SELECTMEN'S REPORT
The Selectmen during the past year have pursued the pol- icy of rigid economy with the result that the tax rate this year was reduced two dollars. A number of improvements were made and other improvements which will take a number of years to complete have been given a good start.
Sidewalks: This town was very poorly equipped in the matter of sidewalks, especially in the business district which of course bears the great burden of pedestrian traffic. We re- ceived an appropriation of $2,500.00. By arranging with abut. ting owners to pay a contractor direct one-half the cost of construction, we were enabled to do $5,000.00 worth of work. If this policy can be adhered to over a period of ten years the sidewalk situation will be greatly improved. It is not the in- tention of the Board to neglect sidewalks in other than busi- ness districts, but we felt that this was the proper place to start, and eventually have the main arteries of travel thorough- ly surfaced, either with concrete or a bituminous material.
Street Signs: This is another item that the town was sadly deficient in a year ago. We did not ask for a specific appropriation covering this expenditure, but purchased $300.00 worth of street signs out of the Highway appropriation. A number of types were examined before a particular one was de- cided upon. Three signs have been somewhat destroyed, but this is not the fault of the sign nor the fault of the Selectmen as it is impossible to anticipate vandalism. It is our intention this year to ask for an appropriation for this purpose, and endeavor to erect from fifteen to twenty street signs.
Highways: The past year has seen a great improvement in highway conditions. The Essex Road proposition was com- pleted in October. This leaves only one inter-town highway

vet to be properly constructed. This is the Linebrook Road. At the hearing for Essex County held by the Commission- ers of Public Works, the Selectmen appeared and argued very strongly for the building of this road under the provisions of Chapter 90 of the General Laws which provides for a three- way payment, County, State and Town. At the hearing held by the County Commissioners of Essex County, the Selectmen appeared and again argued very strongly for the construction of this road. At lact accounts it appears that we will be able to complete this proposition. A survey of the road made by the District Engineer shows an approximate cost of $26,000.00, the Town's share of this being about one-third. A more de- tailed argument in favor of this proposition will be made at the Town Meeting if an article requesting this amount is in- corporated in the Town Report. The Topsfield Road, which was newly constructed some years ago, will need some repair- ing this coming year by the Town under its agreement with the State at the time of its construction. The streets in the Town proper have been kept in the best possible condition consider- ing the amount of money that the Selectmen asked for last year. The new road to Town Hill and the Cemetery has been partially completed, and although there has been some com- ment upon the grade, it was the only possible method unless a very exorbitant expenditure of money was made.
Dredging: At the request of a number of the boatmen, the Selectmen received an appropriation from the State De- partment of Public Works to dredge the River from Nabby's Point to Bailey's Wharf. This work was practically completed in November, the Town's share of the appropriation being $2,800.00. This work was necessary if boats of any size at all were to be enabled to navigate the river at all stages of the tide. All work of this nature is done under the jurisdiction of the State.
