We have had, therefore, plans and sketches, together with estimates, prepared by William H. McLean, Architect, 88 Tremont St., Boston. Mr. McLean has had a wide experience in school buildings, having planned and erected about sixty in the New England states. There have been no charges for

his services to date. The following is a brief description of the plans.


The building as planned is to be a two-story building, the first floor to be but one step above the grade on the front and at the side entrances. As the grade of the proposed site on North Main street slopes towards the rear, we have planned to take advantage of this fact and put some rooms on the lower or basement level in the rear of the building. These rooms would be almost, if not entirely, above ground. We are also using some of the attic space in the front of the building for three rooms for school purposes, a picture booth, and rest rooms for the men and women teachers.


On the ground floor are located five class rooms to seat thirty-five or forty pupils each, the administration depart- ment, the commercial department, two recitation rooms, the upper part of the gymnasium and gymnasium galleries, a girls' toilet, and the usual and necessary stairs and corridors with lockers for the pupils' clothing during school hours.


On the second floor there are six class rooms, one recita- tion room, a school library, two science laboratories with re- spective preparation rooms, etc., a science lecture room loca- ted between the two laboratories, an emergency room, and the auditorium seating 420. Over the stairs landings are located toilets for the boys and for the girls.


In the rear basement there is a gymnasium, locker and dressing rooms, showers and toilets for both boys and girls, a room for a possible shop, boiler room and fuel room.


All class and recitation rooms are according to the stand- ard as approved by the State Board of Education for high school use, seating the number of pupils as marked on the plans.


The building is planned to be built of second-class con- struction, with fire-proof stairs and stair vestibules. The foundations are of stone or concrete. The exterior walls are of brick backed by hollow tile which insulates against heat and cold, is fire-proof, eight inches thick, which, with the

four inches of brick facing, makes the walls twelve inches thick, and the basement walls are sixteen inches thick.


All the partitions and ceilings will be plastered on wire laths. Blackboards in class rooms will be of best natural slate. Floors will be best clear maple, the inside finish of North Carolina pine or cypress, and the doors of birch or cypress. Basement rooms will have concrete floors, brick partitions. The closet partitions in the toilets will be the best metal partitions and doors, enamelled in gray. Toilet fix- tures will be all white, with flushing valves on all fixtures. The gymnasium will have a wooden floor and will be at least eighteen feet in the clear.


The proposed building has thirteen designated class rooms of forty pupils each, two of thirty-five each, and three smaller recitation rooms which could be utilized as class rooms accommodating fifteen pupils each, making the total class room home seats 475. By utilizing the attic rooms and com- mercial department, etc., we could have a home seating capa- city of well over six hundred. We believe, therefore, that the building proposed will care for the needs of Middleboro's high school pupils for many years to come without further additions, and will be a long step in the solving of our entire school problem.

The above figures do not include the cost of lot, but do include a balcony for the auditorium. The balcony was not included in the seating capacity of 420 in the auditorium. Therefore, by deducting approximate cost of balcony, $10,- COO, from the above estimates, and adding $7,500 for cost of lot, we have an estimated total cost of $174,900 for lot, building and equipment.


In the matter of expense we might say that in recom- mending the North Main Street site, on account of its natur- al slope, we estimate that the cost of excavation would be about $10,000 less than if the building were placed on a lot which was level.


In conclusion your committee respectfully request that a vote by "Yes" and "No" ballot, using the checking list, be taken before this meeting adjourns, to determine whether the town wishes to erect and equip a new high school build- ing in substantial accordance with the recommendations of this report.

Voted : that the Town build, furnish and equip upon the lot on North Main street, a high school building at an expense not to exceed the sum of one hundred seventy-five thousand ($175,000) dollars in accordance with the plans of architect W. H. McLean reported at this meeting by the Committee and that the town raise and appropriate therefor the sum of $175,- 000, and that for the purpose of building and equipping the high school building as provided in this motion, the sum of $15,000 is to be raised and included in the current tax levy for the year 1926 and that the Treasurer with the approval of the Board of Selectmen be and hereby is authorized and em- powered to borrow the sum of $160,000 and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with the provisions of Section 19, Chapter 44 of the General Laws of the Commonwealth. That the whole loan shall be paid in not more than sixteen years from the date of the issue of the first bond or note, or at such earlier date as the Treasurer or Selectmen shall determine. The first of such payments shall be made not later than one year from the issue of the first bond or note therefor. And that the naming of the building committee to carry out the pro- visions of this vote be left in the hands of the former com- mittee of fifty on school needs. This motion as written in- cludes the two amendments, first to exclude the word "sub- stantial" and second to insert the word "former."


The result of the ballot was Yes 591, No 108, total 699. This being more than two-thirds vote, the motion was carried.


Article 3 : To hear the report of any committee or officers of the town, to appoint any committe, and act thereon. No action taken.


REPORT OF SPECIAL TOWN MEETING April 12th, 1926


Article 1 : To see if the Town will vote to construct a new high school building in the town including the original equip-

ment and furnishings and appropriate and raise money for the same by loan or otherwise the said action to be in place of the proceedings taken for the same purpose at a special meeting of the town held the 11th day of January, 1926.


