Article 6. To take such action as the Town shall see fit in aid of the Plymouth Public Library.


The Committee recommends the appropriation of $8,850.00 including the Dog Tax for 1938 amounting to $1,593.41.

Article 7. To see if the Town will vote to accept the offer of the Plymouth Cordage Company to permit the use of the Loring Reading Room, and the books, periodicals, furniture and equipment connected therewith as a branch public library, to be operated under the direction of the Plymouth Public Library, and will make the necessary ap- propriation therefor.


The Committee recommends that the Town accept the offer and appropriate $3,000.00 for operation in 1939.


Article 8. To see if the Town will appropriate a sum not exceeding seven hundred and fifty (750) dollars in aid of the Manomet Public Library.


The Committee recommends the appropriation of $750.00.


Article 9. To see what amount the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture and to choose a Town Director, as provided in Sections 41 and 45 Revised Chapter 128 of the General Laws, and act thereon.


The Committee recommends the appropriation of $150.00 and the choosing of a Town Director.


Article 10. To see if the Town will vote to appropriate the sum of seventeen thousand (17,000) dollars, Highway Fund, provided by Chapter 2 of the Acts of 1939, for Highway Construction and Reconstruction.


The Committee recommends the appropriation of the $17,000.00 Highway Fund, for Highway Construction and Reconstruction. $750.00 to be allotted for use in con- struction or reconstruction on the Federal Furnace Road in conjunction with the State Department of Public Works and the Plymouth County Commissioners, if re- quired.


Article 11. To see if the Town will appropriate the sum of four hundred (400) dollars for Rifle Range Ex- penses.

Article 12. To see if the Town will appropriate a sum not exceeding four hundred (400) dollars for the Obser- vance of Memorial Day.


The Committee recommends the appropriation of $400.00.


Article 13. To see if the Town will appropriate a sum not exceeding two hundred and fifty (250) dollars for the Observance of Armistice Day.


The Committee recommends the appropriation of $250.00.


Article 14. To see if the Town will appropriate the sum of five hundred (500) dollars for the Observance of July Fourth, said money to be expended by the Board of Selectmen.


The Committee recommends the appropriation of $500.00.


Article 15. To see if the Town will appropriate the sum of two thousand (2,000) dollars for the employment of one or more district nurses. (By Petition)

Article 16. To see if the Town will appropriate a sum not exceeding fourteen hundred and fifty (1,450) dollars for the cultivation, propagation and protection of shell- fish, to be expended under the direction of the Board of Selectmen.

Article 17. To see if the Town will appropriate a sum not exceeding twelve hundred and fifty (1,250) dollars to be used in construction on the Federal Furnace Road

to Carver, in conjunction with the State Department of Public Works and the Plymouth County Commissioners.


The Committee recommends the appropriation of $1,250.00.


Article 18. To see if the Town will appropriate a sum not exceeding thirty-five hundred (3,500) dollars to be used in construction on Water Street, in conjunction with the State Department of Public Works and the Plymouth County Commissioners.


The Committee recommends the appropriation of $3,500.00.


Article 19. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town fourteen (14) days at least before the sale, property taken by the Town under tax title procedure, provided that the Selectmen or whomsoever they may authorize to hold such public auc- tion may reject any bid which they deem inadequate, or take any action relative thereto.


The Committee recommends favorable action by the Town.


Article 20. To see if the Town will appropriate the sum of three hundred (300) dollars to be used for making monthly payments of fifty (50) dollars, to June 30, 1939, to the widow of Herbert R. Benton and the parents of James H. Devitt, said Benton and Devitt having been killed while serving as volunteer firemen in fighting a forest fire in the Town of Plymouth. Authority for such payments is given by Chapter thirteen of the Acts of 1938.


The Committee recommends the appropriation of $300.00 to be used for the purposes set forth in the article.


Article 21. To see what action the Town will take with reference to renaming Moning Terrace, as requested by the late Charles Moning.

Understanding this to have been the direct request of the late Charles Moning, for whom the way was named, the Committee recommends that the Town so act, and that the name be changed to West Street.


Article 22. To see if the Town will appropriate the sum of seventy-two hundred and fifty (7,250) dollars for the purchase and installation of a Diesel engine pump at the Pumping Station as recommended by the Water Com- missioners.


The Committee recommends that the Town take no action under Article 22.


Article 23. To see if the Town will acquire by pur- chase for school purposes, the land known as the Grace A. Pope property lying on the southwesterly side of Union Street and adjoining other land of the Town of Plymouth, and make an appropriation not exceeding two thousand (2,000) dollars therefor.


The Committee recommends that the Town take no action under Article 23.


Article 24. To see if the Town will instruct the Select- men to petition the General Court to authorize the Town to borrow fifty thousand (50,000) dollars to be expended for the alteration of the old high school in said Town, and for an addition to said old high school, and for the instal- lation of heating equipment, and for the equipping said old high school and addition for the purpose of establish- ing and maintaining a trade school therein.


