Article 7. To take such action as the Town shall see fit in aid of the Plymouth Public Library.


Recommended appropriation of $11,000.00 including the dog tax of $1,680.57.


Article 8. To see if the Town will appropriate the sum of three thousand, five hundred and sixty (3,560) dollars, to be expended by the Plymouth Public Library for the Loring Library.


Recommended appropriation of $3,560.00.


Article 9. To see if the Town will appropriate a sum not exceeding one thousand thirty-one dollars and eighty- eight cents ($1,031.88) in aid of the Manomet Public Library.


Recommended appropriation of $1,031.88.


Article 10. To see if the Town will appropriate a sum not exceeding four hundred (400) dollars for the Observance of Memorial Day, said appropriation to be expended under the direction of the Board of Selectmen.


Recommended appropriation of $400.00.


Article 11. To see if the Town will appropriate the sum of six hundred (600) dollars for the annual observance of July 4th and that the sum of one hundred and fifty (150) dollars of that amount be expended in said observance for the sponsoring of children's sports, the whole to be expended under the direction of the Plymouth Board of Selectmen.

Article 12. To see if the Town will appropriate a sum not exceeding three hundred and fifty (350) dollars for the observance of Armistice Day, said appropriation to be spent under the direction of the Board of Selectmen.

Article 13. To see if the Town will vote to raise and appropriate the sum of three hundred (300) dollars for the observance of Old Home Day to be expended under the direction of the Board of Selectmen.

Article 14. To see if the Town will appropriate the sum of twenty-seven hundred and thirty (2,730) dollars for the employment of one or more district nurses, said appropria- tion to be expended under the direction of the Board of Selectmen.


Recommended appropriation of $2,730.00.


Article 15. To see if the Town will appropriate from the Post War Rehabilitation fund, the sum of fifty-two thousand five hundred (52,500) dollars to be spent in conjunction with sums to be provided by the United States Government and the Commonwealth of Massachusetts for a harbor dredging project in the Town of Plymouth.


Recommended appropriation of $52,500.00.


The $20,000.00 previously appropriated by the town for this purpose, and unused because of the war, constitutes a part of the post-war rehabilitation fund. We are recommending the transfer of $52,500.00 from this fund and State and Federal funds amounting to $232,500.00 are anticipated to be con- tributed to this project, although they have not yet been appropriated. The town appropriation cannot be expended until State and Federal funds are made available.


Article 16. To see if the Town will appropriate the sum of twenty-five hundred (2,500) dollars for the construction of a cement bridge between Little Long Pond and Big Long Pond.


Recommended appropriation of $2,500.00.


Article 17. To see what amount the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture and to choose a Town Director, as provided in Section 41 and 45, Revised Chapter 128 of the General Laws, and act thereon.


Recommended that the town choose a director as provided in section 41 and 45 Revised Chapter 128 of the General Laws, and that the sum of $150.00 be appropriated.


Article 18. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place, by posting such notice of sale in some convenient and public place in the Town, fourteen (14) days at least before the sale, property taken by the Town under tax title procedure, provided that the Selectmen or whomsoever they may authorize to hold such public auction, may reject any bid which they deem inadequate or take any action relative thereto.


Recommended that the town so vote.

Article 19. To see if the Town will appropriate a sum not exceeding six hundred and fifty (650) dollars for com- pensation and expenses of the Dog Officer required by Chap- ter 320 of the Acts of 1934.


Recommended appropriation of $645.00.


Article 20. To see if the Town will vote to accept seventeen (17) cemetery perpetual care funds, amounting to twenty-six hundred and fifty (2,650) dollars received and deposited in the Plymouth Savings Bank in the year 1945 in accordance with the usual votes of the Cemetery Com- missioners and Selectmen and listed as New Funds in the town report.


Recommended that the town so vote.


Article 21. To see if the Town will vote to appropriate from money in the treasury, not otherwise appropriated, the sum of forty thousand (40,000) dollars to reduce the tax rate of the current year.


Recommended that the town vote to authorize the assessors to use this amount ($40,000.00) to reduce the tax levy of the current year.


Article 22. To see if the Town will authorize the trans- fer from the Reserve from Overlayings of Taxes, the sum of fifteen thousand (15,000) dollars to the Reserve Account in the hands of the Advisory and Finance Committee.


Recommended that the town vote to authorize this transfer.


