REPORT OF WATER COMMISSIONERS


To the Citizens of Ipswich :-


The Ipswich Water Board respectfully submit their 10th annual report of the department for the year ending Dec. 31, 1903, together with the report of the Trustees and Engineer for the same.


Our expenses this year have been somewhat larger than usual, for in the month of March the water got so bad and dis- agreeable that we had to do something to try and improve it. We drew off all the water from the Basin and had it thoroughly cleaned at an expense of $349.85. At the same time the Gate House was in bad condition, having been so for a number of years, and had to be repaired at an expense of $142.15. After this was done and the Basin filled up we had good water at the Basin, but poor at the Reservoir, so to improve that we had the Reser- voir cleaned out at an expense of $115.00, all of which has been well invested for we have had good water after the work was done.


This year we have put in a short extension at Wayne Avenue, have also put in an extension on Candlewood road as far as Samuel C. Gordon's house. We also have the pipe for an extension on Locust Grove road that we shall put in as soon as the frost is out in the Spring.

WATER COMMISSIONERS' REPORT.


By a vote of the Town you have added to the water plant an electric lighting plant and are using a large part of the pump- ing station for electric lighting purposes, we have not made any arrangement with the Selectmen as yet for rent of that part of plant or for pumping water for the water department, this will be adjusted soon.


The Board of Commissioners estimate receipts for 1904 to be $8,700, the disbursements $12,140.32 as follows: Sinking Fund, $2,680.32; Maintenance, $3,000 ; Services, $500.00 ; Interest on Bonds, $5960. They recommend appropriations to be levied by taxation as follows: 131 Hydrants at $13.00 per Hydrant for fire service amounting to $1,703.00 and $2,680.32 for Sinking Fund, these together with the income from water sales will enable them to meet the ordinary expenses for the year 1904.

During the year the following extensions of mains have been laid :


Wayne Avenue, as far as the residence of Mr. Isaac Spencer 256 feet of 4 inch cast iron pipe and 1 street gate.


Essex Street from County Street, as far as the residence of Mr. Samuel C. Gordon, 927 feet of 6 inch cast iron pipe, 2 hy- drants and 1 street gate.

PUMPING STATION.


The buildings at the pumping station are in good condition. The pumps are showing considerable wear and will soon need repairs. The boilers have been inspected quarterly by the Mu- tual Steam Boiler Inspection and Insurance Company.
