Under Article 13, it was voted to invite Rev. Wilson Waters to complete the History of Chelmsford, already begun by the late Henry S. Perham, and place the same in the hands of the Trustees of the Adams Library for publication by them, as already provided by the vote of the Town.


Under Article 14, to see if the Town would vote to au- thorize the Selectmen to purchase a stone crusher, the Article was dismissed.


Under Article 15, to see if the Town would authorize the Selectmen to purchase a steam road roller, the Article was dismissed.

Harrington constitute a committee to have charge of the spending of this money. A hand vote was taken upon this Article, 245 voting in favor and none opposed.


Took up Article 18. It was voted that the Town raise and appropriate the sum of $200 for the purpose of buying a lot of land in South Chelmsford for school purposes. A Heady Park, Wilbur E. Lapham and John E. Harrington were chosen as a committee to have charge of the expenditure of this money.


Under Article 20, to see if the Town would raise and ap- propriate the sum of two hundred dollars ($200), to be ex- pended on the grounds at East Chelmsford School, the Article was indefinitely postponed.


Under Article 21, it was voted to raise and appropriate the sum of three hundred dollars. ($300), to provide medical examiners in the schools, in accordance with the provisions of Chapter 502, Acts of 1906.


Under Article 22, it was voted that the Town raise and appropriate the sum of two hundred fifty dollars ($250) for the purpose of grading the grounds at the school at West Chelms- ford.


Under Article 23, it was voted to raise and appropriate the sum of fifteen hundred dollars ($1,500) to be paid to North Chelmsford Fire District for hydrant service for the current year. 132 voted in favor and 123 opposed.


Under Article 24, it was voted to change the name of Mill Street to Quigley Street.


Under Article 25, it was voted to raise and appropriate the sum of fifty-five dollars ($55) for the purpose of purchasing a set of weights and balances for the use of the Sealer of Weights and Measures.


Under Article 26, to see if the Town would vote to au- thorize the Selectmen to purchase a new road scraper, the Article was dismissed.


Under Article 27, to see if the Town would vote to change the day of holding the Annual Town Meeting from the fourth

Monday in March to the fourth Saturday in March, the Article was dismissed.

SPECIAL TOWN MEETING, NOV. 9, 1907


At a legal meeting of the inhabitants of the Town of Chelmsford qualified to vote at elections and in town affairs, held pursuant to Warrant at the Town Hall, Centre Village, Saturday, Nov. 9, 1907, at three o'clock in the afternoon, the following business was transacted :


The meeting was called to order and the Warrant read by the Town Clerk.


Under Article 1, balloted for Moderator, and J. Adams Bartlett was elected unanimously, the Check List being used, and the oath of office administered by the Town Clerk. Chas. E. Bartlett and William J. Quigley were chosen and sworn as Tellers.


Under Article 2, it was voted that the Town borrow the sum of eight hundred dollars($800) on a promissory note for that amount, to be signed in its name and behalf by the Town Treasurer, payable in two instalments of four hundred dollars each in one and two years from date thereof, with interest at a rate not exceeding five per cent per annum, payable semi- annually. Such note to be countersigned by the Selectmen, and the proceeds used to pay for the purchase of a fire wagon and equipment of same for the North Chelmsford Fire Dept. to be purchased by the Town for fire purposes, and that the ownership will be and remain in the name of the Town of Chelmsford. A standing vote was taken, and 110 voted in the affirmative and 29 in the negative. It, was also voted to authorize the Town Treasurer to pay over this sum to John O'Connor, treasurer of the North Chelmsford Fire Com- missioners.


Under Article 3, voted that the Town purchase, for school- house purposes, a certain lot of land with the buildings thereon, supposed to belong to Frederick G. Salmon, containing about 9,000 square feet, and situated in North Chelmsford, on the

southerly side of Washington Street, so-called, between the present schoolhouse property and the premises of George W. Whidden, provided the deed or deeds to the Town are satis- factory to the School Committee, or a majority thereof.


Under Article 4, it was voted that the Town borrow the sum of fifteen hundred dollars ($1,500), either on one promis- sory note for that amount, to be signed in its name and behalf by the Town Treasurer, payable in three instalments of $500 each in one, two and three years from date thereof, with in- terest at a rate not exceeding five per cent per annum, pay- able semi-annually, or on three such notes for $500 each, pay- able in one, two and three years from date thereof, with interest at a rate not exceeding five per cent per annum, pay- able semi-annually. Such notes to be countersigned by the Selectmen, and the proceeds used to pay for the Frederick G. Salmon property, so-called, at North Chelmsford, to be pur- chased by the Town for schoolhouse purposes. 118 voted in the affirmative and none in the negative.


Under Article 5, it was voted that the Town appropriate from money already in the treasury the sum of $690, for the purpose of widening and repairing the West Chelmsford Road, so-called, being substantially the amount received in 1906 for that purpose from the Lowell and Fitchburg Street Railroad Company.


At 4.25 o'clock p. m. voted to dissolve the meeting.

At a legal meeting of the inhabitants of the Town of Chelmsford, qualified to vote at elections and in Town affairs, held pursuant to Warrant at the Town Hall, Centre Village, Monday, Feb. 17, 1908, at eight o'clock p. m., the following business was transacted :


Under Article 1, balloted for Moderator, and J. Adams Bartlett was elected unanimously, the Check List being used, and the oath of office administered by the Town Clerk.


Under Article 2, it was voted that until further action of the Town, the Board of Assessors consist of three members.


Under Article 3, voted that the number of members of the Board of Overseers of the Poor be not changed from the present number of five.


Under Article 4, voted that the number of Constables be not changed from the present number of seven.


Under Article 5, voted to dismiss the Article.


Under Article 6, voted to dismiss the Article.

AUDITORS' REPORT


We have examined the accounts of the various town offi- cers for the year ending February 29th, 1908, securing the fol- lowing results : .


We find that the Selectmen have approved 1061 bills, amounting to $43,958.23, all of which have been paid by the Treasurer.


We find that the School Committee have approved 647 bills. amounting to $22,750.19, all of which have been paid by the Treasurer.


We find the receipts and payments of the Town Clerk on account of the Dog Tax properly vouched for.


We find the receipts and payments of the Town Treasurer properly entered and vouched for, and a balance of $2,961.36 in his hands.


. We find that the total amount of uncollected taxes, with accumulated interest, is $32,402.71, the details of which will appear later in this report.
