SPECIAL TOWN MEETING June 2, 1941


At a special Town Meeting held in the Upper Town Hall at Chelmsford Centre on June 2, 1941 at 8:00 P.M., the following business was transacted.


Under Article 1.


It was voted to adopt the provisions of Section 3 to 12 inclusive, of Chap- ter 143 of the General Laws of the Commonwealth of Massachusetts, and that the Town vote to adopt a code of building laws as recommended by the Building Law Committee appointed under article 57 of the Warrant for the annual town meeting held March 10, 1941 , and as amended by Arnold C. Perham, which are on file with the Town Clerk. This vote was a unanimous vote.


Under Article 2.


It was voted to raise and appropriate the sum of $300.00 for the purpose of caring for the public dumps.


Under Article 3.


It was voted to raise and appropriate the sum of $300.00 for the use of the Forest Fire Department.


Under Article 4.


It was voted to raise and appropriate the sum of $50.00 to be used by the Chelmsford Committee on Public Safety, for stationery, postage and other miscell - aneous expenses.


Under Article 5.


In regard to the acceptance of Delwood Road, it was voted to lay this matter over until the next annual town meeting.


Under Article 6.


In regard to appropriating money for the construction of Delwood Road, it was voted to dismiss this article.


Under Article 7.


It was voted to accept the extension of Sylvan Ave, as laid out by the

Selectmen, as shown by their report and plan duly filed in the office of the Town Clerk.


Under Article 8.


It was voted to raise and appropriate the sum of $350.00 for the purpose of reconstructing the extension of Sylvan Ave.


Under Article 9.


It was voted to accept C Street as laid out by the Selectmen, as shown by their report and plan duly filed in the office of the Town Clerk.


Under Article 10.


It was voted to raise and appropriate the sum of $225.00 for the purpose of reconstructing C Street.


Under Article 11.


It was voted to raise and appropriate the sum of $40.00 for the purpose of cleaning up hurricane damage on Town land on Manning Road.


Under Article 12.


It was voted to raise and appropriate the sum of $275.00 for the purpose of locating and bounding the precinct lines between precinct six (6) and precinct one (1) , as asked for by the Board of Registrars of Voters.


Under Article 13.


It was voted in accordance with Chapter 41, Section 1, of the General Laws of the Commonwealth of Massachusetts, and any amendments thereto, to make the term of office of the Town Treasurer-Collector of Taxes, three years; the same to be effective at the Annual Town election in the year 1942; and in accordance with Chapter 41, Section 1 of said General Laws, as amended by Chapter 3 of the Acts of 1939, to make the term of office of the Tree Warden, three years, the same to be effective at the annual Town election in the year 1942.


Under Article 14.


It was voted to raise and appropriate the sum of $49,800.00 for constructing and originally equipping and furnishing an addition to the Westland School, and remodeling and repairing said school; $5,000.00 of said appropriation to be for remodeling and repairing said building; and to meet said appropriation, $6,800.00 shall be included in the tax levy of the current year, and the Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow, $43,000.00 and to issue bonds or notes of the Town therefor in accordance with the provisions of Chapter 44, General Laws. Said Bonds or Notes shall be due and payable in not more than eight years.


And that the Committee appointed at the last annual town meeting to secure plans and specifications together with the School Committee be authorized and empowered to secure and let contracts for the completion of the building, and to Have full control and supervision of the same.

In the name of the Commonwealth as aforesaid, you are hereby required to notify and warn the legal voters of said Chelmsford to meet in the Upper Town Hall at Chelmsford Centre on Tuesday, the Twenty Third day of September, 1941 at eight o'clock in the evening, then and there to act on the following articles, viz:


Article 1.


To see if the Town will vote to raise and appropriate the sum of $3500 or some other sum for the purpose of reconstructing the North Road, contingent upon the County and State contributing to said reconstruction; or act in relation thereto.


Article 2.


To see if the Town will vote to sell a certain parcel of land situated near the junction of the Dunstable Road and Mission Road in that part of Chelmsford called North Chelmsford; or act in relation thereto.


Article 3.


To see if the Town will vote to raise and appropriate a certain sum of money for the purpose of making improvements at the High School grounds; or act in rel- ation thereto.


Article 4.


To see if the Town will vote to transfer the sum of $1,000 from the account entitled "Outside Relief Appropriation" to the account entitled "Soldiers Bene- fits Appropriation" ; or act in relation thereto.

SPECIAL TOWN MEETING Tuesday Evening, September 23, 1941


At a special town meeting held in the Upper Town Hall at Chelmsford Centre on Tuesday Evening, September 23, 1941, the following business was transacted. The meeting was called to order by Moderator Walter Perham, and in the absence of Town Clerk Harold C. Petterson, on a motion made by Sidney E. Dupee, James A. Grant was instructed to cast a ballot bearing the name of Winthrop A. Parkhurst for Town Clerk pro tem, and it was so voted.


Under Article 1.


On a motion made by Stewart Mackay, it was voted, that the Town raise and appropriate the sum of $2200.00 and transfer from the Outside Relief appropriation the sum of $1,000.00 and transfer from the Aid to Dependent Children appropriation the sum of $500.00 for the purpose of reconstructing the North Road, contingent upon the County and State contributing to said reconstruction.


Under Article 2.


On a motion made by Stewart Mackay, it was voted to sell a certain parcel of land owned by the Town situated near the junction of the Dunstable Road and Mission Road in that part of Chelmsford called North Chelmsford, said sale be under the supervision of the Board of Selectmen.


The second part of the motion was amended by Carl A. E. Peterson to read as follows:


That the land be sold to the highest bona fide bidder whose bid is received by the Selectmen under seal within the time specified by said Board of Selectmen, and that said Board of Selectmen be authorized to execute in behalf of the Town a good and sufficient deed (quitclaim) to said highest bidder, and that the Selectmen reserve the right to reject any or all bids, and it was so voted.


Under Article 3.


On a motion made by Norman P. Mason, it was voted to dismiss this article. Under Article 4.


On a motion made by James A. Grant, it was voted to, transfer the sum of $1,000.00 from the account entitled "Outside Relief Appropriation" to the account called "Soldiers Benefits Appropriation."


On a motion made by Eustace B. Fiske, it was voted to adjourn this meeting at 8:30 P.M.
