REPORT OF SUPERINTENDENT OF STREETS AND SEWERS


To the Honorable Board of Selectmen


Gentlemen:


I herewith submit a report of the work done in the Street and Sewer Departments from January 1 to Decem- ber 31, 1946.


SEWERS


The following sewer extensions have been put in this year: Water St. Ext., from the end of the present main sewer, to the property of Fred Downey, a distance of 156', 150'-8" pipe and one manhole was laid. At the Se- lectmen's meeting held on Dec. 4, 1946, the board acting as a Board of Survey, instructed me to lay a main sewer on Cedarway Terrace. This sewer main required 350' of 8" vitrified pipe, two manholes, two covers and frames. This sewer line runs from Overlook Rd, west, to the property of Alba Wood. The outfall sewer at the lumber yard on Robbins Lane received considerable attention this year. Five hundred feet of pipe was taken out, mud removed and the pipe was relaid to grade and joints tightened. Work will continue on this sewer line this coming summer with a different kind of pipe used. Sev- eral manholes and covers have been brought to the sur- face of the streets and new manholes have been built on streets where the mains have given the department a great deal of trouble from tree roots. There have been many new sewer servcies laid this year along with the old serices being changed from vitrified pipe to cast iron pipe to correct tree root trouble.


STREET SPRINKLING


The usual treatment of Calcium Chloride to the gravel roads in town and in the outlying districts have not been carried out this year because Calcium Chloride was not

available. In past years we have purchased 50 ton but all that could be obtained this year was only 15 ton. I hope that this will not happen this coming year so that the dirt roads will be properly taken care of as they have been in the past.


ASPHALT SIDEWALKS


Approximately 10,513 sq. yds. of asphalt hot mix side- walk have been laid this year. The following sidewalks have been resurfaced: Brewster St., south side, from #3 to Water St., 406 sq. yds., Court St., west side, at the State Armory, 22 sq. yds., Memorial Hall, Court St., 22 sq. yds., Standish Ave., at Hedge School, 234 sq. yds., Spooner St., west side, 60 sq. yds., Cordage Terr., south side from #2 to #8, 139 sq. yds., north side from #9 to #55, 397 sq. yds., Clark St., north side, 150 sq. yds., south side, 150 sq. yds., Standish Ave., east side in front of #197, 59 sq. yds., west side from #186 to #198, 326 sq. yds., west side from Peck Ave., south, a distance of 100', 117 sq. yds., Court St., east side at the corner of Court and Park Ave., 105 sq. yds., Court St., from Murray St. to Park Ave., east side, 481 sq. yds., west side Allerton St. to Samoset St., 1180 sq. yds., west side in front of #32, 78 sq. yds., west side from Samoset St. to Vernon St., 163 sq. yds., west side from Vernon St. to St. Peter's church, 94 sq. yds., west side from Clyfton St. to Russell St., 498 sq. yds., west side from #56 to #66, 216 sq. yds., Samoset St., north side from Oak St. to Royal St., 1271 sq. yds., south side from Oak St. to Cemetery gate, 644 sq. yds., Oak St., east side from Davis St., to Marjorie St., 623 sq. yds., west side from Davis St. to #38, 549 sq. yds., Newfield St., east side from Summer St. to Rogan property, 942 sq. yds., Sandwich St., west side in front of Mrs. Golden's property, 66 sq. yds., corner Sandwich and Mt. Pleasant St., 26 sq. yds., on the north corner 32 sq. yds. was resurfaced, Royal St., east side from Samoset St. to Westwood Road, 152 sq. yds., Russell St., north side from Allerton St. to Edes St., 597 sq. yds., south side from Allerton St. to Bartlett St., 95 sq. yds., Franklin St., south side from Mayflower St. to Pleasant St., 286 sq. yds., Water St., south side from

Sandwich St. to Cappannari's store, 275 sq. yds. I recom- mend this work to be carried on this coming year and put on the streets most in need.


HIGHWAY CONST. & RECONST.


The following streets were resurfaced with 1/2" stone and K. P. tar: Russell St., from Allerton St. to Summer St., Savery's Lane from Court St. to Standish Ave., Ham- ilton St. from Court St. to Standish Ave., Court St .; from Olmstead Terr. to Russell Ave., Court St., from Nelson St. to Grant St. So. Green St. from Sandwich St. to Pleas- ant St., the gutter on the north side was filled with gravel and hard surfaced with #2 stone and K. P. tar. North Green St., the old surface was scarified, clay re- moved and brought to grade with gravel, hard surfaced with #2 stone and tar. Two weeks later the street was sealed with tar and sand. Clifford Road from Warren Ave. to River St., mixed with a drag and rolled. Court St. from Olmstead Terrace to Russell Ave. was resur- faced with 1/2# stone and asphalt, mixed in place and rolled. Towns St., the shoulders were excavated, re- moved grass and loam and brought to grade with gravel, hard surfaced with #2 stone and tar, widening the road from 18' to 22'. After this was completed the road bed was resurfaced with asphalt and 1/2" stone, mixed and rolled. Memorial Drive, from Court St. to Water St., 1/2" stone and K. P. tar. Bartlett St., resurfaced with 1/2" stone and K. P. tar, mixed and rolled. The followings streets were resurfaced with retread tar and sand: Loth- rop St., from Court St. to Railroad crossing, Murray St., from Lothrop St. to Court St. and Alden St. from Court St. to Standish Ave.


