During the 153 sessions which the library has been open, we circulated 16,306 volumes, a very slight increase over last year.


New books added were 282, and we now have a total of 7,361 books available to our borrowers.


The balance shown by our Treasurer of $88.79 is not a free aset, as would appear, for the reason that we have one unsettled bill for bindery work amounting to $60.00, which has not been paid, as we question some of the charges, which at the present time, we are endeavoring to adjust. All other bills are settled to date.


We have spoken in our previous reports in reference to the unintentional abuse of the books, and we wish to again take this opportunity to urge upon our borrowers more care, and we particularly request parents to see that the children handle the volumes more carefully, especially during stormy weather. It is a common occurrence to have books returned to the library in such moist condition that it is necessary to carefully dry them before they can again become serviceable.


We can report the building in good condition, with the exception of its outward appearance, which can be remedied by a coat of paint, which we contemplate during the con- ing year.

WARRANT FOR Annual Town Meeting


AT TOWN HALL, CHELMSFORD, CENTRE, MONDAY, FEBRUARY 5, 1917


COMMONWEALTH OF MASSACHUSETTS.


MIDDLESEX SS.


To the Constable of the Town of Chelmsford, in said County : GREETING :


In the name of the Commonwealth aforesaid you are hereby required to notify the legal voters of said Chelmsford to meet in the Town Hall, at Chelmsford Centre, on Monday, the fifth day of February, current, being the first Monday of · said month, at eight o'clock in the forenoon.


The polls will be opened at 8.15 A. M. and closed at 1.15 P. M., and they are then and there to act upon the following Articles, viz :


ARTICLE 1. To choose a Moderator.


ARTICLE 2. To bring in, their votes for one Assessor, one School Committee, two Trustees of the Adams Library, one Cemetery Commissioner, one Park Commissioner, one Selectman, one Overseer of the Poor, one Sinking

Fund Commissioner, all for three years ; Town Treasurer and Collector of Taxes, three Auditors, one Constable, one Tree Warden, all for one year. Also to vote on the following question : " Shall license be granted for the sale of intoxicating liquors in this Town? " All on one ballot.


ARTICLE 3. To choose all other Town officers necessary to be chosen by hand vote, or act in relation thereto.


ARTICLE 4. To hear reports of Town officers and committees, or. act in relation thereto.


ARTICLE 5. To raise and appropriate such sums of money as may be required to defray Town charges for the current year.


ARTICLE 6. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year; also in such other matters which may arise requiring in their judgement the action of such agent, and to employ counsel therefor.


ARTICLE 7. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to bor- row money in anticipation of the revenue of the current financial year.


ARTICLE 8. To see if the Town will vote to raise and appro- priate the sum of fifteen hundred dollars ($1,500.00) to be paid the North Chelmsford Fire District for hydrant service for the current year, or act in relation thereto.


ARTICLE 9. To see if the Town will vote to raise and appro- priate the sum of seven hundred fifty dollars ($750.00) to be paid the Chelmsford Water District for hydrant service for the current year, or act in relation thereto.

ARTICLE 10. To see if the Town will raise and appropriate six hundred dollars, or what other sum of money, with which to provide suitable fire escape to be place on the rear of the old School House at Chelmsford Centre; or act in relation thereto.


ARTICLE 11. To see if the Town will raise and appropriate four hundred fifty dollars ($450.00), or what other sum of money, with which to provide suitable sanitary con- veniences at the old School House at Chelmsford Centre ; or act in relation thereto.


ARTICLE 12. To see if the Town will raise and appropriate four thousand dollars ($4,000.00), or what other sum, for the alteration, laying out, and construction of the Boston Road, so called, leading from Chelmsford Centre to the Billerica Town line and thence to Bedford Centre, on condition that the County and Commonwealth each contribute an equal amount for the same purpose ; or act in relation thereto.


ARTICLE 13. In the event of affirmative action under the pre- ceeding article to see if the Town will authorize the Selectmen to stipulate in writing that the Town will in- demnify and save harmless the Commonwealth against all land damages as provided in Revised Laws, Chapter 47 (entitled " Of State Highways '), Section 9, or any amendment of or addition thereto, or act in relation thereto.


