Voted to authorize the Selectmen to accept the parcel of land now or formerly owned by C. S. Lovell at no cost to the Town to be used for street purposes on Lincoln Street, so called.


Article 24. To see if the Town will vote to authorize the Selectmen to acquire a parcel or parcels of land by the process of eminent domain to be used for street purposes on Lincoln Street, so called, and to act any- thing thereon.

Mass. State Guard Reserve, Middleboro, Mass., all bills to be approved by the Board of Selectmen, making a total of $6,000.00-$3,000.00 for Civilian Defense, $3,000.00 for State Guard Reserve, 4th Company.

On June Ist meeting called to order by Moderator Clark. After a 15-minute recess a quorum being present proceeded to act on the warrant.


Article 1. To hear the report of any Committees or Officers of the Town, to appoint any committees and take any action relative thereto.

To see if the Town will vote to amend Section 2 of Article 1 of the General By-Laws as amended, by striking out the words "Two hun- dred and fifty" and inserting therefor the words, "One hundred and fifty," so that Section 2 of the General By-Laws shall read as follows: "Section 2, One hundred and fifty legal voters shall constitute a quorum at all Town Meetings, provided that a number less than a quorum may from time to time adjourn the same. This section shall not apply to such parts of meetings as are devoted exclusively to the election of town officers," and act thereon.

Article 4. To see if the Town will vote to release without consider- ation whatever rights it may have in a strip of land on the northerly side of East Grove Street and extending from the Nemasket River to Fairview Street, and to take any action thereon.

Voted that the Town release without consideration whatever rights it may have in a strip of land on the northerly side of East Grove Street, and also the right to use and occupy a piece of land on the north side of said Grove Street from the westerly limit of the above described lot a rod wide to the Nemasket River. The same to be used by said Town for the purpose of dumping stone, bushes, and other useless material.


Article 5. To see if the Town will vote to transfer the sum of seven thousand five hundred twenty-five dollars ($7,525.00) from the unexpended balance of the New Equipment account of the Highway Department appro- priation for the purpose of providing the Old Age Assistance Department with sufficient funds to meet its necessary expenses for the year 1942, and act thereon.

To see if the Town will vote to transfer the sum of six thousand dollars ($6,000.00) from the Highway Department appropriation, three thousand dollars ($3,000.00) to be transferred from the Outside Oiling account and three thousand dollars ($3,000.00) to be taken from the Inside Oiling account, said sum of six thousand dollars ($6,000.00) to be used by the Assessors as a receipt for the purpose of fixing the tax rate for the year 1942, and act thereon.

SPECIAL TOWN MEETING October 19, 1942

On October 19 meeting adjourned for one week for lack of quorum. On October 26 meeting adjourned to Friday evening for lack of quorum. November 6 meeting called to order by Moderator Clark.


Article 1. To hear the report of any Committees or Officers of the Town, to appoint any Committees and take any action relative thereto.


No action taken.


Article 2. To see if the Town will vote to transfer the sum of two thousand dollars ($2,000.00) from the unexpended balance of the Old Age Cash Grants Account to the Aid to Dependent Children Cash Grant Account, and act thereon.


Voted to transfer the sum of two thousand dollars ($2,000.00) from the unexpended balance of the Old Age Assistance Cash Grants account to the Aid to Dependent Children Cash Grant account.


Article 3. To see if the Town will vote to transfer the sum of two thousand five hundred dollars ($2,500.00) from the unexpended balance of the Welfare Expense account to the Welfare Infirmary Expense account, and act thereon.


Voted to transfer the sum of two thousand five hundred dollars ($2,500.00) from the unexpended balance of the Welfare Expense account to the Welfare Infirmary Expense account.


Article 4. To see if the Town will vote to raise and appropriate the sum of two hundred and fifty dollars ($250.00) for the leasing of land for parking purposes in the rear of Center and North Main Streets in said Town and to authorize the Board of Selectmen of said Town to negotiate said leases on behalf of said Town, and act thereon.


A motion was made to amend the phraseology of this article and same was declared not in order by the Moderator. The ruling of the Moderator was questioned by the maker of the motion. A vote taken sustained the ruling of the Moderator.


Article 5. To see if the Town will vote to raise and appropriate the following sums of money for the Fire Department, namely: Tires, Repairs and Equipment Account, nine hundred twenty-two dollars ($922.00) ; all other accounts, seventy-eight dollars ($78.00), to defray the cost of the department for remainder of year 1942, and act thereon.


A motion was made to amend this article, but it was ruled not in order by the Moderator. Again his decision was questioned and this vote did not sustain the ruling of the Moderator.


Voted that Article 5 be amended so as to read as follows: To see if the Town will vote to appropriate out of Free Cash now in the Treasury, or any other available funds the following sums of money for the Fire Department, namely: Tire, Repairs and Equipment account, nine hundred twenty-two dollars ($922.00) ; all other accounts, seventy-eight dollars ($78.00) to defray the cost of the department for the remainder of the year 1942, and act thereon.


A motion was made under this amended article but the Moderator had a count of voters present taken and as this showed that a quorum was not present, no action was taken on the motion.

To see if the Town will vote to raise and appropriate the following sums of money for the Health Department, namely: Wage Account, six hundred dollars ($600.00) ; All Other Expense Account, eight hundred dollars ($800.00), said sums to be used to defray the cost of the depart- ment for remainder of year 1942, and act thereon.


No action taken.


Article 7. To see if the Town will vote to raise and appropriate the sum of three hundred dollars ($300.00) for purpose of maintaining a night watchman at the pumping station of the Water Department for the remain- 1 der of year 1942, and act thereon.


No action taken.


Article 8. To see if the Town will vote to raise and appropriate the sum of seventy-five dollars ($75.00) to defray the cost of plates and mate- rials incidental to bicycle registration, and act thereon.


No action taken.


Article 9. To see if the Town will vote to extend the present water system to the swimming pool at the North Main Street Playground, to raise and appropriate money therefor, or take any other action relative thereto.


Voted to extend the present water system to the swimming pool at the North Main Street Playground and appropriate out of Free Cash now in the Treasury, or any other available funds the sum of two thousand five hundred dollars ($2,500.00) to defray the cost of this construction.