SPECIAL CONSTRUCTION


Bartlett Road, Manomet. This road was widened from 16' to 20' with the shoulders brought to grade with gravel and rolled. A 2" mixed top of gravel and tar was mixed in place with graders and levelled over the old surface and rolled, a distance of 1/2 mile. 364 yds. of gravel and 6,040 gallons of retread tar was used on this road. enue, Manomet. This road was widened to 18'. A mixed in place top was laid over the old surface, laid to grade with the graders and rolled. This road used 248 vds. of gravel and 4,550 gallons of retread tar for a distance of four tenths of a mile. Long Pond Road, from Boot Pond Road to the Jordan Road, a distance of one mile, the shoulders and curves were widened, brush cut back, with a 2" mixed in place top laid over the old surface and rolled. The road was widened to 20' with the curves widened to 24'. Two cross drains were put in to take care of the surface water. 733 yds. of gravel and 14,967 gallons of retread tar was used. Entrances to Mayflower Hotel, these two entrances are on town property. They were scraped and brought to grade with gravel and rolled to a firm base. A 11/2" base of Type I pre-mix material was laid and rolled with a 1" fine pre-mix material placed on top and rolled. This type of road laid is of the same mix that the Mayflower Hotel owners placed around their property. They also covered in 1945 approx- imately 300' of town road at their own expense. The two entrances used 537 ton of mix at a cost of $350.00. Nook Road, from Sandwich St. to Nook Farm Dairy, this road was scraped and brought to grade with gravel and rolled to a firm base. Hard-surfaced with #2 stone and tar and sealed with K. P. tar and sand. Spring St., from Summer St. to infirmary, this road was scraped and brought to grade with a 2" Type I top laid over the gravel base. This work required 60 ton of mix. Long Pond Road, the road bed from the Town Forest to the Boot Pond Road was breaking up very badly and in a dangerous condition. It was patched and sealed wtih asphalt and sand to improve this condition. Traffic Island, junction of Sandwich St. and Main St., Ext., by request of the Chief of Police, a traffic circle was installed to eliminate traffic hazards at this point. The island consists of 47.7 lineal feet of straight edging and 24 lineal feet of curbed edging at a cost of $75.00. This island has worked out very satisfact- orily.

CHAPTER 90 CONSTRUCTION


Sandwich St. from Jabez corner to Old Colony Theatre, a distance of a mile and one-tenth, was rebuilt with the state contributing $10,000, County $5,000 and the Town $5,000. The section of road at Wellingsley Ave. was broken up and the road bed was dropped approximately 18" with the clay removed 3' deep and filled to grade with gravel. A base course of #1 stone 3" deep was placed on top of the gravel base and penetrated with 11/2 gals. of asphalt for a distance of 150'. The section of this road from Wellingsley Ave., (north) to Nook Road on the west side was raised up from 3" to 8" with #1 stone, pene- etrated with asphalt to remove the crown in the center of the old road and make an elevated curve at this point. All sewer manholes were raised to grade with six new frame and covers replaced for those that were loose and in a dangerous condition. All catchbasins were raised to grade with the Water Dept. raising all gate boxes to grade and replacing new ones where they were needed. From Jabez Corner to the Old Colony Theatre, 2,743 ton of a 3" Type I top was placed over the old road 'bed. There was a base course of 2" in depth with a finer course of.1" in depth put on by the Old Colony Crushed Co. of Quincy. There was 203' of granite curb replaced with one granite inlet and four granite curb corners, Type B. R-3. With this type of road contructed under Chapter 90 and costing the town only $5,000, I would like to see this continued every year for a period of three years and cover the main road from Jabez corner to the Plymouth and Kingston line.


CORNER RUSSELL & HIGH STS.


By an agreement between the Board of Selectmen and Mr. Ben R. Resnick, the building of Mr. Resnick's was removed and the corner was cut back 15 feet, one tree removed and 83' of cement curbing built with a 5' side- walk. This work was done to eliminate a dangerous curve.

CORNER MIDDLE & CARVER STS.


This corner was cut back approximately 15 feet to cor- rect a very narrow and dangerous condition. 180' of granite curb was set back with a 5' sidewalk to be cov- ered this coming spring. This was also an agreement be- tween the Baptist church committee and the Board of Selectmen to have this work done.


DRAINS


Stephens St., 100 ft. of 10" vitrified pipe was relaid where tree roots had broken the old pipe in the sidewalk on the south side of the street, Clifford Road, 30 ft. of 8" corrugated metal pipe was laid across the road at the property of Mr. Swift's, Samoset St. (rear), 200 ft. of 15" vitrified pipe was laid in the brook with 3 catchbasins built to take care of the flood water everytime we have heavy rains. Alden St., 250 ft. of 15" pipe was taken out and the leaves and mud removed. This drain was relaid and 3 catchbasins built so that the pipe can be kept cleaned at all times. Summer St., 340 ft. of 12" corru- gated pipe with 3 leach basins were laid at the property of N. W. Gray to releive the bad water condition in low sections of the road. Main St., 20 ft. of 6" pipe was laid under the sidewalk at Gambini's store to take care of the water that ran over the sidewalk. This has made a very dangerous and icy condition in the winter months.