ARTICLE 14. In the event of affirmative action under Article eleven to see if the Town will authorize the Selectmen to enter into a contract in its behalf for the construction of so much of said Boston Road as lies within the limits of the Town, or waive the right so to do, as provided in Revised Laws, Chapter 47 (entitled “ Of State High- ways ") Section 10, or any amendment of or adddition thereto; or act in relation thereto.

ARTICLE 15. To see if the Town will raise and appropriate the sum of fifty-five hundred dollars ($5,500.00) to pur- chase two automobile trucks to be used to transport the pupils of the North High School to the new High School at the Centre, or act in relation thereto.


ARTICLE 16. In the event of affirmative action under the pre- ceeding article to see if the Town will raise and appro- priate the sum of one thousand dollars ($1,000.00) to build a fire proof garage for housing the trucks purchas- ed to transport North High School pupils to the Centre, or act in relation thereto.

ARTICLE 17. In the event of affirmative action under Article fifteen to see if the Town will raise and appropriate the sum of two thousand dollars ($2,000.00) to drive and maintain the trucks to transport the North High School pupils to the Centre, or act in relation thereto.


ARTICLE 18. To see if the Town will raise and appropriate the sum of three hundred dollars ($300.00) to buy a horse drawn barge or Wayne School Car, or act in rela- tion thereto.


ARTICLE 19. To see if the Town will authorize the appoint- ment of five persons who shall constitute a Finance Committee. It shall be the duty of said Committee when a Warrant for a Town Meeting contains any arti- cles calling for the appropriations or expenditure of money to investigate the same and report its recom- mendations at the said meeting. Said Committee shall also issue a printed report of its recommendations rela- tive to appropriations required at the Annual Town Meeting for the proper and economical maintenance of the several departments of the Town on or before the first Monday of February of each year ; or act in relation thereto.

ARTICLE 20. To see if the Town will raise and appropriate 1 the sum of two hundred fifty dollars ($250.00) for the construction of a new walk in front of the Centre Town Hall, or act in relation thereto.


ARTICLE 21. To see if the Town will raise and appropriate the sum of four hundred dollars ($400.00) for the build- ing of a new sidewalk and curbing the same in front the New High School at the Centre Village, or act in rela- tion thereto.


ARTICLE 22. To see if the Town will raise and appropriate the sum of thirty-five hundred dollars ($3,500.00) for the purchase of motor fire apparatus and equipment therefor or take any other action in relation thereto.


ARTICLE 23. To see if the Town will raise and appropriate the sum of fifteen hundred dollars ($1.500.00) to com- plete the work of printing and publishing the History of Chelmsford now being prepared by the Rev. Wilson Waters at the request of the Town, or act in relation thereto.


ARTICLE 24. To see if the Town will raise and appropriate the sum of one hundred sixty-seven dollars ($167.00) to be paid to Herman P. Grantz for loss of time caused by injury while in performance of duty as Police Officer, or act in relation thereto.


ARTICLE 25. To see if the Town will accept and allow Shaw Road as laid out, extended, and altered by the Select- men on January 16, 1917, as described in their report filed in the Town Clerk's office on that day and shown on the plan therein referred to, or act in relation thereto.


ARTICLE 26. To see if the Town will accept and allow Gros- venor Street as laid out, extended, and altered by the Selectmen on January 16, 1917, as described in their re- port filed in the Town Clerk's office on that day and shown on the plan therein referred to, or act in relation thereto.

ARTI LE 29. To see what action the Town will take to provide for the lighting of public streets; or act in relation there- to.


ARTICLE 30. To see if the Town will accept Chapter 423 of the Acts of 1909 entitled "An Act Relative to the sale of Ice cream, Confectionery, Soda Water and Fruit on the Lord's Day" as amended by Chapter 451 of the Acts of 1913 ; or act in relation thereto.


