I respectfully submit the report of Welfare Agent for the year ending December 31, 1945.
I have had the pleasure of serving as Temporary Agent for the entire year, and hope I may be given the privilege of continuing in this capacity dur- ing the coming year.
In June of 1945 the Soldiers' Benefits division was set up as a sep- arate department under the direction of the Board of Selectmen and their agent, Gordon DeWolf, whose report can be found elsewhere. The following is a summary of all categories of relief under my direction :

The case load on Old Age Assistance remained throughout the year at practically the same number and we ended the year with a case load of 210 against 211 of the previous year.
The changes which were thought would become a law this year, especially in regard to children's liability to support, did not become effective but do go into effect January 1, 1946.
I have experienced the same difficulty in the past year in obtaining information required by the State from many children of Old Age Assistance recip- ients. Lack of cooperation from these children often results in unpleasant ex- periences for the recipients, which we would like to eliminate if possible.
Our expenditures are increasing as can easily be seen by the following table, not so much due to regular cash grants but to the many additional items to which the recipients are entitled, including doctors' service, dental service, dentures, glasses, trusses, etc. which are mounting considerably.

In addition to the above expenditures $/44.96 was paid to other cities and towns for cases with Chelmsford settlements.
For obvious reasons and in anticipation of lesser contributions from children under the new law in 1946, it is felt that a very liberal increase in the Old Age Assistance appropriation should be made so that we will have suffic- ient funds for the entire year and not be forced to end the year with any deficit.
I call attention to the fact that we receive reimbursement from the Federal Government for z up to $40 spent on each case, 2/3 from the State of the remaining settled cases and total reimbursement on State or unsettled cases. Out of the 210 cases aided in December, 1945, 33 were unsettled, 21 settled in other cities and towns. This means that Chelmsford is fully reimbursed for 54 cases and all but 1/6 of the remainder for 156 cases, which is about the average of every month during the year.
In order to expect this reimbursement, many detailed records and reports must be made and the department must conform to the requirements of both the State and Federal Government rules. To do this properly an adequate office force should be maintained and it is recommended that a permanent clerk be employed. As this and all other positions in the department are controlled by Civil Service regula- tions, the positions of the department must be made to conform to their rules, and we have experienced difficulty with this in the past.
I have received the full cooperation of the entire Board of Welfare, with Mr. Raymond Greenwood as Chairman and also the Bureau of Old Age Assistance, consisting of John Dusseault, Karl Perham, Raymond Greenwood and John C. Donahoe, and I wish to thank them for their sincere interest in the department at all times.