Article 23. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for the improvement of Sandwich Street or Road, said money to be used in conjunc- tion with any money which may be allotted by the State or County, or both for this purpose.


Recommended that the town vote that the sum of $20,000.00 be appropriated from money in the town treasury not other- wise appropriated to meet the town's, state's and county's share of the cost of Chapter 90 construction on Sandwich Street; all reimbursements from the state and county for this work to be restored, upon receipt, to the excess and deficiency account.


Article 24. To see if the Town will vote to raise and appropriate the sum of seven thousand and two hundred (7,200) dollars to be used for the purchase of a Street Sweeper for the Highway Department.


Recommend no action under article 24.

Article 25. To see if the Town will vote to raise and appropriate the sum of two thousand (2,000) dollars for the purchase of a dump truck to replace 1937 truck for the High- way Department.


Recommended appropriation of $2,000.00.


Article 26. To see if the Town will vote to raise and appropriate the sum of one thousand (1,000) dollars for the purchase of a pick-up truck to replace 1935 truck, for the Highway Department.


Recommended appropriation of $1,000.00.


Article 27. To see if the Town will appropriate the sum of seven hundred (700) dollars for the purchase of a road marking machine to replace the present machine which is eighteen years old.


Recommended appropriation of $700.00.


Article 28. To see if the Town will appropriate the sum of fifteen hundred dollars ($1,500) for the purchase of two (2) new automobiles for the Police Department to replace two that are now in service.


Recommended appropriation of $1,500.00.


Article 29. To see if the Town will appropriate the sum of twenty-one hundred (2,100) dollars for a new truck for the Park Department.


Recommended appropriation of $2,100.00.


Article 30. To see if the Town will authorize the Board of Health to purchase a garbage truck unit for the use of the department and appropriate therefor, the sum of four thousand (4,000) dollars.


Recommended appropriation of $4,000.00.


Article 31. To see if the Town will appropriate the sum of five hundred (500) dollars to purchase a power mower and mowing equipment for the Park Department. Said appropriation to be expended under the direction of the Board of Park Commissioners.


Recommended appropriation of $150.00.


This amount will purchase auxiliary blades for the pres- ent power mower, and will accomplish the desired results.


Article 32. To see if the Town will appropriate the sum of ten thousand (10,000) dollars for the development and building of a concrete stadium at the new playground on Standish Avenue as shown on plan, recommended by the

architect; said appropriation to be expended under the direc- tion of the Board of Park Commissioners.


Recommended appropriation of $10,000.00.


Article 33. To see if the Town will appropriate the sum of five hundred (500) dollars to build a portable band and grandstand; said appropriation to be expended under the direction of the Board of Park Commissioners.


Recommended appropriation of $500.00.


Article 34. To see if the Town will instruct the Tree Warden to plant a tree in memory of each Plymouth boy who gave to us his last full measure of devotion in World War II and that the Board of Park Commissioners appoint a committee of three to serve without pay with the Tree Warden and the Park Superintendent in selecting and plant- ing of said trees; to plan suitable dedication services and that an appropriation be made therefor. Said plantings to be made at the new playground at Standish Avenue.


Recommended appropriation of $175.00.


Article 35. To see if the Town will purchase from Armando Borsari, land situated on the southeasterly side of Liberty Street and lying southwesterly of and adjoining the Standish Avenue playground for the purpose of enlarg- ing said playground, and appropriate therefor the sum of eleven hundred and fifty (1,150) dollars. Said land is shown as lots 1 and 2 on a plan entitled "Land Southwest of Stan- dish Avenue Playground, January 26, 1946" and contains 19,960 square feet.


Recommended appropriation of $1,150.00.


Article 36. To see if the Town will purchase from the Plymouth Savings Bank, land situated on the northwesterly side of Braunecker Road and lying southwesterly of and adjoining the Standish Avenue Playground for the purpose of enlarging said playground, and appropriate therefor the sum of two hundred (200) dollars. Said land is shown as lots 33 and 34 on a plan entitled "Land Southwest of Stan- dish Avenue Playground, January 26, 1946" and contains 17,780 square feet.


Recommended appropriation of $200.00.


