the exemption of children, who would normally aid in the support of parents, took effect. This exemption charged the Department of Old Age Assistance with the necessity of building up the budgetary allowances in all these cases to supplement the amounts no longer available from this source.
Secondly, closely following this move, came two State Budgetary allowances increasing the living expenses of these people. The budgets were again checked and the necessary changes made. These changes, I may explain, are not without merit as the cost of the necessities of life had risen to such an extent that it was almost impossible for these people to get by.
Thirdly, our Old Age Assistance rolls have been increas- ing, due to people becoming eligible for this category because of age or because of their financial condition. This particular category increases, rather than decreases, because of this reason. It is impossible to determine when we shall reach our peak.

Report of Superintendent of Streets
Honorable Board of Selectmen:
Gentlemen :
I herewith submit the annual report of the Highway Department.
The general maintenance of the highways has varied little from other years other than the very bad frost re- action we had last Spring which made it very bad traveling for a few weeks.
Permanent construction with proper drainage will im- prove these conditions a great deal. Topsfield Road is one road that should be considered first.
We were obliged to use five hundred eighteen (518) tons of patching materials to fill bad depressions.
Thirty three thousand four hundred thirty-three (33,433) gallons of bituminous material were applied to twenty (20) streets, covering approximately one hundred thirty-three thousand seven hundred thirty-two (133,732) square yards.
On Market Street half of the culvert at Farley Brook was rebuilt after it caved in last summer where it was weak- ened by the roots of the tree. We were fortunate that there was nobody over it when it caved to cause any damage. The other half of the culvert on the other side of the street will have to be rebuilt next year.

Streets throughout the business district were swept weekly and other streets when possible.
Considerable gravelling was done on some of our rural roads where it was needed.
The drainage system was cleaned and repaired in several places.
Streets lines were painted throughout the center of the town and other dangerous sections. More lines are planned for next year.
Signs and guard rails were painted and repaired where and when needed.
Minor repairs were made on some of our bridges. Ma- jor repairs are still needed on Willowdale and Choate bridges.
During the winter we were able to open the streets and sidewalks within a reasonable time after the snow fall.
The icy conditions last winter demanded an unusual amount of sanding to make the travelling safe.
With the new snow loader we are able to start clearing away the snow from the business district much sooner than before. We can also cover a larger area with greater speed.

Report of Park Commissioners
-
To the Citizens of Ipswich:
The Board of Park Commissioners herewith submit their annual report.
The weather conditions during the past season were most favorable for lawns and parks throughout this section. The many intermittent showers from Spring until Fall, together with a great deal of cool weather, encouraged a luxuriant growth of grass through the hottest months, July and August.
The two flagstaffs in the center of town were braced early in the year with the idea in mind that they would be safe. It was later discovered that both staffs are in a decayed condition, and should be taken down and replaced with steel poles. This project cannot be carried out at present, due to the impossibility of obtaining new ones.
Damage to the parks by boys who insist on playing baseball and football on well kept areas, was very noticeable this year. We refer particularly to the South Common. On several occasions the police assisted in requesting the boys to play on the ball diamond which is across the street. Yet they persisted in disobeying the regulations. It was finally necessary to take the names of about ten boys who appa- rently have no idea of complying with the rules. These were turned over to the police, and they have the authority to use such corrective measures as they see fit. The Com- missioners again appeal to all parents to instruct their children to use grounds which have already been laid out for recreation and games, rather than the lawn areas that we try to keep in a neat and tidy condition.

In September, the new power lawn mower arrived which was ordered a year ago. Although it came too late to be of much assistance this year, it will more than prove it's worth for years to come. The old machine was kept, and will act as an auxiliary unit in the future.

Report of Cemetery Commissioners
To the Honorable Board of Selectmen:
Gentlemen :
The Cemetery Commissioners beg to report the Ceme- teries in good condition.
As will be noted from the report of the Superintendent the Commission is now equipped mechanically to properly care for the cemeteries, with one exception, a new truck. The old truck is worn out and unsafe.
It is the policy of the Cemetery Department to operate as economically as possible, consistent with efficient and courteous service.
