That a committee of five be appointed by the Moderator and that said committee be hereby directed, authorized and empowered to enter into any agreements and contracts and to do all things necessary to plan, construct, furnish and equip new school buildings substantially in accord with Plan A as outlined in the report of the School Building Planning Committee appointed March 9, 1953, provided, never-the-less, that no agreements or contracts for construction, furnishing and equipment shall be entered into until such time as detailed plans and specifications shall first have been approved by the Massachusetts School Building Assistance Commission.


The Finance Committee recommends favorable action, to raise $1,017,000.00 by bonds payable in twenty years, $3,000.00 by taxation.


Geo. A. Shurtleff, Jr., Alton Kramer, Caleb Thomas, Harold Donner, Roger Kelley, Clifton McCrillis, Albert Maddigan, Robert Smith, Henry Burkland and Weston Eayrs, as tellers, passed out Yes and No ballots. Said ballots were collected and counted. The result of the vote was - Yes 281 No 69.


Article 4: To see if the Town will vote to extend the water main and install hydrants and valves from the present terminus on Center Street southerly a distance of about 3/10 of a mile to Bedford street, thence easterly a distance of about 6/10 of a mile along Bedford Street to the nearest hydrant, and to raise and appropriate a sum of money or issue bonds or notes for same, and act anything thereon. (By request).


Article 5: To see if the Town will vote to accept Mitchell street, so-called, as laid out by the Selectmen, as a town way for a distance of 556 feet, more or less, from Rock street, to raise and appropriate a sum of money for same, and act thereon.

Voted that the Town accept Mitchell Street, so called, as laid out by the Selectmen, as a public way, said street being bounded and described as follows;


Beginning at a stone bound in the westerly line of Rock Street which is 64.09 feet southeasterly of the northeast corner of Lot No. 1 as shown on a plan of Nemasket Heights, Section No. 1 by Walter E. Rowley and recorded at the Plymouth County Registry of Deeds; thence along the arc of a curve to the right or southwesterly 76.23 feet, said curve having a radius of 46.22 feet; thence South 59° 31' 10" West a distance of 315.18 feet to an angle point in said Mitchell Street; thence South 52° 52 ' 50" West a distance of 190 feet; thence turning at a 90 degree angle across said Mitchell street at a South- easterly direction a distance of fifty feet to the other side of said road; thence turning at a 90 degree angle and proceeding North 52° 52' 50" East a distance of 190 feet to a stone bound and an angle point of tangency thence North 59° 31' 10" East a distance of 316.21 feet to a stone bound and point of curvature; thence 80.72 feet measured along the arc of a curve to the right having a radius of 54.09 feet to a point of tangency; thence North 34° 58' 50" East 150.15 feet to a point of beginning.


And that the sum of $1,000.00 be appropriated and raised by tax- ation for the purpose of improving the same.


Finance Committee recommended favorable action with appropri- ation of $1,000.00 to improve Mitchell Street.


The Plan Book and page was stricken out by vote of meeting.

SPECIAL TOWN MEETING


Article 1: To see if the Town will vote to approve an addition of two patrolmen in the Police Department and act anything thereon.


Voted unanimously to approve an addition of two (2) patrolmen in the Police Department.


Article 2: To hear the report of any committee or officers of the Town to appoint any committee or take any action relative thereto.


Francis Sylvia presented to the meeting a report from the School Committee. This report pertains to the loss of Bates School and what action the Board has taken to meet the situation caused by the loss of Bates School. (Report placed on file).


Voted unanimously that said report be accepted as read.


Voted to have the Moderator appoint a committee of three to study the problem of finding a new location for the town dump and the pos- sible method of disposal, and report to the Annual Town Meeting.

ANNUAL REPORT


Francis Sylvia submitted a report showing progress of the building committee working on the erection of a Junior High School and also an addition to the High School building. This report in substance states that the firm of I. T. Almy of Fall River, has been contracted to design both the Junior High School and an addition to the present High School. At the present time plans have been approved and it is anticipated that the final detail plans will be ready to advertise for bids by the latter part of February or early March. This report is placed on file.


Article 3: To see if the Town will vote to authorize the Selectmen to hire an engineer to conduct a survey of the Sewerage requirements for the Town and to prepare plans and profiles for proposed extensions of the system, and for this purpose to transfer a sum of money from the balance in the Sewage Disposal System Account, and act anything thereon.


