UNDER ARTICLE 4.


On a motion made by Harold C. Petterson, it was voted, that the Treas- urer with the approval of the Selectmen, be authorized to borrow money from time to time in anticipation of the revenue of the current financial year, beginning January Ist, 1945, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17 Chapter 44 of the General Laws.


UNDER ARTICLE 5.


On a motion made by Raymond H. Greenwood, it was voted, to raise and appropriate the sum of $88.96 to meet unpaid bills of the year 1944. 398 voted in the affirmative and no one voted in the negative. This required a 4/5 vote and was carried. The sum of $2,521.63 was also voted to meet unpaid bills for the year 1944, this required a majority vote and was carried, the sum total of both appropriations to meet unpaid bills for the year 1944, totaled $2,610.59.


UNDER ARTICLE 6.


On a motion made by Raymond H. Greenwood, it was voted, to raise and appropriate the sum of $1,928.02 to pay the County of Middlesex, as required by law, the Town's share of the Middlesex County Tuberculosis Hospital as assessed in accordance with the provisions of Chapter 111 of the General Laws.


UNDER ARTICLE 7.


On a motion made by Harold C. Petterson, it was voted, to raise and

appropriate the sum of $1,200.00 for the purpose of foreolosing tax titles held by the Town of Chelmsford.


UNDER ARTICLE 8.


On a motion made by Harold C. Petterson, it was voted to transfer the sum of $4,500.00 from the Excess and Deficiency account to the account in the Highway Department called, Chapter 90 Work, to balance the amount to be contrib- uted by the County of Middlesex and the Commonwealth of Massachusetts, until such time as the said Commonwealth and County have paid into the Town of Chelmsford Treasury their respective grants.


UNDER ARTICLE 9.


In regard to this article of appointing a committee to investigate the advisability of purchasing voting machines, it was voted to dismiss this article. UNDER ARTICLE 10.


On a motion made by Howard D. Smith, it was voted to amend the Zoning By-Laws by the addition of the following definition to Article 2 of' said By-Laws;


Tourists Home : A domicile or private residence where rooms are rented to overnight guests.


UNDER ARTICLE 11.


On a motion made by John Dixon, it was voted to authorize the Moderator to appoint a committee of four persons to work with the Board of Fire Engineers for the purpose of obtaining complete plans, specifications, and costs of erect- ing two new fire stations, one in the Center and one in North Chelmsford; and raise and appropriate the sum of $1,400.00 to be expended by this Committee to procure said plans, specifications and costs, said Committee to make a full and complete report at a special Town Meeting to be called for that purpose. The Moderator appointed, John J. Monahan; Wm. T. Picken; Harold A. Fraser and T.W. Emer son.


UNDER ARTICLE 12.


On a motion made by Edward Hoyt, it was voted to raise and appropriate the sum of $600.00 for the purpose of purchasing pipe and other necessary equip- ment to effect the installationof a hydrant to be located on the dump at the end of Jensen Street. Supervision of this work will be supplied by the Water District and the labor by the Town.


UNDER ARTICLE 13.


On a motion made by Warren McDonnell, that a special committee be app- ointed to consist of the Members of the Board of Health and six other citizens, one from each precinct of the town, to be nominated by the Moderator, to recom- mend a new site or sites for the Town Dump, which site or sites shall, in the opinion of the committee, be most suitable to and serve the best interests of all the inhabitants of Chelmsford, and report back its conclusions and recommendations at a Special Town Meeting to be called not later than July 1, 1945.


On this motion 221 voted No, and 195 voted yes. The motion was lost and the article defeated.


UNDER ARTICLE 14.


In regard to the appropriation of $1,250.00 for the purchase of land

for a new dump, it was voted to dismiss this article.


UNDER ARTICLE 15.


On a motion made by Harry L. Shedd, Jr., it was voted that the Town of Chelmsford collect garbage throughout the town.


UNDER ARTICLE 16.


On a motion made by Harry L. Shedd Jr. it was voted to raise and app- ropriate the sum of $6,000.00 for the purpose of the collection of garbage to be under the jurisdiction and supervision of the Board of Health who shall have full and complete authority to make whatever arrangements they see fit to collect the garbage throughout the town.


UNDER ARTICLE 17.


On a motion made by Murtaugh Borrows, it was voted to accept the pro- visions of Seotion 120 of Chapter 94 of the General Laws,


UNDER ARTICLE 18.


On a motion made by Charles A. Pierce, to instruct our Representative to the General Court to advise the Town as to the legal steps necessary to con- solidate the several water districts in the Town of Chelmsford into one, to be Town owned etc., it was voted to dismiss this article.


UNDER ARTICLE 19.


On a motion made by Raymond H. Greenwood, it was voted that the Moder- ator appoint a Committee of five persons to investigate the advisability of the Town paying a bonus to its citizens upon their discharge from the Armed Forces, said committee to report its findings at the next town meeting. The Moderator appointed as this committee, Wilhelm T. Johnson, George R. Morris, George L. Waite, Frank A. P. Coburn and Robert W. Barris.


