To the Honorable Board of Selectmen:


Gentlemen:


I have the honor to present herewith, for your consider- ation, the eighth annual report of the Chief of the Middle- boro Fire Department, for the year ending December 31, 1928, in accordance with Section 21 of Chapter 592, Acts 1920.


APPARATUS


The apparatus of the department consists of the following :--


1 Maxim 1000 Gallon Pumping Engine purchased April 23, 1928.


1 Maxim 500 Gallon Pumping Engine, purchased June 28, 1920.


1 Knox Combination Chemical and Hose Car, purchased October 14, 1912.


1 Maxim City Service Ladder Truck, purchased October 11, 1915.


1 Maxim Hose Car, purchased May 12, 1914.


All are well supplied with ladders, 3 gallon hand extin- guishers and the most necessary appliances for aiding the extinguishing of fires.

There have been increased activities along all lines in the department this past year. Box alarms have increased from 11 to 18, still alarms from 62 to 84, total alarms of all kinds from 171 in 1927 to 185 in 1928.


The total mileage for all apparatus has gone from 837 miles in 1927 to 975.4 this past year.


Perhaps the most noticeable of all is that in 1927 only 4800 feet of 212 hose was laid, in 1928 there were laid 18,150 feet.


Because of the unavoidable loss of some hose at the Alger Box Shop fire and the condition of the balance of hose on hand it was deemed advisable to purchase 1000 feet of hose more than planned or provided for at the beginning of the year when the budget was made up, with the result that at the present time the department has more good hose available than ever before.


The inspection of business property for fire hazards was continued and over 100 more inspections made than the pervious year.


In addition to the business property inspections, a com- plete inspection of each and every dwelling house in the town limits was started and at the close of the year ap-

proximately 2000 dwellings had been thoroughly inspected for fire hazards and where needed, advice given for remedy- ing bad conditions found. Complete records were made of existing conditions, distance from garages, location of gaso- line pumps and other matter that will prove of value to the department records. This work will continue until all dwellings have been inspected. And this seems an oppor- tune time to extend to all tenants and owners sincere thanks for the courteous manner the inspector was received with and assistance given him.


The eight circuit repeater for the fire alarm system has been installed and its value to the system been demon- strated on more than one occasion.


Among the recommendations made in last year's report was that of providing facilities at Rock Village for use of pumping engine. In Addition to the layout in mind at that time, the New Bedford Water Department have at their expense and extra work, made such alterations in their original plan of improvements on the brook from Walnut Street to Miller Street so as to provide three places on the brook for use of the pumping engine.


A recent test at one of the places with the pumper shows an ample supply of water available for use in fighting any fire that might occur in that immediate vicinity.


The New Bedford Water Department by their act of cooperation and spirit of generosity certainly merit the gratitude of the Town and the inhabitants of Rock Village especially.


Conditions at the West Side have been greatly improved by the installation of pipes extending into Nevertouch Pond whereby the pumping engine can be used to draw water from either end of the pond for protecting the West Side School and other property on West Side. A recent test there proved that by use of 2 engines, more fire streams are available should occasion require, for use at the Geo. E. Keith plant.

Should I in the near future take such action as I now contemplate, this constitutes my last report to your Honora- ble Board and I now take this opportunity of expressing to you my sincere thanks for your help and consideration, and to the citizens for their loyal support at all times in my efforts to build up and better the Fire Department. To the Depu- ties who have for the past fifteen years met and worked with me as a unit, to the members of the Department, both present and past, who have given so freely of their time and efforts, to the Police Department for their presence and able as- sistance when occasion demanded, to each and all I tender my heartfelt gratitude.

REPORT OF GAS AND ELECTRIC DEPARTMENT

Dear Sir:


I herewith present for your consideration and approval the thirty-fifth annual report of the Gas and Electric De- partment for the year ending December 31, 1928.


The principal achievement during the year in line of progress and permanent improvements is the installation of the underground system and white way lights. To ac- complish this required the digging and back-filling of 13,066 feet of trench and required for complete installation 36,907 feet of duct through which the cable runs. Total amount of cable run was 49,849 feet, 16,300 feet of this being for the white way lighting system.


As local electricians had not completed the inside con- nections as rapidly as anticipated, the poles and wires have not been removed as soon as expected but surely will, before many weeks have elapsed in the next year.


The underground street lighting system has been in use continuously since September 26 and no trouble of any nature has developed. Some of the stores were connected in November but slow progress has been made since then.


The decided improved illumination of our main thorough- fares make the entering streets seem all the darker, and it is hoped that these unfavorable conditions may be remedied, in part at least, this coming year, by both the installation of much needed additional lights and increased candle power of those already installed.


When the work of removing the old poles on Centre Street is completed the poles and lines of the plant are in good

condition and after the contemplated replacement of many poles by the Telephone Company takes place, the lines will then be in first class condition to withstand storms or sleet.


The current purchased and distributed has been wholly taken from the Brockton Line .


Only once during the year has there been any unfore- seen interruption of service and then for only 12 minutes, but during that interval current was received over the Ply- mouth Line.


Thirty-two additional Highway Lighting Units were installed on Wareham St. and Everett St. together with some of the regular street lamps on Everett St. between Everett Square and Arch St., Cottage Court, and West End Ave.


No single extension of lines of any great extent has been made but several of half a mile or less have been made on various parts of the system. Approximately 30 miles of new wire has been used.


Total current made and purchased in 1928 was 176,504 K. W. H. more than in 1927, this being the greatest increase in any one year since 1923 and was exceeded in only two years since the town first commenced to purchase current in 1917.


There was a marked diminution of water power, so much so that the 36 inch wheel operated 1000 hours and the 33 inch wheel 365 hours less than in 1927 and produced only 10% of total output.


GAS


The supply of gas from the Taunton Gas Light Company continues to be satisfactory, the average B. T. U. for year being 548. The total purchased was 32,256,000 cu. ft., being 3,800,000 more than in 1927. 4,812,000 cu. ft. or 15% of amount purchased was billed out for house heating.
