Town of Braintree ANNUAL TOWN MEETING


MONDAY, MARCH 17, 1958


Pursuant to a Warrant duly issued, The Annual Town Meeting of the inhabitants of the Town of Braintree, represented by their duly elected and qualified Town Meeting Members, was held in the Braintree Town Hall on Monday, March 17, 1958.


The meeting was called to order at 7:45 o'clock in the evening by the Moderator, Mr. E. Curtiss Mower.


Prayer for Divine Guidance was offered by Rev. Fr. Kelleher, St. Francis of Assisi Roman Catholic Church, South Braintree.


Newly elected Town Meeting Members were sworn in by the Town Clerk.


There were 200 Town Meeting Members present.


The Moderator declared a quorum present.


The following tellers were appointed by the Moderator to serve during the course of the evening:

UNANIMOUSLY VOTED (7:50 P. M.) : The election of John J. Canavan, H. Irving Charnock, Robert P. Gray, Edward W. Jennings, Otis B. Oakman, Jr., Louis J. Trojano, and Carroll D. Welch as Trustees of the Braintree School Fund for a term of three years.

UNANIMOUSLY VOTED (7:53 P. M.) : The election of Mat- thew McCusker, George A. Williams and Dominic F. Diauto as Measurers of Wood and Weighers of Hay.

M.) : That a committee of 3 be appointed, one of whom to be the present chairman of the Re- publican Town Committee - and one of whom to be the present chairman of the Democratic Town Committee - and one of whom is to be named by the Moderator to urge the Federal Government and the Post Office Department to build a Post Office in the Town of Braintree and said committee to report at the next Town Meeting.

UNANIMOUSLY VOTED (7:55 P. M.) : That the Moderator appoint a committee of three to bring before the present Town Meeting an expression of the appreciation of this the 1958 Town Meeting for the faithful and unselfish service rendered by Thomas A. Sears.


Upon motion duly made by Mr. Hollis, it was


UNANIMOUSLY VOTED (7:57) : That the Moderator appoint a committee of five to study, and recommend a suitable site for a new post office location in the Town of Braintree when Federal funds be- come available.


MOVED by Mr. Garland :


That a committee of five (5) members be appointed by the Mode- rator, which committee shall continue in service from year to year and shall be authorized and directed to examine into all phases of municipal government and administration existing in the Town of Braintree, and to recommend such changes therein as it may deem to be desirable.


Mr. Hunt, Town Counsel, spoke on the motion.

UNANIMOUSLY VOTED (8:02 P. M.): That the Town Trea- surer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1958, and to issue a note or

notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with the povisions of Section 17, Chapter 44, of the General Laws. ARTICLE 4. Authorizing Treasurer to borrow in anticipation of 1959 revenue.

UNANIMOUSLY VOTED (8:03 P. M.): That the Town Treas- urer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1959 and to renew any note or notes as may be given for a period of less than one year, in accordance with the provisions of Section 17, Chapter 44, of the General Laws.


ARTICLE 5. Amendment of Schedules A and B of the Salary Administration Plan.


MOVED by Mr. McGibbon, Chairman of the Personnel Board:


To amend Schedule A of the Salary Administration Plan as fol- lows: that the classification Agent-Veteran's Services be transferred from OO Group C to ATP Group E.

ARTICLE 7. Salary Plan, Part III, Section 8 "Vacations." MOVEd by Mr. McGibbon, Chairman of the Personnel Board:


To amend the Salary Administration Plan, Part III, Section 8 "Vacations" by inserting in Paragraph 3 after the first sentence the following provision: "A Vacation period shall be assigned each year to each employee and during that period he shall not be employed by the Town nor receive any extra compensation from the Town therefor."


Discussion ensued involving Mr. Hunt, Town Counsel, Mr. McGib- bon, Chairman of the Personnel Board, Mr. Garland, Chairman of the Finance Committee, and Hr. Gerrior, Tax Collector.


Comes now the question on the motion by Mr. McGibbon.


Vote was taken and the Moderator being in doubt a teller count was ordered. Vote and count were taken and the tellers reported 82 votes in the affirmative and 73 votes in the negative. The Moderator then declared the motion by Mr. McGibbon.

MOVED by Mr. McGibbon, Chairman of the Personnel Board:


That there shall be added at the end of Section 8 the words "nor to employees of the School Department."


Discussion ensued involving Mr. Ainsleigh, Mr. Hunt, Town Counsel, and Mr. Belcher.


The Moderator ruled that the motion by Mr. McGibbon was out of order and would nt be cnsidered.

Upon request by Mr. Hollis unanimous consent of the Town Meet- ing was granted to Mr. Hollis to withdraw his motion to lay Article 7 on the table.
