REPORT OF THE TOWN TREASURER AND COLLECTOR
To the Citizens of the Town of Middleborough:
It is with distinct pleasure that I submit my report, accompanied by the following schedules, for the year 1963.
During the year, your Treasurer and Collector received a total of $4,003,350.16 and disbursed a total of $4,193,956.50. Included in these disbursements was $1,475,421.60 for payroll expenses in all our various departments. There were a total of 665 individuals who received payroll checks from the Town. Some of these individuals may have worked for one hour whereas others worked all year.
In the year 1963, the State took a new outlook regarding the out- standing Real Estate Taxes due from the N.Y., N.H. & Hartford Railroad Company. The taxes owed by the railroad were the only ones outstanding for the years 1960 through 1962, as all the others had been taken into our Tax Title Account previously. During the year we received permission from the Department of Corporations & Taxation to open a new account on the books of the Town called Taxes in Litigation. This takes the taxes off the outstanding list of the Collector and records them in a receivable account due the Town. At the present time there is $6,119.85 in this account which may or may not ever be collected. This can only be deter- mined by the Court.
On August 19, 1963 the Town recorded Liens on 43 individual par- cels of land for overdue Real Estate Taxes. The total amount of these Liens was $5,866.11. As of December 31, 1963, we have a total of 79 Liens against various parcels for a total value of $23,293.64.
The Plymouth County Commissioners awarded land damages to cer- tain individuals in connection with work done on South Main Street and to be done on Old Center Street. These damages cannot be paid until after the Town Meeting as the Town does not have any provision to pay them at the present time. Shortly after Town Meeting all those who have applied for damages will be paid.
On November 14, 1963 we invested $400,000.00 of surplus funds in U. S. Treasury Bills and Negotiable Time Certificate of Deposit. These funds were timed so as to come due when we need the money in Feb- ruary, March and May.
The sum of $5,644.91 was turned over to the Town of Middlebo- rough in 1963. This is the amount of money that we collected from all late taxpayers in interest, demand, warrant and various other charges. This total sum was placed in Estimated Receipts to help defray the tax rate. All of these fees are set by the State and become part of the tax. Once they are placed thereon, they cannot be removed in any case.

Your Treasurer, as Trustee for all Cemetery Funds held by the Town for perpetual care on various lots, has made numerous trips to the various cemeteries during the year to see if all the lots have received proper care. There are a few small cemeteries in town that do not, to our knowledge, have anyone to administer them and in some of these we have funds to pay for the care of certain lots. If anyone has any knowledge as to who administers them, please let us know.
In closing, I would like to state that the Town of Middleborough is very fortunate in having such dedicated employees as are in the office of the Town Treasurer & Collector: Mrs. Verna Peirce, Mrs. Ruth Mc- Crillis, Mrs. Ruth Maleski and Mrs. Alice Sylvia. To all other depart- ments, our sincere thanks for your cooperation. Most especially to you the Taxpayer, thank you, for without your cooperation we could not operate as efficiently.
