Pearl Street, Liberty Street and Granite Avenue.


In many areas the entire lines were removed and relocated as at Granite Avenue and Railroad Street. This construction has kept our line crews very active during the past year and will continue to do so during 1959.


Highway approach lighting in all areas named above has become a very costly item to this department and considerable expenditure will be required during 1959. Power to operate these lights will represent a considerable increase in town expenditures for street lights in the fu- ture. Lighting in areas of this nature has rapidly been proven as the greatest safety measure when changing from a high speed highway to town or city streets.


Underground cable ducts have been installed at Capens Bridge and Granite Avenue. Underground ducts will also be installed at Un- ion Street, Elm Street and Railroad Street highway crossings.


Power Increases During The Year


The name Walworth Company appears earlier in this report as a contributing factor to increased sales for industrial purposes. As of the end of the year this company is taking about fifty percent of its anticipated load or approximately 2000 KVA.

Zayres Department Store with five additional smaller stores at the corner of Liberty and Grove Streets has added approximately 400 KVA and a further increase is anticipated.


Tedeschi's Super Market is now expanding and the original ca- pacity of 375 KVA will be increased to approximately 600 KVA.


Anticipated Power Increases


1. Full capacity at Walworth Company will add approximately 2000 KVA during the year.


2. Additional stores in the vicinity of Liberty and Grove Streets will add 200 KVA.


3. Power requirements at Pond Street near the Holbrook line can conservatively be estimated at 500 KVA.


4. A new open air theater on Granite Street should require 300 KVA.


5. A firm commitment from the engineers building the Shop- ping Center indicate a load of 4200 KVA to start with, an ultimate requirement of 5600 KVA.


6. House Heating. One of the great unknown factors in power requirements is house heating. Some electrically heated homes have been added during the past year and have proved to be efficient and effective heating at moderate cost. Many custo- mers are using it as auxiliary heating means and some contract- ors are now ready to construct all electric heated homes. House heating alone could triple our power requirements in five years.


Generating Plant


At present we generate all power requirements of the town and we hope to do so by the continued expansion of our generating fa- cilities.


Gilbert Associates, Inc. have been selected as our consultant en- gineers to build the new generating plant. This plant is to be named the Norton P. Potter Station in honor of Mr. Norton P. Potter who was an electric light commissioner for 49 years.


Progress on the N. P. Potter Station has been steady during the past year and at present the land area adjoining Cities Service Oil Company has been filled and graded, the bulkhead completed, piling and sub-foundation concrete slab installed. Contracts for all vital equipment have been completed and the general contractor is expected

to be working on the site by the first of February. Steel structure will be started during the first week of February 1959 and comple- tion date is set for the last week of November 1959. Underground duct work from N. P. Potter Station is well under way with com- pletion expected early spring 1959.
