At 7.00 A. M., means no High School session for that day. At 8 A. M. means no session for the grades in the forenoon. At 12.45 P. M., no afternoon sessions for three grades.
Report of School Committee.
To the Citizens of the Town of Saugus:
The School Committee herewith submits the following report, which, supplemented by that of the Superintendent, will give a comprehensive review of the work accomplished for the year 1917 and some of the needs of the future. A careful examina- tion will give you an idea, at least, of the efforts made to keep our schools in the front line of educational progress.
The Committee has endeavored to make the department as efficient as those of neighboring cities and towns, has obtained the best teachers that could be procured; has endeavored to adjust salaries to satisfy each of the faculty; has purchased supplies with business discretion ; has made improvements and repairs to school buildings according to the limited appropriation.
Many citizens do not know that the School Committee, although controlling the most important department in the town and expending the largest appropriation, are prohibited by " statute from receiving any pecuniary compensation for services rendered.
It is expected of the public school department not only to educate the children but to guard their physical and moral wel- fare; this the Committee has endeavored to carry out to the satisfaction of the parents. The details of the department are handled by the Superintendent and Principals and not by the Committee. Therefore, a parent should go to a Principal or to the Superintendent first in case of a misunderstanding or diffi- culty, and only to the Committee as a last resort. The Commit- tee, however, has always endeavored to be courteous and considerate to each citizen and parent.
Election of Superintendent of Schools.
The most important change during the year, 1917 in the school department was the election of Mr. Clarence N. Flood of Bath, Maine, as superintendent of schools. In July, Mr. William F. Sims, after serving the Town for seven years as

superintendent of schools, secured a better position elsewhere and submitted his resignation to the Committee.
The Committee devoted much time in selecting his successor. From a large field of candidates, eight were chosen to appear personally before the Committee. From this number, Mr. Flood was elected and the Committee congratulate themselves upon securing a capable man for this position.
Transportation.
One of the greatest problems which has confronted the Com- mittee during the year has been transportation. This difficult problem has been forced upon the Committee by the growth of the Town. During the summer, the Committee purchased a barge to convey the North Saugus pupils to the Junior High School building. The Committee is giving this problem careful study in regard to the other sections of the Town.
Evening School.
Your Committee has given the subject of establishing an evening school much attention and study. That there is a demand among the citizens of the Town for such a school, there is no doubt. At the present time, however, the Town is not required by law to establish an evening school. Your Com- mittee realizes the need existing and are in favor of establishing an evening school at some future date.
Coal.
Due to the unexpected raise in price of coal during the sum- mer, the Committee spent over $1,500 more for coal alone than formerly. Approximately $2,500 increase will be required for coal during the year. In previous years, the Committee has been able to get a contract for the entire year's supply in the summer vacation. This year when the regular bids were sent out, the contractors refused to bid. Therefore, in September, another lot of bids were sent out with the result that only } of the regular supply could be secured.
Lynnhurst and North Saugus Schools.
The Lynnhurst situation was taken care of by the special town meeting in July, apppropriating $9,000 for. a two room addition to the building already there.

This addition has progressed satisfactorily and will probably be ready for occupancy about April Ist.
In order to take care of the pupils, the Committee opened a temporary school room in the Lynnhurst Men's Club. While conditions here were unsatisfactory and the building hard to heat, school was maintained up to Christmas vacation and will probably be used until the new addition is completed. This addition will take care of Lynnhurst for some years to come.
The North Saugus problem remains as acute as ever. For several years your Committee has recommended a new school- house for North Saugus, and as the same need exists to-day, your Committee still feels that a new schoolhouse is needed in this part of the Town.
The action of the Special Town Meeting in rescinding the vote for a new schoolhouse placed the responsibility for imme- diate action on your Committee. When school opened in September, there were 99 pupils in two rooms with two teach- ers. In order to relieve this situation, your Committee entered into a contract with the City of Lynn whereby the Town of Saugus hires a Portable School for the sum of $100 per year. A new teacher was engaged and the scholars were divided into three groups, grades one and two, grades three and four, and grades five and six. This has resulted in great benefit to the pupils as they receive now almost as much attention as pupils in a regular graded school.
This relief is, of course, only temporary, as the same condi- iions exist as previously. School statistics show that the school population of North Saugus has increased from 30 in 1909 to 130 in 1917, including the seventh and eighth grades. Should this same rate of increase continue for the next eight years, a six room building would be needed.
As this matter is in the hands of a Special Committee, we refrain from making any recommendations but simply hope that the plans will be made for the future as well as the present.
New Buildings.
The Committee announces the completion during the past year of the new Junior High School Building. This beautiful building was opened for public inspection on Friday afternoon and evening, September 7th, the formal acceptance of the keys having taken place on Tuesday evening, September 4th, when Chairman, Arthur S. Edmands accepted the keys from Chair-

man, George L. Nourse of the Board of Selectmen. Ever since its opening for school purposes on September 10th, it has more than fulfilled the usefulness predicted for it. The building is providing accommodations for 850 day school pupils.
The equipment of this new building is said by visitors to be as good as the equipment of any school where the building is used for High and Junior work. Its class rooms are the best that can be devised. In the basement is the lunch room with kitchen adjoining with its modern devices for the convenient and sani- tary cooking and serving of food by the Domestic Science Department. The system of lighting, heating and ventilating and arrangements of the rooms all make the building as it stands the latest development in modern schoolhouse architecture. This new building already has proven its worth and does much to relieve the crowded conditions of the schools in other localities. .
Salaries of Teachers.
Your Committee desire to again call your attention to the fact that there is scarcely a salary paid in the teaching force of the school department that is an adequate financial return for the training, experience, skill, responsibility and faithfulness demand- ed and furnished. During the year the Committee has raised the maximum salary $50 for both elementary and high school teachers. Even now, the salaries paid are much less than paid by towns of equal size as Saugus. A further increase of salaries is absolutely necessary to retain teachers and to secure the ser- vices of new candidates with like qualifications when needed. Therefore, your committee voted unanimously to ask from the town an appropriation of $49,840 for teachers salaries alone. This is an increase of about $4,750 over what was spent in 1917.
School Repairs.
In previous reports, various Committees have discussed the subject of school repairs at length. This year, also, we give you an itemized list of repairs needed at the various schools. We are, therefore, asking for an increased appropriation of $1,000 to do this work. Owing to the high cost of labor and materials, your Committee feel justified in asking this amount. For years the total amount appropriated for school repairs has ranged from $1,500 to $2,000 but this year the amount asked for is $3,000.
