Report of Water Commissioners.


The Board of Water Commissioners herein presents its 3rd annual report for the year ending Jan. 1st, 1899. The Board organized for the year with the choice of Mr. Walter E. Lord as Chairman, also voted to employ Mr. Chas. M. Kelly as clerk.


At no time during the year has there been any indication of a shortage of water, and it would appear, therefore after a thorough test of four years, with the average rainfall there is an abundant supply for many years to come.


For the past two years there has been more or less complaint about the water tasting musty, it having be- come general during the past summer, the Commissioners determined to find a remedy if possible, they accordingly drew the water way down and found upon examination that there was a large deposit of decayed leaves in the up- per part of the basin, which they immediatly caused to be removed, since then the anaylsis of the water has been greatly improved.


Another complaint which seems to be increasing is the condition of the water upon what is termed as dead ends, or in other words where there is no direct circulation.

Unfortunately we have a large number of them and the commissioners see no other way of remedying them, than by tapping at the extreme end and allowing a small stream to run continuously, which they have done the past year on Prospect and East streets with good results.


The general condition of the plant is good.


EXTENSIONS.


Extensions have been laid under the vote of the town at special meetings on Spring street and from Saltonstall street through Lafayette Road. The length and cost of these extensions will be found further on in this report.


During the year 42 services were laid, all being new taps, which was 10 more than was laid in 1897, showing the in- creasing demand for the water.


FINANCIAL.


The total income from water rates for this year amount to $6,347.80 an increase of $337.80 over last year.


The operating expense for the year has been $2343 43, being $168.60 less than last year.


An unlooked for expense has been made in the repair of the gate house at the storage basin, which was badly ren- ted, the cause of which has not been fully determined.


The suit of Mr. John W. Nourse against the town is still unsettled, it not having been heard as yet by the County Commissioners.


A detailed statement of the financial operation of the year, will be found further on in this report, also a state- ment showing the condition of the sinking fund.

WATER COMMISSIONERS' REPORT.


The Board of Commissioners estimate receipts for 1899 to be $6700.00: the disbursments $10,474.00 as follows; Sinking fund, $2034.00; Maintenance $2500.00; Services $500.00; Interest on bonds, $5,440.


They recommend appropriations to be levied by taxa- tion as follows: $15.00 per hydrant for fire service amount- ing to $1740.00 and $2034.00 for sinking fund, these to- gether with the income from water sales will enable them to meet all expenses for the year 1899.
