REPORT OF


THE WATER DEPARTMENT.


To the Voters of Ipswich :---


The Commissioners respectfully submit their eleventh an- nual report, for the year ending December 31st, 1904.


In the early part of 1904 an Act was passed in the Legisla- ture abolishing the Board of Water Commissioners, and estab- lishing in their place a new board, called the Ipswich Water and Municipal Light Commissioners. In April, 1904, at a special election, a new board was elected by the Town, under that Act, to take charge of the Water and Electric Lighting Departments. The object of this change was to enable the Town to make a saving in the running expenses of both departments by running them as one department. Under the law, the expenses of each department must be kept seperate from the other. Upon exam- ination of the reports of previous years, it was found that the Water Department had been paying for engineer, fireman, coal, oil, waste, etc. about $2000 a year. In 1903 $2357.86 was paid. In addition to the work at the station, the engineer and fireman did additional work about Town, and we estimated that if the Water Department allowed the Electric Lighting Department $1500 a year for engineer, fireman, coal, oil, waste, etc. that it would be a fair amount. That plan was adopted and a compari- son of the figures of 1903 and 1904, will show that the Water

- Department did not get the worst of the bargain, for the entire cost of the Water Department in 1904 for the same items that cost the department $2357.86 in 1903, was only $2003.36 in 1904. That the Town is a gainer by running the two departments to- gether is shown by a comparison of the amount of coal used in 1903 and 1904. In 1903 there was 128 tons of coal used to pump 48,294,221 gallons of water, while in 1904 it took only 76 tons to pump 43,780,214 gallons of water. This differance was caused of course by the fact that the fires were kept up by the electric department and it took less coal than it would to get up steam each time it was necessary to pump.


There has been very little, if any, complaint about the quali- ty of the water this year.


Extensions of the mains have been added on Agawam ITeights, on the Essex Road and on Locust street. The pipe has been purchased and an extension will be put in this spring on Fruit street. We are confident also that there are enough takers to guarantee the extension of the main from Glover's corner to Mr Hudgen's house on East street. We estimate the receipts for 1905 to be $9000, and the disbursements $12,710.91 as follows: Sinking fund $2,890.91; Maintenance $3,200; Services $500; Interest on Bonds $6,120.


In regard to the appropriations, we feel that while the amount needed will be about the same as last year, that the ap- propriations should be made on a different plan, and will submit a new plan at the annual meeting which we feel will give this department the credit due it for water supplied.

Essex Road, from house of S. C. Gordon to house of Albin Spute, 488 feet of 6 inch pipe and one hydrant. From Wayne Avenue to house of Oscar Ewing, 548 feet of 4 inch pipe and 1 hydrant. Locust Road, 1240 feet of 6 inch pipe and 174 feet of 2 inch pipe and 2 hydrants.
