REPORT OF . THE SCHOOL COMMITTEE OF THE TOWN OF QUINCY FOR THE SCHOOL YEAR 1887-88.
TO THE INHABITANTS OF THE TOWN OF QUINCY : -
It is not the purpose of the School Committee to make a de- tailed statement of the doings of the schools for the past year. That work is the especial province of the Superintendent of Schools, who, by his constant watchfulness of their daily work- ings, knows more of them than any other person possibly can. The following subject, however, is one to which your attention is especially directed : -
EVENING SCHOOLS.
By the Legislature of 1883 the following law was enacted : -
SECTION 1. Every town and city having ten thousand or more in- habitants shall establish and maintain, in addition to the schools re- quired by law to be maintained therein, evening schools for the in- struction of persons over twelve years of age in orthography. reading, writing, geography, arithmetic, drawing, the history of the United States, and good behavior. Such other branches of learning may be taught in such schools as the school committee of the town shall deem expedient.
SECT. 2. The school committee of such towns shall have the same superintendence over such evening schools as they have over other schools, and may determine the term or terms of time in each year, and the hours of the evening during which such schools shall be kept, and may make such regulations as to attendance at such schools as they may deem expedient.
SECT. 3. Nothing contained in this act shall exempt any person from the requirements of section 1 of chapter 47 of the Public Statutes.
SECT. 4. This act shall take effect upon its passage.
The School Board of Quincy, while they have endeavored generally to live up to the letter and spirit of the law, and to

give to the citizens of the town as good school advantages as are to be found in the State, have not heretofore called for an appropriation for evening schools in compliance with the law quoted above. They have refrained from so doing for two reasons, namely : For the past few years the town has been called upon for large appropriations to meet the imperative de- mands for school accommodations, and not until very recently has there seemed to be urgent necessity that such schools should be established. During the past few weeks, however, it has been made known to us in various ways that there is in our community a considerable number of persons who would gladly avail themselves of the privilege of attending evening schools were such opportunity offered.
At the January meeting of the Board application was made for the use of a school-room by parties who desired to carry on an evening school therein, Your Committee did not feel justi- fied in permitting such use to be made of a room in a public school building. They felt that evening schools, if demanded, should be maintained at public expense and be conducted under the direction and control of the school authorities of the town. Accordingly, the Superintendent was instructed to make such arrangements as might be necessary for opening an evening school at the John Hancock building. For a detailed account of the progress of the experiment up to the present time, the superintendent's report may be consulted. How great the de- mand will be for evening schools the coming year cannot be known ; but it is the desire of the School Committee, and should be that of the town, to provide such advantages for all who de- sire them.
No attempt will be made to establish evening schools in the different parts of the town simply for the sake of having them. but the Committee have included in their estimate of school ex- penses for the ensuing year a sum which, in their judgment. will enable them to maintain such schools as will really be de- manded. Should the necessary appropriation be made by the town, public notice of the opening of these schools will be duly given, and application for admission be received from all persons who may desire to attend them.
