ART. 22. To see if the town will appropriate and to raise by borrowing or otherwise the sum of $150,000.00 for the con- struction of an additon to the present High School building and to provide the same with new and original equipment, or to see what action the town will take in the matter, agreeable to the petition of the Investigating Committee.


ART. 23. To see if the town will vote to authorize the Moderator to appoint a committee of five citizens, one of whom shall be a member of the School Committee, to have full power in all matters relating to the construction of an addition to the present High School building and to provide the same with new and original equipment, or to see what action the town will take in the matter, agreeable to the petition of the Investigating Committee.


ART. 24. To see what sum the town will appropriate for the purpose of laying out and constructing a system of main drains and common sewers with such connections, sub-drains and other works as may be required for a system of sewage disposal and to construct such sewers or drains over and under land or tide- water in said town as may be necessary to conduct the sewage to the filter beds, treatment works and or to the outfall sewer of the city of Lynn, and to see how the money therefor shall be raised whether by the issue of bonds under Chapter 350 of the Acts of 1929 or by taxation or otherwise, or to see what action the town will take in the matter, agreeable to the petition of the Board of Sewer Commissioners.


ART. 25. To see if the town will appropriate the sum of five thousand dollars ($5,000) to be expended under the direc- tion of the Water and Dock Commission for plans and develop- ment, and report on the Saugus marsh land and the Saugus waterfront, agreeable to the petition of the Saugus Water and Dock Commission.


ART. 26. To see if the town will vote to transfer from the Surplus or Excess and Deficiency Account the sum of $6,364.00 for the purpose of restoring or rebuilding that portion of the Town Farm Barn destroyed by fire in 1931, or to see what action the town will take in the matter, agreeable to the petition of W. George Greenlay and others.

ART. 27. To see is the town will vote to appropriate the sum of $300.00 for the purpose of removing drainpipe on Guild road, or to see what action the town will take in the matter, agreeable to the petition of James Johnson and others.


ART. 28. To see if the town will vote to appropriate the sum of $500 for tying in water services and installing new gates, also resurfacing Denver street, or to see what action the town will take in the matter, agreeable to the petition of Fred L. Hawkes and others.


ART. 29. To see if the town will vote to appropriate the sum of $3,700.00 for drain and semi-permanent construction of Pearson street approximately 400 feet, more or less, from Jasper street, said repairs to include grading and resurfacing with crushed stone and pea-stone, in that part of the town known as Saugus Centre, or to see what action the town will take in the matter, agreeable to the petition of Wendell C. Brooks and others.


ART. 30. To see if the town will vote to accept Grand View avenue as per plans and specifications on file with the Town Clerk, or to see what action the town will take in the matter, agreeable to the petition of Frederick R. Sketchley and others.


ART. 31. To see if the town will vote to accept Hood street as per plans and specifications on file with the town clerk, or to see what action the town will take in the matter, agreeable to - the petition of William J. Nangle and others.


ART. 32. To see if the town will vote to accept Smith road as per plans and specifications on file with the Town Clerk, or to see what action the town will take in the matter, agreeable to the petition of James L. Conway and others.


ART. 33. To see if the town will appoint a committee of five to investigate, none of which shall be members of the Board of Selectmen of 1930, and report back at our next Town Meet- ing, or to see what method can be used to make the Central street sidewalk safe and usable at no additional cost to abutters, agreeable to the petition of George Diamond and others.

ment, being that portion of the Town Farm known as Oxfield corner of Main street and Broadway, to be used forever as a · public park, or to see what action the town will take in the mat- ter, agreeable to the petition of John J. Mullen and others.


ART. 35. To see if the town will vote to install the follow- ing street lights: One on Main street near the property of Donald W. Mills; one on Palmer avenue near the property of S. M. Durkee ; one on Richard street in front of No. 43; said lights to be installed under the direction of the Board of Select- men, or to see what action the town will take in the matter, agreeable to the petition of James Johnson, Fred B. Sweet and others.


ART. 36. To see if the town will vote to amend the By- Laws by adding thereto the following article :


ARTICLE


WATER


SECTION 1. Wherever the word "Department" appears, it shall mean the Public Works Department, its officers or authorized employees.


SECT. 2. Application for the use of water shall be made at the office of the department by the owner, or his agent, stating the use or uses for which water is required, and no other use or uses shall be made.


SECT. 3. Service pipes shall be of such size and material as the Department shall determine in each case. The department shall lay the same from the street main to and through the cellar wall and shall place a stopcock on the end of the pipe ; the ex- pense from the property line to and including the stopcock shall be paid by the applicant, and the department shall make an estimate of the cost of the work, the amount of which shall be deposited with the department by the applicant before any work shall be done.


