When inspecting a dairy the inspector might make suggestions for the improvement of the dairy and request that certain things be done to produce clean sanitary milk, if the dairyman chose to adopt said suggestions, very good ; if not, your inspector could not compel him to do so, as the Board of Health had no regulations to work under.
I am pleased to state regulations adopted by the board have been delivered by the printer and the board may look for improvement in the production and distribution of milk and cream.
There were eighty licenses issued to sell milk the past year ; twenty to stores, markets and restaurants, and sixty to dairies large and small; also fifteen permits granted to producers located in Middleboro, Lakeville, Plympton and Bridgewater.

REPORT OF MOTH DEPARTMENT
The condition of the town at the present time is a de- cided contrast to that of a year ago. The work has been efficiently done and will bear inspection from any depart- ment. The shade trees throughout the town proper, were thoroughly sprayed and are in excellent condition this fall. All out of town roads were sprayed and no stripping of leaves were to be seen. The cranberry bogs and other pri- vate property was cared for in the proper season and no complaint from this source was heard. The Brown Tail infestation was quite severe in certain sections of the town, and the cost of removal quite heavy in some cases. It is very much less this fall. Fall creosote operations have been brought to a close, and it is with good pleasure I report a greatly reduced infestation in all sections. Tools and other equipment are properly housed and in working condition when needed.

MIDDLEBORO PUBLIC LIBRARY REPORT OF LIBRARIAN
To the President and Board of Trustees of the Middleboro Public Library :
Gentlemen :
I have the honor of submitting to you the annual report of the Middleboro Public Library for the year ending De- cember 31, 1922.
There has been a total loss of 1357 in the number of books issued by the library during the past year, over that of the preceding one, and as 1,119 of that number was in the circulation of books from the juvenile department the de- crease may be traced to the many outside attractions offered by the Community Service work.
There has been a steady increase in the use of the books in the schools, the teachers using the limit of twenty books at one time in many cases.
The library has been open to the public for the circula- tion of books 308 days, and the number issued was 66,364. Of that number 38,188 were fiction, 9,900 non-fiction and 18,286 from the children's department. The largest num- ber circulated in one day was 485, the smallest 72 and the daily average was 215.
There were 366 new cards issued during the year, 124 being taken by children.
The number of new books added was 588, 32 being gifts, 38 bound magazines and 518 purchases. Of the books added the classification is as follows :

There have been 760 dogs licensed this year, 576 males and 184 females, 6 dogs running at large without collars and of unknown ownership have been killed.

REPORT OF THE ASSESSORS
The system adopted, keeping each parcel of real estate on separate cards, has proved quite satisfactory, but we see the necessity of having a more complete survey of our town. The drafts which we were able to start this year have helped a great deal toward getting a more equal valuation in those sections, although our land values throughout the business section are much too low now as compared with surrounding towns. We have drafted, ready for blue prints, the greater part of the centre of the town, and we recom- mend an extension of this work each year until it is com- pleted. These plans would not only be an aid to us, but would tend to give the taxpayers a fair value on their property.
Again we wish to urge the taxpayers, especially the personal property owners in the Town, the necessity of filing a statement of their tangible holdings on or before May 15th, giving special attention to the value of their au- tomobiles and trucks, as they are more familiar with the actual value than anyone else. These statements can be obtained at this office, or will be mailed upon request. It is important that these statements be filed on or before May 15th in order to claim adjustment without a penalty of 50 per cent as provided by the General Laws, Chap. 59, Sec- tion 61.
Two assistant assessors were appointed last spring to take the street list in order that the regular Board of Assessors could give more time to the appraisal of real

estate. This year we anticipate revaluing the land in the business section.

REPORT OF SEALER OF WEIGHTS AND MEASURES
I have the honor to report to you herewith the work of this department for the year 1922.
The equipment of this department is at present in first class condition. One new one-gallon test measure, one 1 quart standard and 1 2-quart standard will be needed this coming year other than the necessary supplies for office and field work.
The growing need of a man to give his entire time to weights and measures has been very evident the past year. Many people think that the sealer's work ends when the seal is put on the scale, but not so. Loads of wood should be measured, coal weighed and visits made to stores and packages weighed, etc. I would respectfully recommend to your Honorable Board that they confer with the Select- men of Bridgewater or Lakeville and appoint a Middle- boro man whose headquarters will be 13 Forest street, this town, to be a district sealer and present the same to L. F. D. Marston. State Inspector of Weights and Measures for confirmation. The salary of such an appointee should be not less than $1,500 per year and expenses. Each town to bear their proportionate part.