That the Selectmen be instructed to petition the Gen- eral Court to authorize the Town to borrow $50,000.00 to be expended for alteration of the old High School and for the installation of heating equipment and for the equip- ping of said old High School and the addition for the pur- pose of establishing and maintaining a trade school there- in, provided the loan so authorized is duly voted by the Town at some subsequent town meeting, and that the Moderator appoint a committee of seven to investigate

the desirability of establishing a trade school in Plymouth and report to the Town at the next annual town meeting.


Article 25. To see if the Town will appropriate the sum of five hundred (500) dollars for portable seats on Cole's Hill.


The Committee recommends that the Town take no action under Article 25.


Article 26. To see if the Town will appropriate the sum of three thousand (3,000) dollars for the purchase of a new truck for the Forest Fire Warden's Department.


The Committee recommends no appropriation but that a committee of ten be appointed by the Moderator to re- port to the Town on the advisability of combining the Forest Warden's Department with the regular Fire De- partment.


Article 27. To see if the Town will appropriate a sum not exceeding fourteen thousand five hundred (14,500) dollars for the purchase of a ladder truck.


The Committee recommends the appropriation of $14,500.00 for the purchase of a ladder truck.


Article 28. To see if the Town will authorize the Board of Selectmen to lay out and construct, as a W. P. A. project, an intercepting sewer from the Kingston- Plym- outh Town Line at Seaside south to Lumber Lane, so- called, and to acquire by purchase, gift or eminent domain the lands and easements necessary therefor and will make the necessary appropriation therefor.


The Committee recommends that the Town so author- ize the Board of Selectmen and appropriate $100.00 for the purposes set forth in Article 28. Mr. William H. Arm- strong and Mr. Porter T. Harlow recorded as voting in the negative.


Article 29. To see if the Town will vote to raise and appropriate the sum of five hundred (500) dollars for the

purpose of maintaining, during the ensuing year, the mos- quito control works constructed in the Town of Plymouth, as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931.


The Committee recommends the appropriation of $500.00.


Article 30. To see if the Town will vote to purchase for ranges for small arms practice, drill or parade grounds, two adjoining parcels of land containing fifty (50) acres more or less, situated in Manomet near the Beaver Dam Road, now owned by John H. Murray and under lease to the Town for said purposes; and appropri- ate, for the purchase and improvement of said land, the sum of eighteen hundred and thirty-eight (1,838) dollars, now in the Town Treasury, received by the Town from sale of the Brooks property at Manomet Point in 1935.


The Committee recommends that the Town take no action under Article 30.


Article 31. To see if the Town will provide co-opera- tion with the Federal Government in unemployment re- lief and other projects, of direct or indirect benefit to the Town or its inhabitants, and appropriate fifty thousand (50,000) dollars, forty-five thousand (45,000) of which shall be appropriated from money in the Treasury not otherwise appropriated. Said appropriation to be subject to transfers only on orders of the Board of Selectmen for the several projects and for necessary local administra- tion.


The Committtee recommends the appropriation of $40,000.00 from money in the Treasury not otherwise ap- propriated, to be used for the purposes and in the manner set forth in the article.


Article 32. To see if the Town will instruct the Board of Selectmen to appoint a committee of fifteen (15) to further study the sewage disposal question and report

their findings at the next annual Town meeting; and to see if the Town will appropriate the sum of five hundred (500) dollars for expenses of said committee.


The Committee recommends that the Town vote to so instruct the Board of Selectmen, and appropriate the sum of $250.00 for said expenses.


Article 33. To see if the Town will appropriate a sum not exceeding forty-five hundred (4,500) dollars for the purchase of a new grader for the Highway Department.


The Committee recommends the appropriation of $4,500.00 for the purchase of this equipment.


Article 34. To see what action the Town will take on appropriating the sum of one hundred and fifty (150) dollars to defray the expenses of "Old Home Day" on Thursday, November 30, 1939, the said sum of $150 to be expended under the supervision of the Board of Select- men.

Article 35. To see if the Town will accept the Act as provided in House Bill No. 1687 and reading as follows : An Act relative to the appropriations by the Town of Plymouth for certain municipal purposes.


Section 1. The town of Plymouth may for the pur- pose of maintaining an information bureau, replying to requests for information by mail or otherwise, defraying the cost of printing and publication of historical and in- formative material, participation in events of an histor- ical or civic nature, entertainment of visiting dignitaries, accommodation for conventions of veterans or other patri- otic and civic organizations, appropriate a sum not ex- ceeding five thousand (5,000) dollars per year.


Section 2. This act shall take effect upon its passage and upon acceptance by vote of the town, at its annual or any special town meeting held within two years of enact- ment.

The Committee recommends that the Town take no action under Article 35.


Article 36. To see if the Town will appropriate a sum not exceeding three thousand (3,000) dollars, to be ex- pended under the direction of the Board of Selectmen for the purposes set forth in Article 35.


