On motion of Daniel F. Mulcahy, Voted : That the Town appropriate from money in the Treasury not otherwise appropriated, the sum of two hundred and sixty (260) dollars, for repairs to the property formerly of the Plym- outh Mills, now owned by the Town.
Article Three :
On motion of Daniel F. Mulcahy, Voted : That the Town appropriate, from money in the Treasury not otherwise appropriated, the sum of twenty-six hundred (2,600) dollars for Water Department Construction, to provide an additional water main from Jabez Corner to the vi- cinity of the Jordan Hospital.
Article Four :
On motion of Daniel F. Mulcahy, Voted : That the Town appropriate, from money in the Treasury not otherwise appropriated, the sum of fifteen hundred (1,500) dollars, as its contribution for the improvement of the harbor at Ellisville. SPECIAL TOWN MEETING
October 10, 1939
The Advisory and Finance Committee has held two meetings for consideration of this warrant; the subject matter of Article 4 having also been taken up at previous meetings.
The Selectmen, Assessors and Water Commissioners have met with us and furnished such information as has appeared to be necessary.
The Committee recommends favorable action and the appropriation by the Town, from money in the Treasury not otherwise appropriated, of the several sums as stated in all Articles 2 to 12, both inclusive.

REPORT OF ADVISORY AND FINANCE COMMITTEE ON THE ARTICLES IN THE WARRANT FOR SPECIAL TOWN MEETING
December 12, 1939
The Advisory and Finance Committee has conferred with the Board of Public Welfare and the Board of Selectmen on the subject matter of the several articles.
We believe that the amounts as set forth in the articles will fully provide for the departments' needs for the bal- ance of this year. In one or more of these appropriations it is very possible that a few hundred dollars less might be sufficient but, as the money to be appropriated will be from the Excess and Deficiency Account and any unex- pended balances will be returned to that account at the end of the year, it has not seemed advisable to make re- ductions which might result in a lot of unpaid bills being carried over until next March.
The committee therefor recommends favorable action and the appropriation by the Town, from money in the Treasury not otherwise appropriated, of the several sums as stated in all Articles 2 to 7, both inclusive.

REPORT OF THE BOARD OF SELECTMEN
To the Citizens of Plymouth :
The general scheme of financial administration of a town rests upon the exercise of common sense applied to practical problems of municipal government. The pro- motion of the public's rights and safety is involved to a great degree. It must be supported by taxation, dependent upon appropriations voted at Town Meeting with due con- sideration to legislative laws. It is necssary to consider municipal economy, the rate of taxation, the efficiency of public service, the necessities for the preservation of law and order and many other details.
With due regard to the above factors, the affairs of the Town, as related to this Board for the year 1939, have been duly administered, the details of which are enumer- ated elsewhere in this book, with a thought to economy and the best interests of our town.

REPORT OF SUPERINTENDENT OF STREETS AND SEWERS
To the Honorable Board of Selectmen :
Gentlemen :
I herewith submit a report of the work done in the Street and Sewer Departments from January 1, to De- cember 31, 1939.
SEWERS
108' of 8" sewer pipe was laid to extend the Main Sewer on Cole's Lane for a new service at the Jordan Hospital. 4,810' of 8" sewer pipe was laid on Nook Road, South St. and Braley Lane with 19 manholes. This was laid with W. P. A. labor under Highway Department supervision.
STREET CLEANING
The usual work of cleaning streets was carried out this year.
ASPHALT SIDEWALKS
Approximately 8,160 sq. yds. of Hot-Mixed sidewalks were laid on various streets. On the easterly side of Water St., the old granolithic sidewalk was removed by the Highway Department and replaced by W. P. A. labor.
HARD-SURFACED STREETS
On 16 streets, the old surface was scarified, brought to grade with gravel and a top surface of No. 2 stone and tar, including a sand and tar seal. 8 streets were resurfaced with 1/2" stone and tar, mixed in place and rolled. 1,653' of trench was brought to grade and hard-surfaced with tar and No. 2 stone.

SPECIAL BUDGET
Approximately 11/2 miles of Ellisville Road was widened and resurfaced with 1/2" stone and tar. 3 miles of Long Pond Road was sealed with asphalt and sand. Birch Ave., Ocean View Road were widened and graded with gravel.
GRANOLITHIC SIDEWALKS AND CURB
835 lineal feet of cement curbing and 596 sq. yds. of cement sidewalk were laid. Several cement slabs were re- placed that were broken or raised by tree roots.
FEDERAL FURNACE ROAD
Approximately 1 mile of 2" Mixed-in-Place top was laid over a 4" base of Mixed-in-Place base consisting of tar and gravel. 1 mile of surface was sealed with tar and sand that was constructed in 1935.
FARM TO MARKET ROADS
With the Federal Government furnishing the labor and the town the material and supervision, the following roads were widened and gravelled: Watercourse Road, Rocky Pond Road and the continuation of Sandwich Road.
SIDEWALKS AND CURBING
5 miles of cement curbing and asphalt sidewalks under Highway Department supervision, have been built by W. P. A. labor.
Lines and grades for streets and sewers have been sup- plied by our Town Engineer, Arthur E. Blackmer, and records of same kept on file.
