A system of plot planning has been set up, whereby areas may be visually de- veloped for prospective purchasers or less- ees.


Material for an industrial, business and tourist brochure has been compiled. It will be completed early in 1955. As the com- mission has insufficient finances to support this project, it is planned to seek help from those property owners and real estate in- terests tending to benefit from this pro- ject co-operatively with the town. The bro- chure will be distributed throughout the country and will help in a large measure to advertise Saugus.


ANOTHER VALUABLE PIECE OF TAXABLE PROPERTY created under the inspiration of dynamic leadership of the Town Manager. The beautiful and costly candy shop of Russo at the junction of the Newburyport Turnpike and the Lynn Fells Parkway replaces relatively valueless wasteland and provides not only a taxable but a scenic asset. Progressive Saugus continues to grow and expand under intelligent and far-sighted management.

During the short period of this commis- sion's work in 1954, 14 very excellent con- tacts have been made, and several are now in the process of inspecting sites. Two of these will establish in Saugus this spring, and another of large magnitude hopes to start construction late in 1955 or early in 1956.


The following are the goals of the com- mission in 1955:


To complete the tax title survey and lessen the burden of the citizens by sell- ing lands now owned by the town.


To encourage the co-operation of in- vestment houses and banks in helping to finance industrial development in Sau- gus.


To finish and distribute the brochure showing the great potentialities of Sau- gus as an industrial district and to ac- quaint non-residents of the many bene- fits of visiting or residing locally.


To create closer relationship between planning, building inspection, assessing, public works, engineering and industrial development. This must be done in or- der to encourage better types of indust- ries and business establishments.


To assist present business and in- dustry and to encourage them to expand and stay in Saugus.


To create closer relationship between the Saugus Chamber of Commerce and the various real estate agents. This should be of benefit to all concerned.


Industries cannot be established over night. Our problems are many and great. If we receive as much co-operation in 1955 as we did last year, Saugus will have a great future.


In conclusion we wish to thank the offi- cials and citizens who have been so help- ful by specific assistance and constructive criticism. We will do all that is humanly possible to continue to deserve their vital support in behalf of the town's best inter- ests.

A NEW AND MODERNISTIC BUILDING housing a bustling business and providing addi- tional taxable revenue rises on land which a year ago was merely a swamp lining the meandering banks of the Saugus River in North Saugus. The new plant of Dunkin Donuts on the property of Charles W. Donovan is typical of the new taxable property attracted to Saugus by the progressive policies of Town Manager Lawrence and his Industrial Devel- opment Commission.