The following report was read by Granville E. Tillson : The Board of Selectmen of the Town of Middleborough hav- ing considered all articles in the warrant for the special town meeting held on the twelfth day of April, A.D. 1926, and especially article 1 which requires the appropriation of money now report to the town in writing in the said meeting with their recommendations. They recommend that the town vote to construct originally equip and furnish a new high school building upon the lot tendered to the town at this meeting by the Trustees under the will of Thomas S. Peirce, deceased, situated on North Main Street, and they further recommend that the town appropriate therefor the sum of one hundred seventy-five thousand ($175,000) dollars, of which fifteen thousand ($15,000) dollars shall be raised and included in the current tax levy for the year 1926 and the remainder borrowed on notes or bonds of the town. Ernest L. Maxim, Chester E. Weston, Alton G. Pratt, Granville E. Tillson and Albert F. Soule, Selectmen of Middleboro. Mr. Tillson also read the following letter from the Trustees of the Thomas S. Peirce estate : The Trustees under the will of Thomas S. Peirce herewith present the following proposition, for ac- ceptance by the voters of the Town of Middleborough, for the purpose of providing the Town of Middleborough with a lot on which to erect the proposed new high school building. The Trustees under the will of Thomas S. Peirce will deed to the inhabitants of the Town of Middleborough, on the acceptance of this proposition, the following described lot of land, name- ly : A certain lot of land on the southeast side of North Main street bounded and described generally as follows: On the northeast by land now or formerly owned by one Blackburn ; on the southeast by a line which shall be the line of the south- east end of said Blackburn homestead extended in a southwest-

erly direction until it intersects the line of land owned by the heirs of Charles F. Cornish, deceased; on the southwest by said Cornish land and on the northwest by said North Main street; with the following proviso, that on the comple- tion of the building to be erected on said lot and the grading of the grounds connected therewith, suitable rights of way shall be made on the northeast and southwest ends of said lot, which will permit easy access to and from North Main street and the ball grounds so called. It is further under- stood and agreed that as the aforesaid lot is a part of the principle of the trust fund, the net income whereof is pay- able for the use and benefit of the Town of Middleborough, that said Trustees will reimburse said principle sum for said lot out of the net earned income of said fund for the year 1926 the sum of seventy-five hundred ($7,500) dollars.


Voted : that the town construct and originally equip and fur- nish a new high school building upon the lot tendered to the town at this meeting by the trustees under the will of Thomas S. Peirce, deceased, on North Main street and there is hereby appropriated for that purpose the sum of one hundred sev- enty-five thousand dollars ($175,000), of which fifteen thou- sand dollars ($15,000) shall be raised and included in the, current tax levy for the year 1926 and the remainder shall be raised by an issue of bonds of the town and the Treasurer with the approval of the Selectmen, be and he is hereby auth- orized and empowered to issue bonds or notes of the town in the aggregate principle amount of one hundred and sixty thousand dollars ($160,000), payable in accordance with the provisions of Section 19, Chapter 44 of the General Laws in such a manner that the whole loan shall be paid off in not more than sixteen years from the date of the bonds or at such earlier date as the Treasurer with the approval of the Select- men shall determine. This vote is in substitution for the vote authorizing the building of the high school and appropriating one hundred seventy-five thousand dollars ($175,000) there- for heretofore passed at the special town meeting held the

11th of January, 1926. This vote was taken by check list and ballot with the following result : 71 No, 513 Yes.


Article 2: To see if the Town will ratify and confirm the building committee for the new school as chosen by the former committee of fifty on school needs.


Voted : that the Town hereby ratifies and confirms the building committee for the new high school heretofore chosen by the former committee of fifty on school needs, viz: Abra- ham G. Newkirk, Granville E. Tillson, Harry J. Goodale, Walter E. Alger and Allan R. Thatcher.


SPECIAL TOWN MEETING REPORT, June 7th, 1926


Article 1: To see if the Town will vote to observe Inde- pendence day, July 4th, 1926, with fitting ceremonies and celebration, it being the one hundred and fiftieth anniversary of said day and to appropriate the necessary funds for such observance and celebration, the same to be in charge of a committee to be appointed by the selectmen of Middleborough, and act thereon.


Mr. Granville E. Tillson read the following report-The Board of Selectmen of the Town of Middleborough having considered all articles in the warrant for the special town meeting held on the seventh day of June, A. D. 1926, and especially Article 1 which requires the appropriation of money, now report to the town in writing in the said meeting with their recommendations. They recommend that the Town vote the sum of three hundred dollars ($300) for the purposes contained in said Article 1.


Voted : that the Town appropriate $300 for the purposes expressed in Article 1 of warrant.


REPORT OF SPECIAL TOWN MEETING June 28th, 1926


Article 1: To see if the Town will vote to install new fire alarm equipment in the new fire station, appropriate

Voted : that we adjourn to one week from tonight or to July 19th, 1926, at 7.30 P. M.


July 19th, 1926, Mr. Ernest L. Maxim read the follow- ing report: The Board of Selectmen of the Town of Middle- borough having considered Article 1 in the warrant for the special town meeting held on the twenty-eighth day of June, A. D. 1926, which requires the appropriation of money, now report to the town in writing in the said meeting with their recommendations. They are of the opinion that the new equipment asked for in Article 1 is very desirable and that this is the opportune time to install it but considering the fact that the tax rate will be approximately $32.50 on a thousand dollars, they feel that the decision should be made by the meeting without any definite recommendation by your Board.

Hardy presented the following recommenda- tion : The committee appointed by you as a Memorial Com- mittee recommend that the funds returned from the State, the same being in the hands of the Town Treasurer, be turned over to the high school building committee for the purpose of installing a balcony and seats therein, in the new high school building now in process of construction.
