Report of the Board of Selectmen.
To the Citizens of the Town of Saugus :
We all recognize the fact that during the calendar year just passed our country has been at war, and incident thereto, condi- tions have prevailed which have rendered the carrying out of all plans more or less onerous and, at times the execution of them has been difficult, if not impossible.
High prices have prevailed and the employment of labor has been seriously curtailed and restricted. Like all other citizens, your Board of Selectmen have been made especially cognizant of these conditions, but have cheerfully tried to adapt itself and its work to the abnormal state of affairs.
Requests and orders from the Federal government have been received, from time to time, which have called for curtailment along certain lines of endeavor, but we have felt that these restrictions, and in some cases prohibitions, ought to be readily and strictly adhered to, and have sought, in every possible man- ner, to further the interests of the national government, co-op- erating to the fullest extent ; that the end which all so earnestly desired might be accomplished.
In the Public Works Department substantial progress has been made and the imperative needs of the town have been ful- filled in so far as the appropriation and the Federal regulations would permit.
The main arteries of travel have been given careful attention and work of a substantial and permanent nature has been per- formed. Lincoln avenue, Winter and Central streets have been placed in a very fair condition and the permanent work on these highways was a much needed improvement.
Other streets have been treated in various ways, depending upon the nature of the work required. Some have been resur- faced with crushed stone and filled and bound with tar. Tar and gravel have been used in many instances and gravel alone has been used where only that was necessary.
The drainage situation has been considered and improvement of a definite nature has been accomplished. This is particularly

noticeable on Morton avenue and Bristow street, where condi- tions were especially defective, calling for immediate attention.
As to water extension, no work has been done due to the failure of an appropriation. The Water Department has, how- ever, been active and all applications for new services and repairs have been granted. The annual appropriation for Water Maintenance was depleted to the extent of approximately $5,600 at the time the present Board of Selectment assumed office. This depletion was attributed to the expenses incurred, due to the unusually severe winter of 1917 and 1918, with the resultant very large number of freeze ups and breaks. One hundred and twenty-nine repair jobs have been attended to during the past year as compared with thirty-one repair jobs for the preceding year.
A thorough overhauling of the hydrants in town has been made, and they are now in first-class working condition. This is a matter which it was felt deserved immediate and proper attention, and it was imperative that the heretofore defective condition ought to be remedied at once.
The equipment of the Public Works Department has been improved by the addition of a motor truck which has greatly assisted in promoting the efficiency in the department.
In passing, the Board of Selectmen desire to call attention to the very commendable work of the acting superintendent of the Board of Public Works, Mr. Peter Haigh, who, through his efficient and intelligent administration, has greatly contributed to the success of the department.
The transportation situation, as regards the Bay State Street Railway Company and the Boston & Maine Railroad, is still of serious moment in our town and demands prompt, energetic and intelligent consideration. The Board of Selectmen have endeavored to safeguard the interests of the town in so far as possible and have done its utmost to remedy the present state of affairs. Every opportunity has been taken advantage of to protest against the inadequate service, aud the town has been represented, either through the Board of Selectmen or the Town Counsel, at every meeting, hearing or conference at which the transportation facilities of Saugus were to be discussed or con- sidered. The announced intentions on the part of the Bay State Street Railway Company to discontinue the Saugus-Melrose line and the Saugus Centre-Boston line resulted in a strong pro- test being made and your Board of Selectmen strenuously fought the proposed discontinuance. For the present, at least, the

company is to continue to operate these lines, and, while the ultimate outcome is problematical it is hoped that with the now different supervision by the Board of Trustees, recently appointed by the Governor, a satisfactory solution may be had.
The Board of Selectmen felt that some appropriate action ought to be taken by way of showing appreciation for the patriotism, loyalty and devotion of our young who have entered the service of the Army and Navy. We, thereiore, appointed a committee to provide ways and means for an Honor Roll Board, and the committee are in hopes, very soon, to have the Honor Roll Board erected and suitably inscribed.
The welcome home of these young men is a matter which concerns us all, and adequate recognition of their services ought to be provided. A committee of citizens has been appointed to formulate and carry into execution plans for this home coming, and we earnestly urge that every assistance be given to this com- mittee, that the welcome may be, in a measure, at least, com- mensurate with the service and sacrifice which our young men have so splendidly shown.
