HIGHWAYS AND BRIDGES.


DISTRICT ROAD REPAIRS.


On April 1st, 1903 the Selectmen as Surveyors took charge of road repairs. The old districts Nos. 1, 2, 3 and 15 were made into one central district and the Selectmen had personal charge of that district. In all the other districts the old surveyors were asked to act as foremen for the Selectmen and each had charge of the work in their old district.

MARKET STREET.


At the Annual Meeting, $2000 was appropriated to macad- amize Market street. The State Highway Commission very kindly volunteered to make surveys and plans for the work. They found that $2000 would do the work from the corner of Central street to a point opposite E. F. Brown's drug store. An attempt was made to have the Peabody house moved back and the street widened at that point, but the different heirs to the property did not agree on the damage, and the work was greatly delayed on that account. It was finally decided to go ahead without moving the house, but the delay had been so long that the cold weather prevented the completion of the work. The contract for the work was awarded to C. H. Kelliher of New- buryport, and the stopping of the work before its completion will not cost the town extra, as he is under bonds to complete the work in the spring to the satisfaction of the Town and the State Highway Commission without extra cost. The following amounts were paid for work done and for all stone to complete the work.

The total number of hours Team No. 1 worked on the highways was 2244. This represents actual hours worked. At the price paid for private teams this would have meant $1122. the team earned. The total cost of the team was $1353.44 but $300 of that was for new horses leaving only $1053.44 for actual cost of keeping. The team should also be credited with $100. for services on the Fire Department and debited with $148.50 for hay from Town Farm.

Team No. 2 was purchased in June for use on the Water- ing Cart. This team worked on the Watering Cart 653 hours. 1879 loads of water were used and as each load was 600 gallons, 1,127,400 gallons of water were used on the streets. In addition to the work on the Watering Cart, the team was used 730 hours on street work, making a total of 1383 hours actual work in sev- en months. At 50 cents an hour, the team earned $691.50. The total cost of the team was $1124.86, but as nearly $600 was paid for horses, harness, etc. the actual running expense of the team was only a little over $500. Team No. 2 should also be credited with $50. for services in the Fire Department and de- bited with $69.45 for hay from Town Farm.

The effect of these votes was to increase the Town note indebtedness $5500.00, but in spite of that fact the net increase in the indebtedness is only $1801.59 showing that the Town has made for the current year an actual decrease in the indebtedness of $3698.41.

We call attention also, to the fact that a number of unusual bills have been paid during the year. For instances $768 40 was paid to Moody & Bartlett for counsel fees in the Garrette case, the bill running back for a period of seven years, $421 was paid for counsel fees in the Kenny and Eagle Hill cases, $1538 for verdict against the Town in the Garrette case. $325 for a water- ing cart, 8485 for a pair of horses and $2000 for small pox cases.

When it is understood that these unusual bills have been paid, that the tax rate was kept at $11.00, and that there is a balance to the credit of the Town of $11959.01, we feel that it will be ad- mitted that the Town has had a remarkably successful year. As . a matter of fact, if one will look over the reports for years back, it will be found that it is a record which has never been equalled. When it is considered that a few years ago the Town had a tax rate of $15. and was $1500 behind at the end of the year, while this year with a $11. tax rate, the town is $11,959.01 ahead, we feel that the citizens have good reason to feel satisfied with the financial showing.


We have carried out the instructions of the Town in the question of the public way to Eagle Hill Landing and we are pleased to report that after a three years contest, the Supreme Court has decided in favor of the Town's contention.


Obeying the vote of the Town, the Selectmen have acted as Highway surveyors, and we feel that the record will show a much larger amount of road repairs than in the past. We feel however, that when the Town changed from the 16 surveyor system to making the three selectmen surveyors, it only took half a step. We are thoroughly convinced that the Town should have a superintendent of streets, who would devote his time to the work. No business corporation would spend $10,000 a year in the haphazard manner it is expended under the surveyor system. A superintendent who has no team to work, but who will devote his time to seeing that the Town's work is done in an intelligent and economical manner, is what the town ought to have. A study of the figures in the Highway report this year, will show both in the outlying districts and in the center of the Town, that as a rule, the men who own teams and the men who shovel, fared better than they did under the old system. In one or two districts the amount spent was less than usual, but that was because the men in the district did not spend the money which was awarded to that district, and not be- cause their appropriation was cut down.

besides being beneficial to those in the district sprinkled, was of great help in keeping the roads in good condition. It is quite probable that a second sprinkler will be needed, for the demands from those who are willing to pay for the work outside the pres- ent district are numerous. At the annual meeting we will ask the Town to take definite action as to the proportion of the cost to be paid by the abuttors.


The Electric Lighting Committee are to make a separate report which will give an account of their work in detail.


We desire to thank the various boards of Town officials and the citizens in general for their support and assistance in making the record of the year so successful, and we trust that the coming year will make even a better showing.

The appropriation for abatements was $500. and the abate- ment allowed on the taxes for this year amounted to $556.49. There were also abatements of $423 08 allowed on old taxes.


Although the Town appropriations were 2000.00 larger this year than last : the State tax $1100.00 larger and the Coun- ty tax $500.00 larger, making a total of $3600.00 more to raise, which amount would ordinarily call for a raise of $1.00 on the tax rate, we decided to hold the rate at $11.00. We feel that the rate in Ipswich is now one of the lowest in the State, taking everything into consideration, and we also believe that it is poor policy to change the rate every year, especially if the change is to a higher rate. The natural advantages of our town, and the low rate of taxation, are the two things which have united to bring in a very desirable class of citizens. Their coming has re- sulted in the Town's receiving a much larger share of the cor- poration tax, and has enabled us to keep down the tax rate in spite of increased appropriations. It would be poor policy to jump the tax rate now that they are here, and while we would not have the Town adopt a niggardly or close policy, we would recommend care and prudence in expenditures. We do not mean by that, that we would do without necessary improvements, but that we have a care to see that they are necessary, and if they entail an unusual expense, that rather than raise the tax rate in one year to pay for them, that the cost be divided over a term of years. The financial showing of the Town, [see Select- men's report,] is certainly a fine one and we feel that by the ex- ercise of good judgment it will continue to be.