SECT. 4. Any person desiring a second or new service pipe shall be required to pay the cost of the same from the property line to and including the stopcock.

SECT. 5. Applicants requesting the laying of a service pipe when there is frost in the ground, shall pay the expense for such work from the property line to and including the stopcock and one-half the cost of excavation and filling from the street main to the property line.


SECT. 6. No person, except an authorized employee of the department, shall turn on or shut off the water supply to any premises, or in any way interfere with any part of the water system or water supply. All applications for the turning on or shutting off of water shall be made at the office of the depart- ment, each such application to be accompanied by a fee of $1.00.


SECT. 7. The department shall have the right to restrict the use of hose or fountains, to shut off the water when necessary for construction or repair, or to shut off the water for violation of any of these provisions. When necessary to shut off street mains, the department shall, if it reasonably can do so, give notice to water takers to be affected thereby, but failure to give such notice shall not constitute the basis of any claim against the department for any damage sustained thereby.


SECT. 8. All persons using water for boilers or other pur- poses shall protect the same against damage by reason of the failure of water supply or the discontinuance or interruption of water service by the maintenance of check or safety valves.


SECT. 9. All waste of water is prohibited and any person causing such waste shall be liable to the town for the same.


SECT. 10. The department, its agents or employees, shall at all reasonable hours have free access to the premises supplied with water for the purpose of installing, repairing, reading and examining meters or services and to examine water pipes and fixtures or the uses of water therein or thereon.


SECT. II. In case repairs are requested, the department shall make an estimate of the cost of the work, the amount of which shall be deposited with the department by the applicant before any work shall be done. Upon the completion of the repairs, if the cost thereof shall be less than the amount of the deposit, any excess shall be returned; but if the cost of such repairs exceed the amount of the deposit, such excess shall be

paid before service is resumed. If the department deems repairs necessary, it shall so notify the owner by mail or by leaving a notice addressed to him with the occupant of the premises, such notice to state the amount of the estimated cost of said repairs and the owner shall, within five days, deposit such amount with the department or the use of water on the premises shall be prohibited until such deposit is made and such repairs effected and the cost thereof, if in excess of the deposit, paid.


SECT. 12. Meters will be furnished and set by the depart- ment, first being paid for by the applicant, and the control of said meters shall remain with the department, and no new ser- vice shall be installed without a meter.


SECT. 13. Any property owner may have his meter removed and tested by the department upon written application to the department and a deposit of $2.00. If such test shows the meter to be registering correctly, the same shall be reset and the deposit retained by the department, but if the meter is found to be registered incorrectly, the same shall be repaired at the owner's cost and the deposit applied to such cost, any excess due the de- partment to be paid by the owner prior to the resetting of the meter.


SECT. 14. Owners of property desiring to have their water services blown out shall make written application to the depart- ment and deposit a fee of $2.00 for such work. The depart- ment shall be free from liability for any damage which may be caused in the performance of such work.


SECT. 15. Neglect or refusal to comply with the provisions of paragraphs 3, 6, 7, 8, 10, 12 or 13, shall be the cause for the department to prohibit the use of water on the premises where the violation exists.


SECT. 16. Persons violating the provisions of paragraph 6 or 9 may be punished by a fine not to exceed $20 for each such violation, or to see what action the town will take in the matter, agreeable to the petition of the Board of Selectmen.


ART. 37. To see if the town will authorize the Board of Selectmen to enter into a contract for a term of years with the city of Melrose to supply water for domestic uses for residents

of the town in that section known as Golden Hills or to see what action the town will take in the matter, agreeable to the Board of Selectmen.


ART. 38. To hear the report of the committee on building ordinances, appointed by the Moderator at the last town meeting and to take any action thereon, including the adoption of new or additional building ordinances or repeal of existing building ordinances or to see what action the town will take in the mat- ter, agreeable to the petition of Wallace E. Long, James T. Tirrell, Alden C. Loring, Arthur Hawkes and Stanley Day.


ART. 39. To hear the report of the committee on building ordinances appointed by the Moderator at the last Town Meet- ing and to take any action thereon, including the adoption of new or additional wire ordinances or repeal of existing wire ordinances or to see what action the town will take in the matter, agreeable to the petition of Wallace E. Long, James T. Tirrell, Alden C. Loring, Arthur Hawes and Stanley Day.


The polls will open at 12 o'clock, noon, and will close at 8 o'clock P.M., and you are hereby directed to serve this War- rant by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.


HEREOF, FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.
