Article 18: To see if the Town will vote to amend its soil removal by-law adopted under Article 6 of the 1957 Special Town Meeting of June 24th, by deleting it in its entirety and substituting therefor the following:
"No person shall remove any soil, loam, sand, or gravel from any land in the Town not in public use unless such removal is authorized by a permit issued by the Board of Selectmen, except in conjunction with the construction of a building, or in the continued operation on the same parcel of an existing sand or gravel pit. 1: In section V-A-1 strike out the words "Twenty thousand" and substitute the words "Thirty thousand"; strike out the words "one hundred twenty" and substitute the words "one hundred fifty".
2: In section V-A-1-a insert the words "or subsequent amendment thereto" after the word "adoption".

Article 20: To see if the Town will vote to assent to the appoint- ment of Joseph C. Whitcomb as Trustee under the will of Thomas S. Peirce for the benefit of the Public Library of the Town of Middle- borough, and as Trustee under the will of Thomas S. Peirce for the benefit of the Town of Middleborough, without furnishing a surety or sureties on his official bond as Trustee under either of said Trusts, and act anything thereon.
Article 21: To see if the Town will authorize the Assessors to enter into a contract, as provided under Section 4 of Chapter 40 of the General Laws, for the preparation of Assessors' maps, and to appropriate from available funds in the treasury or raise and appropriate in the 1963 tax levy a sum of money to meet the 1963 installment on such contract.
Article 22: To see if the Town will authorize the Assessors to enter into a contract, as provided under Section 4 of Chaper 40 of the General Laws. for an expert appraisal of real esate, and to appropriate from available funds in the treasury or raise and appropriate in the 1963 tax levy an amount to meet the 1963 installment on such contract.
Article 23: To see if the Town will vote to accept the provision of Chapter 646 of the Acts of 1962 providing for an increase in the amounts of pensions and retirement allowances payable to certain former public employees.

Meeting was called to order at 12M in Precinct 1 by Warden Jessie A. Carver, in Precinct 2 by Moderator Clark and in Precinct 3 by Warden Gillis.
The Polls were declared open at 12 NOON.
The following election officers were sworn in :-
Precinct 1: Jessie A. Carver, Doris B. Thorson, Inez Chandler, Georgianna M. Townsend, Mildred C. Teeling, Madeline D. Davis, Stella R. Fickert, Mary Terwilliger and Harold Tower as Police Officer.
Precinct 2: Manuel J. Silvia, Helen M. Casey, A. Wilbur Fillmore, Lura Bradford, Annie Healey, Esther Robidoux, Frank Minot, Jeannette Bigelow, Marjorie Cushing, Madeline Alger, Lillian Bazinet, Louise Cashon, Susanne H. DaCosta, Marcella Dunn, J. ANNUAL TOWN MEETING
March 11, 1963 7:30 P.M.
Meeting called to order by Moderator Clark.
Article 21: Voted that the Town authorize the Assessors to contract for the preparation of Assessors Aerial Maps of the entire town to all its boundaries as provided in General Laws, Chapter 40 Section 4, such contract to be for a period of not more than three years with the total contract amount not to exceed $43,000.00 and to appropriate and raise the sum of $17,200.00 to pay the 1963 installment on such contract, the balance to be raised by taxes in 1964, the sum of $12,900.00 and the 1965 sum of $12,900.00 to be raised by taxes.
Finance Committee recommends negative action.
Article 25: The motion was made that the Town authorize the Assessors to contract for an expert professional appraisal of taxable real estate property and personal property tax on business property as provided in General Laws, Chapter 40 Section 4, such contract to be for a period of not more than three years with the total contract amount not to exceed $32,000.00 and to appropriate and raise the sum of $10,666.66 to pay the 1963 installment on such contract, equal payments to be raised by taxes for the 1964 and 1965 installments.
The result of the vote was YES 210 NO 219 therefore the mo- tion was lost.
Finance Committee recommends negative action.

