One Hundred and Seventh Annual Report of the Water Commissioners
The Board of Water Commissioners submits the One Hundred and Seventh Annual Report covering the calen- dar year 1961.
The total rainfall during the year amounted to 48.21 inches, which is slightly in excess of the long-time average of 45 inches. The year ended with the water elevation at Little South at 106.25 feet, compared with 106.00 feet for the previous year end.
The height of the water level in Great and Little South Ponds is an important factor in the operation of the system, as the elevation of the Ponds is a measure of the available water in storage. At approximately five year intervals the Water Department includes with the Annual Report a sheet showing the annual rainfall, with a curve showing how the elevation of the Ponds has varied from month to month over the past ten years.
This year the chart is being published. The curve shows that during the last seven years the Pond levels have been consistently high and the system has had a generous and ample quantity of water in storage. Although two deep wells supply from one quarter to one third of the water consumption, the height of Great and Little South Ponds is always a matter of concern to the Department.
The new fully automatic pumping equipment, put into operation during the summer of 1960, has operated satisfactorily and has made it possible to reduce the amount of help required to operate the Lout Pond Pump- ing Station.
With the new pumping equipment it is no longer a requirement of the Lout Pond engineers to live in the sta-

tion residence. Due to the age of this building and its need for extensive maintenance work, the Commissioners plan to abandon the building and turn it over to the Board of Selectmen for disposal. The two engineers have arranged for living quarters elsewhere.
On September 25, 1961, the Department hired John E. Holmes of Plymouth to fill the position of Assistant to our Superintendent. For the past several years the Commissioners have been actively looking for a candidate to fill this job and now feel fortunate in getting a man of Mr. Holmes' qualifications to join the Department.
The prolonged cold spell during the past winter, which started on January 19th and lasted for nineteen consecu- tive days, during which the temperature never rose above freezing, caused a considerable number of frozen services. The Department personnel thawed out 90 of these freeze- ups and local shops took care of an unknown additional number.
The total gallons pumped during the year amounted to 562,416,000 which is practically identical to the total of 562,550,000 pumped during 1960.
Receipts from the sale of water, connections to new mains, services rendered, etc., has shown a substantial improvement in the annual revenue and is a result of the increase in rates which was put into effect in May 1960.
The Stone Tank on Rocky Hill Road was painted two coats, both inside and outside and the riser on the Porter Harlow Tank was also painted.

Town of Plymouth
Gentlemen:
I submit herewith report of the financial transactions of the Town of Plymouth for the year ending December 31, 1961.
Since there are several municipal finance terms which are constantly being misinterpreted, it seems ad- visable to try to clarify those most commonly misused.
1. Excess and Deficiency (E&D) or Surplus Revenue. While Excess and Deficiency is the more common phrase, Surplus Revenut is the only term used in statutes. It represents the amount by which the Cash, Accounts Receivable and other floating as- sets exceed the liabilities and reserves.
2. Free Cash.
Free Cash and Available Funds are often used in- terchangeably. However, since there are other funds which may be available for appropriation under certain circumstances, the use of the term Available Funds can be confusing. Free Cash . represents the amount of Excess and Deficiency (Surplus Revenue) reduced by the amount of un- collected taxes of prior years.

Free Cash for 1962 $694,411.97
A careful scrutiny of Schedules C, D and E will show that the excess of actual receipts over Estimated Receipts and the unexpended appropriation balances, returned to Excess and Deficiency, are the two main factors that in- crease the amount of Free Cash. Appropriations from Free Cash are obviously the main factor in reducing the account.
The theory that the appropriation of money from Free Cash does not affect the tax rate is a fallacy. Without a standard formula for the use of Free Cash, the town can- not maintain a stable tax structure. Plymouth's practice of appropriating not more than one-half of its Free Cash at the annual town meeting ($75,000 of which, for the past few years, has been allocated to the Stabilization Fund) has kept the Town in a very sound financial condition.
3. Stabilization Fund.
Chapter 40, Section 5B, of the General Laws au- thorizes towns to set aside funds for capital out- lays and to invest these funds so that they will earn interest until appropriated. Plymouth voted to establish such a Stabilization Fund in 1947 and has added to it quite consistently.

It is readily apparent that the interest from such funds can be substantial, if allowed to accumulate, and that the funds, when used, obviate the necessity of bor- rowing and the payment of substantial amounts of inter- est. (The interest to be paid on $100,000, borrowed by the Town at 21/2%, would amount to $13,750 over a 10-year period or $26,250 over a 20-year period.)
Until such time as our ever-present problem of sew- age disposal has been solved, the Town should weigh very carefully the advantages of the use of any of the Stabili- zation Fund for other purposes against the benefits to be derived from saving and increasing this fund for use toward the cost of a sewerage disposal plant.
There were no authorized overdrafts in 1961. The fol- lowing unpaid bills were, however, reported to this office:

The several schedules are in the following order:
Schedule A. Cash Receipts and Cash Payments as re- ported to the Bureau of Accounts of the Common- wealth.
Schedule B. Department and all special appropriations and such receipts, including federal grants, as may be legally expended without specific town meeting appropriation, with all payments from same classified as to purpose.
