TOWN OF BRAINTREE ANNUAL TOWN MEETING MONDAY, MARCH 18, 1963


Pursuant to a Warrant duly issued, the Annual Town Meeting of the inhabi- tants of the Town of Braintree, represented by their duly elected and quali- fied Town Meeting Members, was held in the Braintree Town Hall on Monday, March 18, 1963.


The meeting was called to order at 7:55 o'clock in the evening by the Moderator, Mr. John J. Canavan.


Prayer for Divine Guidance was offered by Rev. John R. Dallinger, Pastor of the Emanual Episcopal Church.


The meeting stood for a moment of silent prayer in memory of the follow- ing Town Meeting Members who have passed away since the last Town Meeting: Sophie G. Blunt, Precinct 3; Harold W. Cairns, Precinct 4: Thomas R. Huleatt, Precinct 4.


The Moderator recognized the prsence of student representatives from the Braintree High School, Thayer Academy, Archbishop Williams High School, Sacred Heart High School, exchange students from Mission High School in Roxbury, Quincy High School Class in Democracy accompanied by Mrs. Robinson. The Town Meeting Members applauded the presence of the student visitors.


Newly elected Town Meeting Members were sworn by the Town Clerk.


There were 203 Town Meeting Members present.


The Moderator declared a quorum present.

ARTICLE 1. To choose Town Officers except those elected by ballot.


UNANIMOUSLY VOTED: The election of Daniel A. Maloney, Shelley A. Neal and Joseph F. Connolly as Measurers of Lumber; and the election of Dominic F. Diauto, Matthew McCusker and George A. Williams as Measurers of Wood and Weighers of Hay.


ARTICLE 2. Reports of Boards and Committees and choosing of Commit- tees.


UNANIMOUSLY VOTED: That Article 2 be taken up in conjunction with all other Articles in the Warrant.


ARTICLE 3. Authorizing Treasurer to borrow in anticipation of 1963 revenue.

UNANIMOUSLY VOTED: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1963 and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with the provisions of Section 17, Chapter 44, General Laws.


ARTICLE 4. Authorizing Treasurer to borrow in anticipation of 1964 revenue.


UNANIMOUSLY VOTED: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1964 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with the provisions of Section 17, Chapter 44, of the General Laws.


ARTICLE 2.


UNANIMOUSLY VOTED: That By-law time restrictions found in Article II, Section 5, not apply to the Chairman of Personnel Board while Warrant Articles 5 through 14 are before the Annual Town Meeting.


ARTICLE 5. Amendment of Schedules A and B of the Salary Administration Plan.


UNANIMOUSLY VOTED: That Schedules A and B of the Salary Admini- stration Plan be amended as shown in the annual report of the Personnel Board as follows:

ARTICLE 6. General increases within the Salary Administration Plan.

ARTICLE 7. Amend Salary Administration Plan, Part II, Section 2(c).


UNANIMOUSLY VOTED: That Part II, Section 2(c) be amended by strik- ing out the second sentence and substituting therefore the following: "Such reviews shall be scheduled at the written request of the Department Head and at the discretion of the Personnel Board."


ARTICLE 8. Amend Salary Administration Plan, Part III, Section 8.


UNANIMOUSLY VOTED: That Part III, Section 8 - Vacations, be amended by adding thereto the following paragraph: "All employees must take vaca- tions during the calendar year vacation is due. No employee will receive payment in lieu of vacation or any portion thereof nor shall he be employed as a substitute in his department during his vacation period except in the case of an emergency, and then only with written consent of the Personnel Board."


ARTICLE 9. Amend Salary Administration Plan, Part III, Section 4(b).


UNANIMOUSLY VOTED: That Part III, Section 4(b) - New Personnel, be amended to read as follows: "Except with reference to I.T.S. Classifications, the first six months of employment shall be a probationary period, at the end of which the employee may advance one step-rate, provided the Depart- ment Head and the Personnel Board decide his performance warrants it. Otherwise, he shall come up for consideration after one year of continuous full-time service.'


ARTICLE 10. Amend Salary Administration Plan, Part III, Longevity.


SO VOTED: Indefinite postponement.


ARTICLE 11. Amend Salary Administration Plan, Part III, Differential Pay. UNANIMOUSLY VOTED: Indefinite postponement.


ARTICLE 12. Designate certain elected officials as "full time" employees. UNANIMOUSLY VOTED: Indefinite postponement.


ARTICLE 13. Upon motion duly made by Mr. McConnell, it was


UNANIMOUSLY VOTED: That Article 13 be taken up in conjunction with Article 14.


ARTICLE 14. Funds for Interest. Maturing Debt and Town Departments.


UNANIMOUSLY VOTED: That there be raised and appropriated or trans- ferred from available funds for maturing debt and interest and for charges and expenses of the Town Departments, the following appropriations: The salaries of the elective Town Officers in each case to be for the calendar year 1963, except any salary increase for elective officers which may be approved shall not become effective before the beginning of the fourteenth week of 1963.
