There has been an increase of about $275.00 in the police bill this year, caused by the addition of a day officer to the force for five months, from May 1 to October 1. This officer did not have many serious cases to deal with, but his presence on the street, and the faithful manner in which he performed his work, met with public approval and may have been the cause of preventing trouble, which is better than stopping it after it has commenced. The night police have also attended to their duties in a satisfactory manner.
In the street lighting department there is an overdraft of $1.86 but we are pleased to say that in addition to the lighting of the streets, for which the appropriation was made, 26 new street lamps have been added, the bills for which are included in the total.
At the police station long needed improvements have been made. For years the tramps have made it a practice to sleep on the floor of the guard room, and the unfortu- nate prisoner who occupied a cell, was sure to find plenty of "live stock" in his clothing. The entrance to the guard room has always been poorly arranged, and a dangerous one for an officer to handle an unruly prisoner in. As it is now, a new entrance has been made, doing away with the necessi- ty of going through the dark cellar, and the tramps are not allowed in the cell room. A new hot water heating plant warms both the tramp room and guard room and does it well. Other needed improvements have been made about the hall at a small expense.

well within the limit, and the amount left over for snow, $2742.45, was much larger than the usual snow bills, but the record breaking storms of February and December of 1898, jumped the snow bills to over $3900.00, and the re- cent storm will make a large hole in the appropriation for this year. As a matter of fact the snow bills for 1898 are within $75 of being as large as the combined bills for 1895, 1896 and 1897.
The Rowley Road Improvements are well along towards completion. Of the $3000 appropriated, only $2500,00 has been borrowed, and only $2330.35 has been expended. We feel safe in saying that the balance of the ap- propriation will complete the work. We have endeavored to carry out the wishes of the voters, and the table of ex- penses for that road will show that while the work lasted it was divided among those citizens who asked for it.
In regard to appropriations for this vear we are of the opinion that under similar conditions the appropriations of last year will be as large as are needed, and in some case can be reduced. There will be some call for special appropri- ations, and information concerning them can be given bet- ter when the articles are under discussion.
In conclusion, we feel justified in congratulating the town upon the showing it has made, in spite of "hard times," and feel that a balance of over $3000 on the right side of the ledger, with largely increased expenditures and a lower tax rate is a record that but few towns can equal. To the heads of the various departments who have assisted in bringing about this result, and to the people, who haye en- couraged the work towards that end we extend our sincere thanks, and wish that for the town as a body, and for each and everyone as individuals, 1899 may bring increased op- portunities and increased success.

We have erected a building on the land of Thomas Tilton, at a cost of $45.50. The old hose carriage has been made over into two new ones at a cost of $60.00. We have placed one in the rear of Red Men's building and one in the new building on Thomas Tilton's land. The old one has been placed at Ipswich Village with 250 ft. of good hose. We have filled in and concreted the run in front of the Neptune house at a cost of $56.00, also the run in front of the Steamer house at a cost of $32.50. We recommend that the sum of $1500 be raised and appropropriated to run the fire department the ensuing year. We have put a fire alarm box in Central square, connected with the match factory. at a cost of $55 00. It is open for inspection. We recommend that the sum of $300 be raised and ap- propriated to extend the fire boxes to other parts of the town.
We extend thanks to the members of the department for their willing response to all calls, also to those not in the department who rendered aid at fires.
