OVERSEER'S REPORT.
The expense of the Poor Department was $665.45 less than last year. There has been some saving, of course, from the fact that the support of the insane patients has been assumed by the state but, on the other hand, the bills for hospital cases have greatly increased. The present day methods of caring for sick patients are far different from what they were years ago. To- day, in addition to the services of the physician, it is deemed almost a necessity in many cases, that either a trained nurse should be supplied or that the patient should be sent to a hospi- tal. When a physician states that the life of the patient may depend on hospital treatment, or a trained nurse, no board of town officials would feel justified in refusing to carry out the wish of the physician, nor do we believe that the voters of the town would wish them to refuse. It is a serious question whether the time has not arrived for the town to establish a local hospital. There are a number of our wealthy citizens who have intimated that they would contribute towards the support of a hospital, and it might be that, aided by such contributions, the town would find it less expensive than under present conditions At all events, it would be a blessing to many of our people !f such an institution was established in Ipswich. The contract . with Dr. MacArthur in force last year has been continued this year, and his report shows the following number of calls by months :

IPSWICH TOWN REPORT.
This makes a total of 784 visits. He received a total of $264.07 for visits and medicine, or about 34 cents for each visit. Of the amount paid him $163.00 was paid by other towns and cities, so that the entire cost of his services to the town was $101.07. The Overseers have allowed patients to have a homoe- pathic doctor if they desired, and Dr. Ames has been paid $467., but almost all of that was for patients from other towns and will be paid back to Ipswich. The amounts paid to the other physicians were for surgical cases and other cases not included in the con- tract with Dr. MacArthur. The Overseers feel that a new plan, under which all physicians called for out of town cases will be paid the entire amount collected from the other towns, and which will call for a contract for only our own town patients, will be more acceptable to all of the physicians, and surely fairer to all, is called for, and will adopt that plan to go into effect March first.
An examination of the figures in our Town Farm report will show that there has been an increased expenditure of $89 and a decrease in the receipts of $356. The cost per week for each inmate has also increased, as the number of in- mates has been reduced, while the regular bills of the Farm re- main the same. We again call attention to the fact, that now that the State cares for the insane, it would appear that if the Town should sell the Farm, and secure a smaller place for an almshouse, it would be a wise move, and we recommend that the Town appoint a committee to take the matter under considera- tion.