Article 3: Voted that the Town Treasurer, with the approval of the Selectmen, be authorized to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1963, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accord with Section 17, Chapter 44 of the General Laws.
Article 5: Voted that the town raise and appropriate for the use of the Plymouth County Trustees for Aid to Agriculture, the sum of $200.00 and that Harold C. Gates be appointed Town Director for one year, as provided in Section 41 and 45 of Chapter 128 of the General Laws.
Finance Committee recommends favorable action and the appro- priation of $200.00.
Article 20: Voted unanimously that we assent to the appointment of Joseph Whitcomb as Trustee under the will of Thomas S. Peirce for the benefit of the Public Library for the benefit of the Town of Middle- borough, without furnishing a surety or sureties on his official bond as Trustee under either of said trusts.
Article 6: Voted that the income from sales of gas and electricity to private consumers and for gas and electricity supplied to municipal buildings and for municipal power and street lights be appropriated for Municipal Lighting Plant, the whole to be expended by the Manager of the Municipal Light Department under the direction and control of the Board of Selectmen for the expense of the Plant for said fiscal year, as defined in Section 57 of Chapter 164 of the General Laws, and that the sum of $85,000.00 be withheld and transferred therefrom, $5,000.00 for Town Hall Expense and $80,000.00 for the use of the Assessors in fixing the tax rate.
Finance Committee recommends favorable action but that the sum of $85,000 be withheld and transferred as follows: $5,000.00 for the Town Hall Expense, and $80,000.00 for use by the Assessors in fixing the tax rate.
Article 12: Voted unanimously that the town vote to authorize and direct the Tercentenary Committee to procure the writing af a second volume of the History of Middleborough updating Thomas Weston's His- tory from 1907, and for this purpose, the sum of $3,000.00 be appropri- ated and raised from Free Cash in the Treasury.
Article 7: Voted unanimously that the Town raise and appropriate the sum of $15,000.00 to meet the Town's share of the cost of Chapter 90 Highway Construction, and that in addition the sum of $15,000.00 be transferred from unappropriated available funds in the treasury to meet the County's share in the cost of this work, the reimbursement from the County to be restored upon their receipts to unappropriated available funds in the treasury.

Article 8: Voted unanimously that the Town raise and appropriate the sum of $5,000.00 to meet the Town's share of the cost of Chapter 90 Highway Maintenance and that in addition the sum of $5,000.00 be tran- ferred from unappropriated available funds in the treasury to meet the County's share of the cost of this work, the reimbursements from the County to be restored upon their receipts to unappropriated available funds in the treasury.
Finance Committee recommends favorable action and the appropri- ation of $5,000.00.
Article 9: Voted unanimously that the sum of $2,068.39 be trans- ferred from the Road Machinery Fund to the Road Machinery Account.
Article 11: Voted that the Town accept the bequest under the will of Hattie A. J. LeBaron by which the Town is left the sum of $4,000.00 for the benefit of elderly people in the Town of Middleborough who might require financial assistance and any amount paid to them from this fund to be in addition to any amount which they may be entitled to receive from Old Age Assistance, this fund to be known as the "Calvin Murdock Fund."
Article 16: A motion was made that the Selectmen be authorized on behalf of the Town to acquire the land off Cross Street as described in the Warrant, for the purpose of a municipal Dump, and for this pur- pose to raise and appropriate the sum of $7,762.95 by transfer from the unexpended balance in the Ledger Account "Municipal Dumping Ground Account."
As an amendment, it was voted that this motion be tabled indef- initely.
Article 17: A motion was made that the Selectmen be authorized on behalf of the Town to acquire the land off Wood Street, as described in the Warrant, for the purpose of a municipal dump, and for this pur- pose to raise and appropriate the sum of $7,762.95 by transfer from unexpended balance in the Ledger Account "Municipal Dumping Ground Account."
As an amendment, it was voted that this motion be tabled indef- initely.
Article 14: Voted that the water mains, together with necessary hydrants, gates and valves, be extended in Wood Street from Wareham Street to Sachem Street, and for this purpose the sum of $8,000.00 be raised by appropriation and that betterments be assessed.

Article 13: Voted that the Town reconstruct parts of North, Pearl and Rice Streets, to include North Street from School to the junction with Oak Street including approximately 2000' roadway and drainage with Catch Basins and Manholes, and approximately 1200' of drainage outlet from North Street toward the river through property owned by Peirce Trustees, and to connect such drainage system with Pearl and Rice Streets, and to acquire by gift or purchase or taking by Eminent Domain, drainage easements in the land of the Peirce Trustees lying to the East of North Street, and for this purpose the sum of $25,150.86 re- ceived from the Commonwealth of Massachusetts under the provisions of Chapter 782 of the Acts of 1962 be appropriated and raised by transfer from the Highway Bond Fund.
Article 4: The Selectmen were questioned as to why the motion of a previous meeting, which directed the Selectmen to discontinue the dump at its present site, has not been carried out. The Chair ruled that this question was out of order.

Greetings :---
In the Name of the Commonwealth of Massachusetts, you are hereby required to notify and warn all the inhabitants of said Town, qualified to vote in town affairs, the Voters of Precinct 1 in the North Congrega- tional Church, Precinct 2 in the Armory on Elm Street and Precinct 3 in the South Middleborough Fire Station on Wareham Street of said town on Wednesday, May 1, 1963 at 12 noon to act on the following article.
