REPORT OF THE TRUSTEES OF THE ADAMS LIBRARY
The Trustees of the Adams Library submit the following report :-
The Board was organized at the beginning of the year with Mr. J. Adams Bartlett, Chairman; Mr. Albert H. Davis, Sec- retary ; and Rev. Wilson Waters, Treasurer ; and the usual com- mittees were chosen for the various departments of Library work. Appended to this report is the Treasurer's account for the year.
The Public Library, as an educational and refining influence, has taken its place in the community as an ally of the Church and School. Its function is to broaden the public mind; to entertain as well as to instruct; to provide, in the easiest and pleasantest way, food for intellectual development. It cannot take the place of church or school, but as a factor in the life of a country town a well-equipped and well-ordered library may be said to be almost their equal, at least as far as intellectual development goes ; indeed it may have a larger place than either of them. In its unity and comprehensiveness, whatever may be the ideal of church and school, the library has an actual advantage ; but its effect upon the community should be, and no doubt is, to emphasize the import- ance and increase the influence of the other two. The citizens of the town must necessarily entertain a growing appreciation of the placing of such a noble benefaction in their midst ; and this they can do, and are doing, by their increasing interest in, and use of, its privileges, by liberally providing for its proper maintenance, and thus making it a centre and symbol of intellectual enlighten- ment. The Trustees have a real sense of the important trust com- mitted to them, and therefore ask the towns people to further them in its effective administration,

The circulation for the year has been 11,891 volumes. This is 1,340 more than for the previous year.
The character of the circulation is as follows:

The Library has been open to the public 202 sessions.
The attendance in the reading room has been 3,159, an aver- age of 15.6 each session.

Number of volumes purchased and added to library, 237
Number of volumes purchased to replace books worn out, 12 Number of volumes received from state, 23
Number of volumes received from U. S. Government, 15
Number of volumes received from donations, 10
Magazines bound, 31, included in books purchased. Number of volumes in library, 8,167.
No money has been drawn from the "Joseph Warren Fund" which amounts to $780.46, or from the "Adams-Emerson Fund" which amounts to $98.49.
The Library has received from Harold Davis several volumes of magazines.

REPORT OF THE NORTH CHELMSFORD LIBRARY CORPORATION
The North Chelmsford Library Corporation, in its annual statement to the town, has to report that, at its annual meeting, held March 4, 1908, the following officers were elected for the ensuing year :
Directors : Arthur H. Sheldon, (President), Fred E. Varney, H. Ellen Sargent ; Vice-President, Dorr A. Hudson; Otis P. Wheeler ; Treasurer, Stewart Mackay.
The library has been open 148 sessions during the year, the circulation being 5,200.
Sixty-three new cards have been issued, the whole number of borrowers during the year being 284.
One hundred and fifty-nine volumes have been added during the year. 147 by purchase, town appropriation ; 12 volumes unbound magazines by Miss Gay.
Three volumes are missing, leaving 5,407 now available on the shelves.
Thirty-seven volumes are to be sent to the bindery.
We are again indebted to Mr. F. E. Bickford for the distribu- tion of books that we have sent to West Chelmsford semi-monthly.

WARRANT FOR ANNUAL TOWN MEETING At Town Hall. Chelmsford Centre MONDAY, MARCH 23RD, 1908
COMMONWEALTH OF MASSACHUSETTS
MIDDLESX, SS.
To either of the Constables of the Town of Chelmsford, in said County, GREETING.
In the name of the Commonwealth aforesaid, you are hereby required to notify the legal voters of said Chelmsford to meet in the Town Hall at Chelmsford Centre, on Monday, the Twenty-third day of March, current, being the fourth Monday in said month, at eight o'clock in the forenoon. The polls will be opened at 8.15 A. M., and closed at 1.15 P. M .; and they are then and there to act upon the follow- ing articles, viz .:
Article 1. To choose a Moderator.
Article 2. To bring in their votes for one Assessor, one School Committee, two Trustees of the Adams Library, one Cemetery Commissioner, one Sinking Fund Commissioner, and one Road Commissioner, all for three years; one Assessor, one Sinking Fund Commissioner, and one Road Commissioner, all for two years; five Selectmen and Overseers of the Poor, one Assessor, Treasurer and Collector of Taxes, three Auditors, seven Constables, one School Com- mittee, one Sinking Fund Commissioner, one Road Commissioner, and one Tree Warden, all for one year; also to vote on the following question: "Shall license be granted for the sale of intoxicating liquors in this town?" All on one ballot.

