When the state corporation tax was allotted this year, Ipswich was given $6755.55. The chairman of the assessors, in accordance with the plan he has followed for a number of years, worked a number of days at the State House on the corporation books to see if he could secure an additional sum for the town, and as the result of his work there will be paid to Ipswich in February, $1871.73. The amounts claimed by him last year, $2589.47, were paid to the town in Feb. 1906.
We feel that it would not be wise on the part of the town to have a further increase in the tax rate. With our present rate,

and fair valuations, we are attracting a class of large tax paying citizens to our town. It would be folly to drive them away by a large increase in the rate. We trust that the finances of the town can be so managed that our rate may decrease rather than increase.

This is to certify that I have made monthly audits of the books and accounts of the Town Treasurer and Collector, approving all bills before they were paid. I have also examined the General Balance Sheets of Receipts and Expenditures and compared them with the various books, and I certify that the same are in conform- ity therewith. I find the cash balance in the hands of the Treasur- er, Jan. 1, 1907, to be $1001.86. JAMES DAMON; Auditor.
At the annual meeting, it was voted to borrow $2425 on notes for the purchase of a steam road roller, and it was also voted to raise $2100 for the payment of old town notes. This would have made an increase in the note indebtedness of the town of $325, but we have been able to pay one note of $1000, which the town did not provide for by appropriation, and as a result the note indebtedness has been decreased $675.

Although the appropriations for 1906 were larger than in the previous year, the note indebtedness has been reduced, and we have a balance of over $4000.
Acting on our suggestion of last year, and the report of a special committee appointed to investigate, the town voted to pur- chase a steam road roller. No provision was made by the town as to who should be placed in charge of the roller, and as the town has sixteen highway surveyors, no one of whom felt that the ap- propriation for his district would warrant the purchase of proper material and the expense of running the roller, it was not possible to do much work with the roller during the year. We did give Mr.

Aaron Lord, the Surveyor of District No. 1, an extra appropriation of $50. to test the machine, and the small piece of road he made gives the best of evidence of the value of roads made with a roller. We engaged an engineer for three months to run the roller, but found that the surveyors did not call for the use of the roller and we were obliged to let him go. Later, one surveyor wanted the roller for a small job, but an engineer who understood the machine could not be found at that time. Of the value of the machine there is no question, but we recommend that the town take action to see that it is kept at work. The selectmen, under the present system of highway work, have no authority to do so.
Of the special highway appropriations made at the town meet-
ing the following amounts have been expended.

We recommend that the unused balance of each of these ap- propriations be re-appropriated at the annual meeting.
The unanimous vote of instruction given to the selectmen two years ago to do all that could be done for the abolition of the grade crossing at High St. and at Locust St. has received our attention and in spite of all obstacles we are able to report that the work is nearly finished and it is hoped that by April the new bridge will be open for travel.
The plans are ready and the contracts let for the dredging of our river at the expense of the state and we have asked for an ad- ditional appropriation to complete the work.
The plans for the building of a piece of state highway are also ready and the contract is to be let out at once by the Highway Com- missioners. Ipswich was granted $5000 for this work and it will be used on County road.
Many inquiries have been made of us during the year in regard to work done on private land by the Moth Department. We are not in charge of that work, as it is done under the orders of the State, and the local superintendent must do as he is told by the State officials.

There has been a small increase in the police bills this year, but this is accounted for by the fact that early in the year, when breaks were being reported in surrounding towns, a number of the busi- ness men suggested that we needed more than one officer on all night duty. We put on a second officer and this has caused the additional expense. That there has been very few breaks in Ipswich may be accounted for by this fact.
During the year the town has lost two officials, J. Farley Kins- man and James Griffing, men who have proven their worth not only as public officials, but as honest, upright citizens.
In conclusion we desire to thank the officials, both elective and appointive, who have given us their aid and support, and who by their attention to their duties, have made it easier for us to re- port to you that 1906 has been a prosperous and successful year.

We recommend a Central Fire Station.
We recommend that $2300 be raised and appropriated to run the Fire Department for the ensuing year.
In looking over the department buildings, the Engineers find that there should be something done this year in regard to a Central Fire Station. The Steamer house is in bad shape for the steamer and hose wagon, the Town house certainly is not a fit place for the Hook and Ladder company. The truck must be taken out by hand before the horses are hitched, which makes it very inconvenient. The Engineers' room is occupied by the Board of Health and the School Committee, so it is apparent we are getting short of room. Our Fire Department is in good shape, and it is time they should have a good building to keep their apparatus in.

REPORT OF BOARD OF HEALTH
FOR THE YEAR ENDING DECEMBER 31, 1906.
Whole number of acute. contagious and infectious diseases re- ported, 67; classified as follows :-
Diphtheria 3 cases
Measles. 48 cases
Scarlet Fever 5 cases
Typhoid Fever 11 cases
There were no deaths from any of these diseases.
There was also reported to the Board, 8 cases of Tuberculosis.
There were 5 complaints of nuisances, which were investigated. These together with a number of other nuisances discovered by the agent of the Board, were promptly abated.

A number of licenses to keep swine were also issued under a regulation of the Board. We would call attention to the owners of swine generally, and request them to apply to the Board for licen- ses. We believe that so far as it has come to their knowledge that such a regulation exists, they have complied with it. This notice is to those who have not.
The town has been fortunate in having no epidemic of conta- gious diseases the past year. It will be the Board's endeavor to see that such immunity continues.
Chester W. Bamford was appointed Clerk of the Board, and E. Newton Brown, Inspector of meats and provisions.

In the death of James Griffing, the Board has lost a member who was always watchful and faithful ; ready at all times to do his duty, and the value of his services to the town is perhaps better appreciated by us who were familiar with the work he did, than by the citizens at large. He had served the Board as Chairman and agent for many years, and his passing is a matter of keen regret to his associates of the Board.
In closing, we will say that we have been obliged the past year under the law, to render assistance to indigent cases that were for- merly cared for by the Poor Department. These cases have great- ly increased the expenses of the department, and they are not likely to grow less in the future, with the population increasing; and the people housed as they are in many instances, new sanitary problems are bound to arise. The Board will endeavor as best it may to meet them.
