REPORT OF SCHOOL COMMITTEE.
In accordance with the provision of the law, the School Committee of the Town of Plymouth make their annual report.
We regard the condition of the schools excellent con- sidering the crowded state of most of our school-rooms, and the consequent overwork of many of the teachers. Never before, probably, have we had a more competent and thoroughly faithful set of teachers, or more devoted labor on the part of our Superintendent. More teachers and more school-houses are needed. A new building for the Oak Grove School is now an absolute necessity, and we feel obliged to ask at ouce for an appropriation to be made at the coming Town Meeting. The question of a new building, or of reconstructing the present build- ing so as to furnish some suitable accommodation for the High School, is pressing itself upon the attention of the Committee, and has been debated with much thought from time to time during the year. That such provision will soon have to be made there can be no doubt what- ever. Various plans to meet these needs have been dis- cussed at considerable length, with a desire to incur no

expense that is not actually demanded, but no plan to meet the case has yet been presented which the Commit- tee as a whole were prepared to offer to the Town with the recommendation that it be adopted. But we desire by this statement to draw the attention of the voters of the Town to the call which will soon be made upon them to act upon the question of a considerable outlay to provide for the above-named necessities of our High School and of other schools in that vicinity.
In our last report we referred to the fact that, excellent as the present course of study might be, there seemed to be something wanting to meet the demand made every- where by the public for a more practical training. With this thought in view, a sub-committee was appointed to present to the Board suggestions for improved methods ; and, as their report presents several points which it may be well for the parents of the pupils to consider, we em- brace that in this, our general report. It is as follows :
" The Sub-Committee
recently appointed by the School Committee to take into consideration the ' Course of Study' in the public schools of Plymouth, and to suggest such changes as may be deemed expedient, report as follows :
We recommend that, under such methods as the Super- intendent of Schools may devise, provision be made for teaching Music, Drawing and Book-keeping in our schools, the Music and Drawing as a regular exercise for all the

pupils in schools of all grades, (at least above the primary school), including the High School ; the Book-keeping, as well as Mechanical Drawing, to be "elective studies," and limited to the High School.
Your Committee also recommend that the High School course embrace a branch of study which may be desig- nated " The Knowledge of Practical Subjects and of the Events of the Day." This should include information upon topics of general interest, foreign and domestic movements, state and national affairs, progress in arts and sciences and in reforms, constitutional history, the rights and duties of citizenship, political and moral rela- tions. commerce, banking, mechanical inventions and manufactures, exports and imports, and all those matters which every well educated man or woman ought in some degree to be familiar with, and able to converse upon sensibly ; but which so few of the graduates of our High Schools generally (throughout the country, probably) know anything about. This course is recommended not merely for the practical value of the knowledge thus acquired, but as giving to our young men and women an enlarged interest in real things, outside of themselves and their own private homes or business ; giving them, also, that most valuable habit of mind which during all their after lives will induce them to read and think and feel about what is occupying earnest men in the world of thought and action.
Under a regular method this branch of study which we now propose can be introduced and pursued without

seriously interfering with the general system already adopted. But we assume that, even if part of the time now given in our schools to extra attainment in the higher branches of modern language or of English litera- ture must be sacrificed (as some might be inclined to say) to the acquirement of this general information, and this acquaintance with practical things, and with the life of to-day, it will be a sacrifice which will tend to make our public schools more really what they ought to become, viz: agencies for educating not a limited number very highly in special directions, but for educating the mass of the people into intelligent and competent citizens, where the common school education shall run parallel with common sense.
The importance of making provision for this branch of instruction is more and more felt by the community at large ; and the almost total lack of any instruction in this direction is, we believe, one of the most decided causes of the dissatisfaction with our public schools which, from time to time, is felt and expressed ; it is one reason among others, also, why so many of the pupils, especially the boys, drop out during the last two years of their school course. The interest which they would un- doubtedly feel in these topics that are related to real life and the activities, business and movements of the present time would, we are quite sure, retain in our High Schools many more scholars, and thus secure to them what they ought certainly to have --- a more com- plete and thorough education in the various valuable

branches which are usually taught during those closing two years of the course.
The possible lack of that peculiar training or qualifica- tion in an instructor which might seem requisite for teaching this new branch is fully met by a publication, just issued, devoted to this very end .* It is a care- fully prepared periodical, printed once in two weeks, soon to be issued each week. Each number contains, in condensed form, all important current news, and a clear, short treatment of some ten or twelve topics of a practical nature, such as we have recommended for study. Accompanying each number of this paper is a series of comprehensive questions for the use of both teachers and pupils.
We may fitly mention that the Principal of our High School has already recognized the desirableness of such a branch of instruction, inasmuch as he constantly selects as subjects for the compositions of his pupils topics of the same character as those suggested above ; so likewise in the class in Physics, we find that he constantly links in with the abstract principles various practical applications not contained in text-books.
