already over crowded, we believe one room should be added to South Middleboro school. This will cost not to exceed $6,500.00 and we re- commend this room be added to that school.


At West Side School the increasing size of classes has made it necessary to reduce the number of grades there and have some of the upper grades attend center school. We report to you that four rooms can be added to that school, two rooms on each floor, of construction sim- ilar to the present building and with slight remodelling of that building, with proper entrances, exits and fire escape at a cost not to exceed $25,- 000.00. This would remove sufficient pupils from the center schools to eliminate return to two platoons for at least one year. This has the tentative approval of the Department of Public Safety.


The Washburn unit near Memorial High School can be used for classrooms only one more year. It seems to your committee the best solution to housing needs after that is the addition to the present high school of about sixteen rooms, together with gymnasium, agricultural shop, home economics rooms and cafeteria, these rooms to be used for high school, junior high school or elementary grades as seems best to the school committee. This would incorporate the Washburn unit as a shop for which it was originally built. To build this addition it would be necessary to acquire a narrow strip of land about sixty feet wide at the very back of the present privately owned property adjacent to the tennis courts. It would not disturb any residences, would put the ad- dition less than seventy five feet nearer the houses than the tennis courts are now and no additional driveways would be necessary on the street side for this addition. The total cost of this addition would be from $750,000.00 to $800,000.00 but would be assisted by the State making the cost to us from $375,000.00 to $400,000.00.


These additions as we have outlined would take care of your school needs for five to seven years but we believe we should inform you that if the birth rate continues to rise during the next five years as it has during the past seven you will need to have ready in less than ten years another unit of thirteen rooms at the elementary level. We are not suggesting a new grade school at this time as we feel that the need for agricultural shop, vocational and home economics courses added to the High School curriculum are a more pressing immediate need at this time.


This committee does not wish you to get the impression we believe these are the only answers to your needs. There are many other ways of solving them. There are many other desirable locations for building entirely new schools; there are other ways of adding to the present High School but with South Middleboro and West Side we have gone where there are pupils within the area to fill these rooms and in that way slight- ly relieved the center school at least from any increase from these areas for a few years. With the High School addition we have tried to make use of the expense to which the town has already gone in the prepara- tion of plans, taking one which looked feasible, making some changes in it but not enough to make it necessary to pay full architects fees again and still give as much as we believe it is possible to get from the amount of money you will have to spend.

ANNUAL REPORT SPECIAL TOWN MEETING July 28, 1952


Meeting called to order by Moderator Clark. The meeting was at ease for forty minutes awaiting a quorum which failed to assemble. Voted to adjourn until the following Monday evening, August 4th.


SPECIAL TOWN MEETING August 4, 1952


Article I. To see if the Town will vote to appropriate the sum of $24,500.00 to be taken from free cash in the Treasury, in addition to the sum of $25,000.00, previously appropriated for constructing, furnishing, and equipping a four-room addition to the West Side School and act anything thereon.

The Finance Committee does not recommend favorable action.


Article II. To see if the Town will vote to accept the provisions of Chap. 409, Sec. 4 of the Acts of 1952, entitled, An Act "Providing for Certain Changes in the Town Manager Form of Government in the Town of Middleboro," which provides for the striking out of Sec. 1 of Chap. 592 of the Acts of 1920 and inserting therefor a new Sec. 1, also changing the wording of Sec. 2 of said Chap. 592, and act thereon.

Article III. To see if the Town will vote to raise by taxation or from free cash, now in the Treasury, the sum of $3,000.00 for the Health Dept., T. B. Hospital Account for the year 1952, and act thereon. Voted and that the $3,000.00 be raised by taxation.


Finance Committee recommends that $3,000.00 be appropriated by taxation.


Article IV. To see if the Town will vote to authorize the Select- men to purchase, or take by eminent domain, easements or other rights in the land shown on plans numbered 71452A, 71452B and 71452C en- titled "Middleboro-Taunton Transmission Line," which plan was pre- pared by Gonsalves and Deane, Engineers, and dated July 14, 1952, for the purpose of constructing, repairing, maintaining and renewing lines for the transmission of electricity and intelligence by electricity along, across, over, within and under said land; and for this purpose to ap- propriate and raise the sum of $5,000 from funds in the Gas and Electric Light Department, which amount is to include the cost of land damages.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn all inhabitants of said Town, qualified to vote by law in elections, to meet at their respective polling places in said town, on Tuesday, November 4, 1952, that being the first Tuesday after the first Monday in November, to meet in Precinct 1 North Middle- boro Civic Association Hall, Center Street, Precinct 2 at the Fire Station, North Main Street, and Precinct 3 at the Scout Cabin, Wareham Street, the polls to be opened in all three precincts at 6 A.M. and to remain open until 8 P.M., to bring in their ballots to the Warden of their respective precinct for the following officers and question:


Presidential Electors; Governor; Lieutenant Governor; Secretary; Treasurer; Auditor; Attorney General; Senator in Congress; Congress- man; Councillor; Senator; Representative in General Court; Clerk of Courts; Register of Deeds; County Commissioners; County Treasurer.

STATE ELECTION


The polls were opened at 6 A.M. in all three precincts.


The following Election Officers were sworn in:


Precinct 1 .- Robert C. West, Georgianna M. Townsend, Leila M. Allan, Inez M. Chandler, Mildred C. Teeling, Doris B. Thorson, Ruth E. Caswell, Stella R. Fickert, Edna F. Davis, Jessie A. Carver, Lillian A. Nickerson, Mary Terwilliger and Lawrence Olson was the police officer present.


Precinct 2 .- Elisha H. Shaw, Laura Norris, A. Wilbur Fillmore, Ger- trude Martin, John Touhy, Jacob Swift, Esther Robidoux, Annie Healey, Helen N. Hoye, Helen Casey, Bertha Dunham, Harriet Sylvester, Alice Silvia, William Jacob, Louise Cashen, George Hathaway, Joseph Casey, Mary Casey, Ruth Hollis, Juliette Correia, Constance Huggins, Anita Gill, Constance Maynard and Charles Rogers served as police officer.


Precinct 3 .- Harlas L. Cushman, Perley Perham, Ellen Gallagher, James Brennan, Susan Brackett, Euphemia Lincoln, Walter Gillis, Rhoda Maxim, Eleanor Thomas, Alice Tripp, Patrick McMahon was police officer.