ARTICLE 31. To see if the Town will raise and appropriate the sum of fifteen hundred dollars or what other sum to be expended by the Committee appointed under Article 16 of the Warrant for the annual meeting of 1916, consist- ing of Dr. F. E. Varney, Fred B. Edwards and Charles F. Scribner, for the purchase of a lot of land at North Chelmsford for Cemetery purposes ; or act in relation thereto.


ARTICLE 32. To see if the Town will authorize the use of the Lower Town Hall at North Chelmsford by the Boy Scouts free of charge, subject to the supervision and control of the Selectmen ; or act in relation thereto.

To see if the Town will raise and appropriate the sum of one hundred thirty three dollars and twenty five cents ($133.25) to be paid the Lowell Electric Light Corp. for two Incandescent Street Lamps burning at West Chelmsford Park, from August 19, 1913 to Jan- uary 19, 1917, or act in relation thereto.


And you are directed to serve this Warrant, by posting up attested copies thereof at Post offices in the Center of the Town, South Chelmsford, North Chelmsford, West Chelmsford, and at the School House, East Chelmsford, seven days at least before the time appointed for holding said meeting.


Hereof fail not, and make return of this Warrant, with your doings thereon, to the Town Clerk at the time and place of holding the meeting aforesaid.

REPORT OF SELECTMEN.


Realizing that Chelmsford, growing as it is, with as fine a new school building as can be found anywhere about to show as a permanent improvement (thanks to the committee who has so ably handled its affairs), and realizing that the needed ex- penses of those things which go to make up a community like ours must be great, we shall recommend to you only those sums which we deem absolutely necessary to continue the de- partments over which we have direct control.


HIGHWAYS.


We shall recommend the sum of $6,500.00 for highways and we wish to have you consider the necessity of this amount. We shall recommend acceptance of several new streets which will help to increase the valuation of your town, and will neces- sitate the expenditure of some money to place in proper con- dition. We also wish to do more oiling. We have made a thorough experiment in this oil matter as a preservative, on Lowell St. in the Centre and on the approaches to the Prince- ton St. bridge in North Chelmsford, which we feel all of you who are familiar with these places must agree is satisfactory. The expense of labor and teams is from 20% to 30% more than it has been in years past, and our roads, with the heavy travel caused by automobiles, wear out faster, and therefore require much more work. We feel that it will be very poor business to try to keep the roads on any less amount.


OVERSEERS OF THE POOR.


We respectfully call your attention to the reduction of the

deficit in this department compared with that of last year. With the ever increasing cost of all things which go to provide for the almshouse, we feel that this department shows up well.


REPAIRS OF PUBLIC BUILDINGS.


We wish to do quite a little painting as a preservative, as well as to improve the general appearance of our town property, and there are constantly things to be done which any good business man would do to preserve and save that which we already have.


We ask the voters of the Town to consider the expense of up-keep on their own buildings, feeling that they will not then ask us to do with any less than the amount we ask.


LIGHTING.


This being one of the very important subjects for any town to consider, and our present lighting contract expiring at this time, we shall recommend the acceptance of a new contract similar to that held by the towns of Westford and Billerica, which calls for $18.00 per iight, being $1.50 less per light than we are paying at the present time. The amount we are appro- priating under the new contract, will give us 29 more lights than we now have, We shall, however, recommend the spend- ing of $7,000 which will enable you to increase your present system 42 lights, this being less than the town of Westford has just installed.


As there are many requests for extension of service at this time, and as some of them are out of the question, we would suggest and advise, in the event of affirmative action, that you place the distribution of lights in the hands of a competent committee.


CATTLE INSPECTION


The duties of this office are laid down by the cattle bureau and we are fortunate in having a competent and efficient man to carry out their instructions.

REPORT OF FIRE ENGINEERS. CHELMSFORD 'CENTRE, MASS.


The fire engineers made their annual inspection of all pub- lic buildings of the town and find that a good many of the rec- commendations they made last year have been looked after.


There has been a number of chimney fires during the past year.


There has been three serious fires which could have been put out, with a small loss if the Town had a combination chem- ical and hose apparatus, on account of not having any water.


The Engineers recommend the purchase of a chemical and hose truck which would give the outlying districts better fire protection.
