Further Mortuary Statistics dealing with age, sex, nativity, etc., will be found in the Town Clerk's report.


The town has been fortunate the past year that while all toid there have been one hundred and fourteen (114) cases of contagious diseases reported as against two hundred and fifty nine (259) for 1910, there have been no epidemics. Of the thirty (30) cases of Scarlet Fever reported no source of contact could be traced from one household to another, which shows that these cases were sporadic and not epidemic. Of the thirteen (13) cases of Typhoid

Fever, reported, only one case occurred in the section where the epidemic existed last year. This shows that every care and the utmost precaution has been taken by the authorities of the Ipswich Mills, in the sanitary care of their tenement property.


The suggestion made by the Board last year, that the windows and doors of all the corporation tenements be properly screened, has been carried out this year. This with the other precautions of care and cleanliness has doubtless has been responsible for check- ing that source of infection for which the common house fly is responsible. If the owners of private tenement property would co-operate with the Board of Health as willingly and efficiently as does the Ipswich Mills, we believe that the number of diseases dangerous to the public health would be still further materially diminished.


The Board last year advised the town that some action should be taken to provide a building for a Contagious Hospital. No action was taken. A law was passed by the last legislature which makes it mandatory upon cities and towns to provide such hospitals for care of tuberculosis and other diseases dangerous to the public health. This may be done by each city or town, or by a group of towns, forming a district. This board does not feel that it would be wise for Ipswich to be part of a district of which some near by city would be the center, and where such hospital might be located.


As the law applies to all towns regardless of population and valuation, it would seem wiser that if Ipswich is to be a part of any district, it should be the central town and that the hospital should be located here. There are some who believe Ipswich shou'd main- tain such a hospital for herself alone. In any case something will have to be done to comply with the statute above referred to, and we would call attention to the fact that the Ipswich Board of Health saw the necessity for such an institution and advised that it be established, before any legislation regarding the matter had taken place.


The plan began by the Board last year of inspecting all immi- grants who had arrived from any cholera infected country abroad, has been carried out, and all such immigrants have been inspected

and kept under surveillance for a period of ten (10) days.


The report of the agent and sanitary inspector shows that the whole number of premises inspected was three hundred and forty-seven (347). Farms or places where milk was produced for sale, inspected forty-three (43); three were ordered to improve condition of premises and one was prohibited from selling milk. One dealer in milk was prohibited from selling until conditions were made satisfactory to the Board. Two parties were cited into court for violation of the Health regulations and were fined.


Barber shops, provision dealers, and other places of business were found in satisfactory condition, except one bake shop, which was ordered closed. One bake shop on Saltonstall street was im- proved by the addition of a concrete floor and in other ways

THE QUESTION OF SEWERAGE.


For a number of years past the Board had advised that the Town take some action in regard to a sewerage system, In last

year's report, written just after the town had passed through an epidemic of Typhoid Fever, the recommendation made by this Board reads as follows :


"Some preliminary action ought to be taken in regard to sewerage. The town has had an object lesson the past year of what an epidemic may cost. The danger of the spread of infec- tion would be very materially lessened with proper sewerage. The amount expended in caring for an epidemic would go a long way toward paying the interest of a sewerage fund. It will have to come in a few years anyhow. Why not begin this year ?"


The town took no action upon this recommendation.


Late in the summer the Chairman of this Board had an in- terview with the trustees of the Ipswich Hospital Corporation at which the sewerage question, among other things, came up for dis- cussion. The out-come of the matter was that the Hospital Trustees offered to furnish the town of Ipswich, through this Board a preliminary survey for a system of sewerage. The same to be furnished free of expense to the Town. This Board accepted the offer and Professor R. W. Gilbert of the Massachusetts Insti- tute of Technology, a sanitary engineer of high reputation, was secured to do work. Mr. Gilbert has been working upon the plan for several months and it was hoped that his plan and report would be ready for publication in connection with this report. It has not yet been received, however, but is expected soon. When received the report will be published and distributed to the voters of the Town. It is hoped that this may be done before


the close of the Annual Town Meeting. The Board will doubt- less have some recommendations to make when the report is pub- lished.


THE FARLEY BROOK.

This Brook is naturally dry in Summer, but certain parties have connected their drain pipes with it, using it as a sewer and unless something is soon done to remedy this condition it will also be a menace, serious to the people living in its vicinity. There are many bad sanitary features in the town which only a proper system of sewerage can remedy in a satisfactory manner.


A detailed financial statement of the Department will be found elsewhere in this report under its proper heading.

As before stated the total expense of the Department for the year 1911 was $2399 81.


The estimated income of the Department for the year 1912 is $400 00. The Board has asked the Finance Committee to re- commend an appropriation of $2000 00 for the coming year, which with the estimated income of $400 00 will make the sum of $2400 00 substancially the sum expended in 1911.

Of the above uncollected taxes $6195 75 is due from the J. B. Brown estate and $3279 72 from the Brown Stocking Co. both of these accounts are in the hands of the Town Counsel for collection.


The 1909 tax of the Brown Stocking Co. amounting to $1760 00 and returned as unpaid in last report was collected by the Town Counsel during the past year.


One other tax, viz. :- Trustees Manning School amounting to $1304 00 is a very uncertain asset and is included in the above unpaid balance.

SUPERINTENDENT OF STREETS.


To the Honorable Board of Selectmen,


Gentlemen;


Following is a statement of the work preformed by the several teams, the amount paid out for hay and grain, and other stable expenses, and inventory of the property in the Highway Depart- ment, and the estimated value of same:


Team Number 1, worked 2396 hours, Team Number 2, worked 493 hours, and Team Number 3, worked 1795 hours on the high- ways, this reckoned 50 cents per hour equals $2,488 74. In addition to this Team No. 2 earned $375.00 transporting the School children, also $278.88 for street watrring, for which 1,230,600 gallons of water was used. In addition to the above each team per- forms the usual services in connection with the Fire Department.