Voted unanimously to authorize the Selectmen to hire an engineer to conduct a survey of the sewerage requirements for the Town and to prepare plans and profiles for proposed extensions of the system, and for this purpose to transfer $4,000.00 from the balance in the Sewage Disposal System Account.


Finance Committee recommends favorable action and the appropri- ation of $4,000.00 by transfer from the balance in the Sewer Disposal System Account.


Article 4: To determine the desire of the Town as to the disposition of the Bates School Building, to raise and appropriate a sum of money for the purpose of rebuilding or razing the same, and to act anything thereon.


Voted unanimously to raze the Bates School Building and raise and appropriate $1,000.00 for this purpose.


Finance Committee recommends razing the ruins of the Bates School Building and the appropriation of $1,000.00 for this purpose.


Article 5: To see if the Town will vote to transfer a sum of money from the School Account - Salaries of Supervisors, Principals and Teachers to School Account - Textbooks, Supplies and Equipment, for the purpose of replacing books, supplies and equipment lost in Bates School Fire, and act thereon.


Voted that the sum of $5,313.14 be transferred from the School De- partment Account - Salaries of Supervisors, Principals and Teachers to the School Department Account - Textbooks, Supplies and Other Ex- penses for the purpose of replacing books and supplies lost in the Bates School fire.


This also was unanimously voted.


The Finance Committee recommends favorable action with the trans- fer as voted.


Article 6: To see if the Town will vote to construct a sewer from the intersection of Sproat and Rice Streets and from a point on Pearl Street between Sproat and North Streets to the Trunk line Sewer; to acquire such easements as may be necessary in connection therewith, by gift or purchase or to take the same by eminent domain; and for these

purposes to raise and appropriate a sum of money by loan, pursuant to the provisions of Chapter 44 of the General Laws, or otherwise, and act anything thereon.


Voted unanimously to construct a sewer from the intersection of Rice and Sproat Streets and from a point on Pearl Street between Sproat and North Streets substantially in accordance with Route A of Plans prepared by Gordon E. MacNeill Associates, entitled Sewerage Studies, dated November 5, 1954, Scale 1"=400', to the Trunk line Sewer; to authorize the Selectmen to acquire such easements as may be necessary in connection therewith, by gift or purchase or eminent domain; and for these purposes the sum of $17,850.00 be transferred from Free Cash in the Treasury.


Finance Committee recommends favorable action and the appropria- tion of $17,850.00 by transfer from Free Cash in the Treasury.


Article 7: To see if the Town will vote to establish a fund with the proceeds of the fire insurance policies received, or to be received, for the loss on Bates School building and contents; and that such sum be held by the Town Treasurer to be expended for new school construction and the furnishing and equipping thereof, such sums to be expended only upon appropriation by a Town Meeting, and act anything thereon.


Voted unanimously that the Town establish a fund with the proceeds of the fire insurance policies received, or to be received, for the loss on Bates School and contents; and that such sum be held by the Town Treasurer to be expended for new school construction and the furnishing and equipping thereof, such sums to be expended only upon appropriation by a Town Meeting.


Finance Committee recommends that the total proceeds of the fire insurance policies, as received, be placed in a fund to be held by the Town Treasurer for new school construction.


Article 8: To see if the Town will vote to extend the water main from Taunton Street to the location for the construction of the New State Police Barracks on West Grove Street (also known as Route 28) to acquire such easements as may be necessary in connection therewith, by gift or purchase or to take the same by eminent domain; and for these purposes to raise and appropriate a sum of money, by loan, pur- suant to the provisions of Chapter 44 of the General Laws, or otherwise act anything thereon.


Voted unanimously to extend the water main from a point in Taunton Street at its intersection with a 40 foot way shown on a "Plan of Land in Middleboro, Mass., owned by Goldie E. Fagerberg" which plan is dated July 26, 1954 and is recorded with Plymouth County Registry of Deeds as Plan 487 of 1954; thence along said 40 foot way to West Grove Street; and thence Southeasterly along said West Grove Street to about the location for the construction of the New State Police Barracks; to au- thorize the Selectmen to acquire such easements as may be necessary in connection therewith, by gift or purchase or eminent domain; and for these purposes to transfer $2,500.00 from Water System Extension, West Grove and Taunton Streets Account.


Finance Committee recommends favorable action and the appropria- tion of $2,500.00 by transfer from the West Grove and Taunton Streets Water Extension Account.