Article 37. To see if the Town will authorize the Water Commissioners to enter into all necessary contracts to lay and relay water mains of not less than six inches in diameter and to increase the water supply by developing an additional well and to do such other acts or things as may be necessary

to supply water to the inhabitants of the Town as recom- mended in part by the report of Metcalf and Eddy, Consult- ing Engineers, and to appropriate therefor the sum of one hundred and fifty thousand (150,000) dollars. To meet the appropriation the Town Treasurer, with the approval of the Selectmen, be authorized to borrow a sum not exceeding one hundred and fifty thousand (150,000) dollars and to issue therefor bonds or notes of the Town payable in accordance with Section 19 of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than fifteen (15) years after the date of the issuance of the first bond or note, or at such earlier date as the Treasurer or Selectmen may determine.


Recommended appropriation of $150,000.00, this amount to be borrowed by the town treasurer with the approval of the selectmen.


Article 38. To see if the Town will authorize the Water Commissioners to lay water mains of not less than six inches in diameter in Cape Cod Avenue, Reed Avenue, Melix Avenue and connecting streets and to purchase necessary material therefor and enter into all necessary contracts and to do such other acts and things in respect thereto as may be necessary to supply water to the inhabitants in the above mentioned territory; and to appropriate therefor the sum of thirty-five thousand (35,000) dollars. To meet the appropria- tion the Town Treasurer, with the approval of the Select- men, be authorized to borrow a sum not exceeding thirty- five thousand (35,000) dollars and to issue therefor bonds or notes of the Town payable in accordance with Section 19 of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than fifteen (15) years after the date of the issuance of the first bond or note, or at such earlier date as the Treasurer or Selectmen may determine.


Recommend no action under article 38.


Article 39. To see if the Town will authorize the Water Commissioners to purchase two trucks for the use of the Department and make an appropriation therefor.


Recommended appropriation of $3,500.00.


Article 40. To see if the Town will authorize the Water Commissioners to dispose of the buildings on a parcel of land at Little South Pond acquired in accordance with the vote of the Town at its last annual meeting, as the Water Commissioners see fit.


Recommended that the town so vote.

Aritcle 41. To see if the Town will appropriate the sum of $20,500 for the purchase of sixteen voting machines, approved as required by law, for use at the polling place in the town, as the Selectmen may determine, at primaries and elections, as authorized by Section 34 of Chapter 54 of the General Laws, as amended. To meet the appropriation, there be raised in the tax levy of the present year, the sum of $5,500 and the treasurer, with the approval of the Selectmen, be authorized to borrow a sum not exceeding $15,000 and to issue notes of the Town, to be payable in accordance with the provisions of Section 19 of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than three years after the date of the issuance of the first note.


Recommend no action under article 41.


Article 42. To see if the Town will appropriate the sum of twenty-five hundred (2,500) dollars for the purpose of continuing the Survey and Assessors' Plans. Money to be expended under the direction of the Assessors.


Recommended appropriation of $2,500.00.


Article 43. To see if the Town will authorize the appointment of a committee of six voters consisting of the Chairman of the Board of Selectmen, three veterans of World War II and two other voters, said committee to be appointed by the Moderator, to look into the advisability of building or providing suitable quarters for the veterans of World War II, said building or quarters to be under the sponsorship of the American Veterans of World War II, known as the AMVETS, and that this committee be authorized to secure plans, site etc. and cost for the same to be drawn up and presented at a special Town Meeting or at the next annual Town Meeting. And that a sum not exceeding twenty-five hundred (2,500) dollars be appropriated for these purposes. (By petition of William H. Barrett et al) Recommend no action under article 43.


We are informed that there is no legislation authorizing this appropriation.


Article 44. To see if the Town will appropriate the sum of three thousand (3,000) dollars for enlarging and improv- ing the present quarters of Alexander Scammell Post No. 1822, Veterans of Foreign Wars of the United States, located on Spring Street.

Article 45. To see if the Town of Plymouth will accept Section 58A of Chapter 48 of the General Laws, the pro- visions of which are as follows:


"The hours of duty of the permanent members of the uniformed fire fighting force in every city in which this section is accepted by the Mayor and by the City Council and in every town in which it is accepted by vote of the town at an annual town meeting shall be so established by the Fire Commis- sioner, Board of Fire Commissioners, Chief Engi- neer, Board of Engineers, or other officers, having charge of fire fighting that average weekly hours of duty in any year, other than hours during which such members may be summoned and kept on duty be- cause of conflagration, shall not exceed seventy in number. Sections 56, 57 and 59 shall not apply to the permanent members of the uniformed fire fight- ing force in any such city or town."


and appropriate the sum of four thousand nine hundred and forty-three dollars and ninety-three cents ($4,943.93) therefor. (By petition of Chief Everett B. Wood et al)


Recommended that the town accept the provisions of section 58A of the general laws and appropriate the sum of $4,943.93 to cover the cost of hiring three additional regular men for the department and promoting one additional man to captain. The committee wishes to point out that favorable action under this article will cost approximately $10,000.00 per year from January 1, 1947, on, as the amount requested covers the period from July 1st to December 31st, 1946, only.