The Committee recommends that the Town take no action under Article 36.


Article 37. To see if the Town will appropriate a sum not exceeding eleven hundred (1,100) dollars to be ex- pended under the direction of the Selectmen, under Sec- tion 6A, Chapter 40, of the General Laws, for the pur- pose of advertising its resources, advantages and attrac- tions.


The Committee recommends that the Town take no ac- tion under Article 37.


Article 38. To see if the Town will appropriate the sum of eleven hundred (1,100) dollars, in accordance with the provisions of Clause 37, Section 5, Chapter 40 of the General Laws (Tercentenary Edition) for providing proper facilities for the holding of conventions and the reception of distinguished guests. Said appropriation to be expended under the direction of the Board of Select- men.


The Committee recommends the appropriation of $1,000.00 to be expended under the direction of the Board of Selectmen, for the purposes and in accordance with the provisions of this law.


Article 39. To see what action the Town will take with reference to the recall of Park Commissioner Arthur L. Morse and such other Park Commissioners who may have condoned by official vote or otherwise, the conversion of a town owned portable building into a private cottage on the shores of Hoyt Pond, the same which was returned to the Town following legal demand made upon Mr. Morse

by the Town Counsel, and an investigation made by the Chief of Police. (By Petition)


The Committee makes no recommendation to the Town on this Article as we are advised by Counsel that we ought not to consider the question but should leave the matter to a vote of the Town without recommendation.


Article 40. To see if the Town will appropriate the sum of three hundred and fifty (350) dollars, including two hundred (200) dollars received from insurance on tool house destroyed by fire, to be used for purchase of a road scraper for the Park Department.


The Committee recommends that the Town take no action under Article 40.


Article 41. To see if the Town will accept and allow as a town way, Off Savery's Avenue, from Standish Ave- nue westerly approximately two hundred (200) feet on Savery's Avenue, thence northerly and easterly to land owned by Augusto Giovanetti, as laid out by the Selectmen and reported to the Town, and appropriate the sum of one hundred (100) dollars for land and property dam- ages and expense of acquiring titles. The Committee recommends that the Town take no action under Article 41.


Article 42. To see if the Town will accept and allow as a town way, Ocean View Road, westerly from Priscilla Road, approximately five hundred (500) feet, as laid out by the Selectmen and reported to the Town, and appro- priate the sum of one hundred (100) dollars for land and property damages and expense of acquiring titles.

Article 43. To see if the Town will vote to permit the material dredged from Plymouth Harbor to be deposited on and adjoining Long Beach in the event that either the United States of America or the Commonwealth of Massa- chusetts, or both of them in co-operation, undertake the dredging of a mooring basin in Plymouth Harbor, and will direct the Board of Park Commissioners to make the necessary arrangements therefor in co-operation with the proper Federal and State engineers and officials.


The Committee recommends that the Town so vote.


Article 44. To see if the Town will appropriate a sum not exceeding five thousand (5,000) dollars to be paid over to the State Treasurer for certain improvements in Plymouth Harbor, in accordance with a plan prepared by the State Department of Public Works and the U. S. Army Engineers.


The Committee recommends the appropriation of $5,000.00 to be taken from money in the Treasury not otherwise appropriated.


Article 45. To see if the Town will appropriate the sum of one thousand (1,000) dollars to be used for pur- chasing and erecting a chain link fence around the Vet- eran's Field, as recommended by the Park Commissioners.


The Committee recommends the appropriation of $500.00 for purchasing and erecting a part of this fence.


Article 46. To see if the Town will appropriate from money in the Treasury received from sales of cemetery lots and graves, the sum of five hundred (500) dollars to be used for hard-surfacing roads in Vine Hills Cemetery, as recommended by the Cemetery Commissioners.

Article 47. To see if the Town will appropriate a sum not exceeding one hundred and fifty (150) dollars to be

expended, under the direction of the Plymouth Committee on Agawam and Halfway Pond Fisheries and in addition to a like sum to be appropriated by the Town of Wareham, in rebuilding the fish house on Agawam River destroyed by the hurricane of September 21, 1938.


The Committee recommends the appropriation of $150.00.


Article 48. To see if the Town will vote to name the junction of Main Street Extension, Sandwich and Water Streets, "Governor Carver Square", and appropriate one hundred (100) dollars to suitably mark it.


The Committee recommends that the Town take no ac- tion under Art. 48.


Article 49. To see if the Town will authorize the transfer of a sum not exceeding five thousand (5,000) dollars from the Reserve from Overlayings of Taxes to the Reserve Account in the hands of the Advisory and Finance Committee.

To see if the Town will instruct the Board of Selectmen to take all necessary action in the name of the Town to cause to be reopened that section of the public way known as Nicks Rock Road lying in that part of the Town known as Braunecker's Farm and crossing prop- erty reputed to be owned by one Joseph Teixeira, and to appropriate the sum of one hundred and fifty (150) dol- lars to defray the expenses incurred.