UNDER ARTICLE 20.


On a motion made by Raymond H. Greenwood, it was voted to transfer the sum of $2,000.00 from the Machinery Fund to the Machinery Account.


UNDER ARTICLE 21.


On a motion made by Sidney Dupee, it was voted, to transfer from the Overlay Reserve Account a sum of $2,000.00 to be used as a Reserve Fund at the discretion of the Finance Committee as provided in General Laws, Chapter 40, Section 6.


UNDER ARTICLE 22.


On a motion made by John H. Valentine, it was voted to raise and ap- propriate the sum of $200.00 to be used by the Veterans Service Committee in the performance of its duties in rendering aid to veterans and ex-veterans of the Armed Forces of the United States.


UNDER ARTICLE 23.


On a motion made by John H. Valentine it was voted to raise and approp- riate the sum of $1,750.00 for the purpose of settling suits and claims now pend- ing against the Town.

UNDER ARTICLE 25.


On a motion made by Warren Wright, it was voted that the Town vote to authorize the Board of Assessors to use a sum of money not in excess of $25,000. as the Commissioner of Corporations and Taxation may approve as free cash, to be used in determining the tax rate for the year 1945.


At the conclusion of the meeting the Moderator stated that for the past sixty years the Town of Chelmsford had had but two Moderators, the late J. Adams Bartlett and himself, they both having served for thirty years each, the Moderator then thanked the voters for the privilege of having been allowed to serve in that capacity for such a lengthy period and on a motion made by Select- man Karl M. Perham, a rising vote of appreciation was given to Moderator Walter Perham.


Voted to adjourn this meeting at 10:30 P.M.

In the name of the Commonwealth as aforesaid, you are hereby required to notify and warn the legal voters of said Chelmsford to meet in the High School Auditorium at Chelmsford Centre on Tuesday, the Fourth day of December, 1945 at eight o'clock in the evening, then and there to act on the following articles, viz. : ARTICLE 1.


To see if the Town will vote to transfer Fifteen Hundred ($1500) Dol- lars or some other sum from the Outside Relief Account to the Old Age Assistance Account; or act in relation thereto.


ARTICLE 2.


To see if the Town will vote to authorize the Board of Fire Engineers to accept in lieu of complete plans, specifications, and cost of erecting two

ARTICLE 4.


To see if the Town will vote to transfer from Excess and Deficiency Account the sum of Five Thousand ($5000) Dollars or some other sum for the pur- pose of putting a brick facing on the Highland Avenue School at North Chelmsford, work to be done under the supervision of the School Committee and the Committee on Schools of the Highland Improvement Association; or act in relation thereto. ARTICLE 5.


To see if the Town will vote to authorize the moderator to appoint a committee to investigate the advisability of establishing a representative form of Town Meeting and to make their report at the next annual Town Meeting; or act in relation thereto.


AND YOU ARE DIRECTED to serve this Warrant by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelms- ford, and at West Chelmsford and at the School House, East Chelmsford, and at the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the meeting aforesaid.

SPECIAL TOWN MEETING High School Auditorium, Chelmsford Centre Tuesday Evening, December 4, 1945


At a special town meeting held in the High School Auditorium, Chelmsford Centre on Tuesday Evening December 4, 1945 the following business was transaoted.


The meeting was called to order at 8:05 by Moderator Walter Per- ham and in the absence of Town Clerk Harold C. Petterson, Assistant Town Clerk Hazel R. Simpson was requested to read the Warrant. Upon the completion of the reading, the articles were aoted upon as follows :


UNDER ARTICLE' 1.


On a motion made by Raymond H. Greenwood it was voted that the Town transfer Fifteen Hundred ($1500) Dollars from the Outside Relief Account to the Old Age Assistance Aocount.

Dusseault it was voted that the Town transfer and appropriate the sum of Four Thousand Seven Hundred Thirty-seven and 57/100 ($4737.57) Dollars from the Excess and Deficiency Fund for the pur- pose of paying the premiums for the fire insurance policies to be purchased by the Selectmen.


UNDER ARTICLE 4.


On a motion made by Bernard MoGovern it was voted that the Town transfer from the Excess and Deficiency Account the sum of Five Thousand ($5000. ) Dollars for the purpose of putting on Brick Veneer and other repairs to the High- land Avenue School at North Chelmsford. This work to be done at a time favorable to the School Committee and to be done under the supervision of the School Com- mittee and the Committee on Schools of the Highland Improvement Association.


UNDER ARTICLE 5.


On a motion made by Richard L. Monahan that the Moderator appoint a committee of twelve to look into the advisability of representative form of Town Meeting and make their report at the next Annual Town Meeting. This Motion was defeated.


It was voted to adjourn this meeting at 8:53 P.M.