Article 46. To see if the Town will approve an amount not to exceed $1,190.84 to provide liability insurance to pro- tect the officers and employees of the Plymouth Fire Depart- ment of the Town of Plymouth, as provided in Clause I, Section 5, Chapter 40, of the General Laws of Massachusetts.


Recommended appropriation of $1,190.84.


Article 47. To see if the Town will approve an amount not to exceed $881.28 to provide liability insurance to protect the officers and employees of Forest Fire Department of the Town of Plymouth as provided in Clause I, Section 5, Chap- ter 40, of the General Laws of Massachusetts.


Recommended appropriation of $881.28.


Article 48. To see if the Town will accept and allow as town ways, Cape Cod Avenue, Melix Avenue, Reed Avenue and White Street, as'laid out by the Selectmen and reported to the Town, and appropriate a sum of money for land and property damages and expense of acquiring titles.


Recommend no action under article 48.

Article 49. To see if the Town will accept and allow as town ways, South Cherry Street and a road leading from Cherry Street to Braunecker's railroad crossing to be known as Squanto Road, as laid out by the Selectmen and reported to the Town and appropriate a sum of money for land and property damages and expense of acquiring titles.


Recommended that the town accept and allow as town ways, South Cherry Street and a road to be known as Squanto Road, and that the sum of $100.00 be appropriated.


Article 50. To see if the Town will accept and allow as a town way, Boutemain Avenue, laid out by the Selectmen and reported to the Town, and appropriate the sum of one hundred (100) dollars for land and property damages and expense of acquiring titles.


Recommended that the town accept and allow as a town way, Boutemain Avenue, and that the sum of $100.00 be appro- priated.


Article 51. To see if the Town will vote to raise and appropriate the sum of five thousand (5,000) dollars to be added to the five thousand (5,000) dollars already appro- priated, to do dredging around the Town Wharf.


Recommended appropriation of $5,000.00.


Article 52. To see if the Town will authorize the Board of Selectmen to sell the lot known as the Russell Mills school house lot no longer needed for school purposes.


Recommended that the town so vote.


Article 53. To see if the Town will authorize the Board of Selectmen to sell a portion of the Alden Street school house lot no longer needed for school purposes.


Recommended that the town so vote.


Article 54. To see if the Town will vote that in the future any person, persons or corporations using the waters of so-called Town Brook for water wheels or other business purposes excepting the abutters of so-called Town Brook for watering their gardens shall pay into the Town Treasury the sum of fifty dollars per month for the use of said waters and the care and supervision of the dams and stream, the expenditure of this money with the addition of the sum of one hundred (100) dollars which the Town hereby votes for this purpose to be under the direction of the Board of Inland Fisheries for the Town of Plymouth.

There is considerable doubt as to the authority of the town to make such charges and we are informed that con- siderable time and money would have to be expended to determine such rights.

Article 55. To see if the Town will vote to appropriate the sum of six hundred (600) dollars for the deepening of the streams and the removing of the necessary amount of sand etc. from so-called Town Brook and Poor House Pond so as to cause said pond to cleanse itself and cease to be a menace to the health of the Town; said appropriation for this work to be spent under the direction of the combined Boards of Inland Fisheries and of Health for the Town.

We believe this to be a function of the Health Depart- ment.


Article 56. To see if the Town will vote to appoint a Committee to serve indefinitely to consist of the Town Mod- erator, the Chairman of the Town's Finance Committee, the Representative of this District to the Massachusetts Legisla- ture and the Chairman of the Honorable Board of Selectmen for the Town to try and obtain new business for the Town and especially request them to meet with the officers of the Cape Cod Steamship Company or kindred organizations to try to obtain steamship service to this Town and to appropriate such sums of money for the expenses of this Committee as the Town's Finance Committee shall deem necessary.
