REPORT OF THE CHIEF OF POLICE


To the Honorable Board of Selectmen.

I hereby submit the eighteenth annual report and de- tailed statement of the duties performed by the Police De- partment of the Town of Middleborough, for the fiscal year ending December 31, 1926.


The past year has been an unusually busy one. The con- stantly increasing number of automobiles has kept the Police Department very busy. It would be a great help in handling traffic at the Center at night, if some device could be installed either electric or operated by a Police Officer. At present it is very hard for the operator of motor vehicles to see the traffic officer on duty, also for the traffic officer to see the signals from the operators. This would help to take care of the congestion of traffic, in which I believe there will be a. big increase this coming year.


With the crime wave sweeping this section and the in- creasing automobile traffic, together with the continual dan- gers our officers face while enforcing the laws, I would recom- mend that they be given an increase in salary.


I further recommend that an appropriation be made so that a clerk may be added to the office of the Department an- nually.


I also recommend that the Department be equipped with some new revolvers and belts, which we are very much in need of.

I wish to express my thanks and appreciation for the as- sistance that the operators of motor vehicles have given me in the past year. At this time it gives me great pleasure to say that there has not been a fatal accident during the past year in our Town, due to the efficiency of the police officers. who are always on the alert for motor vehicle violators, and

safeguarding the pedestrian across the street. Also the as- sistance of the teachers in the Middleborough Schools in the education of the children in regard to traffic, which education has reduced our accidents in the past year. I wish to thank the operators of the local telephone exchange for the good service given the Department, which has been a great assis- tance in our work. I wish to express my thanks and appre- ciation for the assistance and co-operation given me by the Honorable Board of Selectmen, the Fourth District Court, the people of the Town of Middleborough, and Officers of the Department who have helped to make the administration of this Department a success.

WATER DEPARTMENT


No main line extensions have been made this year, no new hydrants added, and only eight new services laid. All the rest of the time has been used in repairing leaks, renewing old, played-out services, and general maintenance work on the system.


The usual care has been given the hydrants, main gates and services; the main gates thoroughly inspected once, the hydrants twice, and all low service boxes brought up to the surface, and curb stops tested ; those found to be out of order have been renewed.


During the summer new locations were taken of all ser- vice boxes, and these measurements put on cards, so that now we have a card system showing a sketch of the house and the measurements to the service box. These take the place of a book showing the location of the service boxes made in 1913.


Through the systematic testing of the meters we have brought this department well up to date. Few dead meters are found at each reading, and these are immediately taken out and repaired, or discarded, as the case may be.


The sand has not been renewed in the filters as was in- tended this year, but it must be done the coming year.


The December inspection of our boilers showed that the tubes in No. 2 boiler were very weak. These are now being renewed.


The electric pumps are proving very satisfactory, and their efficiency is as good as when installed four years ago.
