Braintree Industrial & Business Development Commission
ANNUAL REPORT
During 1959 the Industrial & Business Development Commission have been continuing their efforts to pro- mote and publicize Braintree's advantages as a business and industrial location.
During the year we have advertised in the New York Times, Journal of Commerce, and other advertising media where it was deemed appropriate. This adver- tising will be continued and accelerated during 1960 as the new highways are completed through Braintree.
The Commission will continue to work with other departments of the town to do everything possible in making the town attractive as a business and industrial location.
This Commission appreciates the cooperation it has received from other town departments.

The Braintree Housing Authority was organized as a result of a Special Town Meeting on June 7, 1948 to administer a low income Veteran's housing project in the Town. After ten years of operations the Authority is in a position to render further service to tenants whereby they are empowered to purchase the homes which they occupy.
Since our annual report for the year 1957, con- siderable interest has been shown by tenants in the purchasing of the dwelling which they occupy. Up to the time of this writing about one half of the houses have been sold or are in the process of transferring title. As it was not until November of 1957 that we could inform the tenants as to the cost of these dwellings, the results to date indicate that the average thrifty persons prefer to own their own home, rather than depend on subsidized housing. The opportunity afforded Veterans to secure a home, well kept and completely landscaped at a nominal cost is recognized by those seeking to estab- lish their own independence. A four room dwelling costs approximately $9,500.00 and a five room dwelling approx- imately $11,700.00. These prices having been estab- lished will prevail, notwithstanding the inflation of the real estate market unless we are otherwise directed.
The Authority, under the law must investigate con- tinuously and keep abreast of the total income of tenants and their families. The financial status of tenants keeps improving and when a tenant's income exceeds the maxi- mum occupancy limits, we must reluctantly start the wheels in motion toward eviction, unless such tenant pro- ceeds to negotiate for the purchase of the dwelling he occupies.
The rents as charged Veterans for their occupancy of the approximately 50 residences are based, on their gross income and cannot be considered burdensome.

As previously reported, the tenant occupant has the first option to purchase. As houses become vacant, non-tenant veterans who were resident of Braintree when entering the service, then have the opportunity to pur- chase. The sequence of sale to individuals other than stated above areas designated by the State Housing Board.
We must repeat that the only source of income to meet the obligation of short term notes and maintenance of the property is rent collections together with the State subsidy. While the Authority may appear firm in insist- ing on prompt payment of rent, we have no other alter- native in order to meet these obligations.
During the year 1959 the Authority investigated the feasibility of the Housing for Elderly program as pro- mulgated by the Commonwealth.
The program as sponsored by the Commonwealth appeared worthy of consideration by the Town so accord- ingly the Authority sponsored the inclusion of an Article in the Warrant for consideration at the Annual Town Meeting.
This program is directed to the need of persons 65 years of age or over, living on nominal income, for adequate housing, not now available to them on account of existing rental costs.
As contemplated, married couples with annual income not in excess of $3,000.00 and single persons with annual income not in excess of $2,500.00 would be elig- ible to occupy such Housing facilities at rents of about $50.00 per month, inclusive of heat and light.
Presently many such individuals receiving income within the above stated limits, either are living in in-

adequate housing or are receiving aid from the town in order to meet present day living costs. The study of this program as existing in other communities have proved that the aid required before its institution was reduced and also those who became tenants in the project lived under congenial conditions and were very happy in their declining years.
The program as developed does not anticipate ary appropriation of Town funds and shall be self supporting through rentals and the state subsidy available thereof.
We appreciate the cooperation of the various departments of the Town whenever called upon.

Submitted herewith is the report of the South Shore Mosquito Control Project of its activities in the Town of Braintree for the year ending December 31, 1959.
The Town of Braintree appropriated $5,600 for mosquito control in 1959.
The basic program of control continued to be based on drainage in the off-season and larvaciding of all areas found to be breeding during the mosquito season. This program was supplemented by ground application of D.D.T. dust to selected areas during the period when the swamps were frozen. Fog generators and a mist blower were used to combat flying mosquitoes.

The cumulative effect of the work of past winters has changed the work of the Project's crews. The winter dusting has stopped the breeding in many small places, making it possible for the crews to contend better with those left and to search for hitherto unnoticed spots. The drainage has elimated some crew spraying and much air spray acreage, thus making it possible to absorb higher costs, deal with new breeding areas found or created, and yet keep the yearly budget requests the same.
In the Town of Braintree the following ditch work was done : 525 ft. of ditches cleaned. In addition 300 ft. of brushing has been done to facilitate entrance to and passage along streams for the purpose of cleaning and treating streams and swamps. As a consequence of the construction of the Southeast Expressway and the wet summer, heavy ground crew spraying and fogging was necessary, making it necessary to restrict drainage work to keep within the budget. Any work done his winter will be that which can take advantage of the better run off offorded by the Town's drainage projects or the Expressway construction.
The record breaking rains of early-through mid- summer added to our summer spray season. These rains coming during the Culex (house mosquito) breeding season, this specie preferring to breed in and around residential areas and in man made receptacles (such as tin cans, bird baths, tires, etc.) increased the above nor- mal population of this fierce biting pesty mosquito. These rains also caused areas normally dry in summer months to reflood, adding to our Vexans population. These, along with other problems, gave us one of our heaviest mosquito years.
However, the Project tried maintenance, their method of operation as in other years, giving priority in this order :