Article 3. To choose all other town officers necessary to be chosen by hand vote, or act in relation to the same.
Article 4. To hear reports of town officers and committees and act thereon.
Article 5. To raise and appropriate such sums of money as may be required to defray town charges for the cur- rent year.
Article 6. To see if the town will authorize the Treasurer to borrow, subject to the approval of the Selectmen, such sums of money as may be required for the demands upon him, in anticipation of the taxes of the current year and payable therefrom.
Article 7. To see if the town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year; also in such other matters which may arise requiring, in their judg- ment, the action of such agent, and to employ coun- sel therefor.
Article 8. At the request of the Trustees of the Adams Library, to see if the town will vote to continue the stone curbing begun by Mr. Adams, around the library grounds, raise and appropriate a sum of money to defray the expense of same; the work to be in charge of the Trustees of the Adams Library, or act in relation thereto.
Article 9. To see if the town will appropriate the sum of Ninety Dollars ($90.00) for the purpose of repairing the oldest town records, as ordered by the Commis- sioner of Public Records, or act in relation thereto.

Article 10. To see if the town will vote to raise and appro- priate, or borrow, the sum of Twelve Hundred Dol- lars ($1,200.00) for the purchase of fire apparatus for the use of the Chelmsford Centre Fire Depart- ment, or act in relation thereto.
Article 11. To see what action the town will take relative to disposing of the barns on the Salmon lot recently acquired for school purposes, or act in relation thereto.
Article 12. To see what action the town will take in regard to providing more playgrounds in connection with the Centre schools, or act in relation thereto.
Article 13. To see if the town will vote to borrow the sum of Two Thousand Dollars ($2,000.00) to provide proper sanitary arrangements at the North schools, or act in relation thereto.
Article 14. To see if the town will vote to raise and appro- priate the sum of Three Hundred and Fifty Dollars ($350.00) to build a porch and grade the grounds at the North school, or act in relation thereto.
Article 15. To see if the town will vote to raise and appro- priate the sum of Three Hundred Dollars ($300.00) to continue the grading at the West school, or act in relation thereto.
Article 16. To see if the town will vote to raise and appro- priate the sum of Two Hundred Dollars ($200.00) to be expended on the grounds at the South school, or act in relation thereto.
Article 17. To see if the town will vote to raise and appro- priate the sum of One Hundred Dollars ($100 00) to be expended on the grounds at the East school, or act in relation thereto.

Article 18. To see if the town will vote to raise and appro- priate the sum of One Hundred Dollars ($100.00) for the observance of Memorial Day, or act in rela- tion thereto.
Article 19. To see if the town will vote to discontinue as a part of the public way all those portions of the West Chelmsford road, so called, leading from the Westford line in West Chelmsford to the Groton road, that are not included within the limits of said road as relocated by the Selectmen in 1901, and accepted by the town at the March meeting of that year, and shown on the plans of Smith & Brooks, or act in relation thereto.
Article 20. To see if the town will vote to appropriate the sum of Fifteen Hundred Dollars ($1,500 00) to erect a building at North Chelmsford to house the new fire wagon, or act in relation thereto.
Article 21. To see if the town will vote to accept Lincoln street as laid out by the Selectmen, or act in rela- tion thereto.
Article 22. To see if the town will vote to raise and appropri- ate the sum of fifteen hundred dollars ($1,500 00) to be paid to the North Chelmsford Fire District for hydrant service for the current year, or act in relation thereto.
Article 23. To see if the town will vote to accept Roosevelt street as laid out by the Selectmen, or act in relation thereto.
Article 24. At the request of Frank E. Putnam and others, to see what action the town will take in regard to naming the square formed by the junction of Centre and Park- hurst streets, or act in relation thereto.
Article 25. To see what action the town will take in regard to choosing a committee for the purpose of drafting a set of by-laws for town purposes, or act in relation thereto.

Article 26. To see what action the town will take in regard to providing telephone service for constables' use in the Centre and North villages, or act in relation thereto. Article 27. To see what action the town will take in regard to purchasing land on Littleton street belonging to Mrs. S. E. Russell, taken by the State for highway pur- pose, or act in relation thereto.
Article 28. To see what action the town will take in regard to reducing the number of constables in the town, or act in relation thereto.
And you are directed to serve this Warrant by posting up attested copies thereof at the Post Office in the Centre of the town, South Chelmsford, North Chelmsford, West Chelmsford, and at the school house at East Chelmsford, ten days at least before the time appointed for holding said meeting.
Hereof fail not, and make return of this Warrant with your doings thereon to the Town Clerk at the time and place of holding the meeting aforesaid.
Given under our hands this tenth day of March in the year of our Lord nineteen hundred and eight.
