This department was part of the Public Works Department in 1951, 1952 and 1953. The cost of operating it was charged either to that department or to special articles. Total engineering ex- penditures were as follows: 1951-$9,784.21; 1952-$14,795.45; 1953-$35,136.42. Average staff during 1953 was about six includ- ing three full time employees.

ANNUAL TOWN MEETING


March 15, 1954


The meeting was called to order at 8:03 P. M.


All Town Meeting members not previ- ously qualified were sworn in.


Mr. Edwin Holmes and Mr. John B. De- Fronzo were appointed tellers.


A count of the members showed that forty-three were present, constituting a quorum.


The invocation was given by Rev. Robert Baggs. The Salute to the Flag was given and the "Star-Spangled Banner" was played.


Mr. Haley called for nominations for Moderator.


Paul A. Haley was nominated.


Voted: that nominations be closed.


Voted: that the vote for Moderator be taken by a show of hands.


Voted: that Paul A. Haley be elected Moderator for two years.


Unanimous.


Mr. Haley was sworn in as Town Moder- ator by the Town Clerk.


Voted: to dispense with the reading of the warrant.


Article 1. Reports of Committees.


Mr. Wayne Bookmiller presented the Fi- nance Committee report.


Voted: to accept the report of the Finance Committee as filed.

Voted: to accept from Chairman M. Ed- ward Hayes a report of progress from the committee appointed to review the present building ordinances and to request the com- mittee to report at a future meeting.


Voted: to accept a progress report on appraisal of town property.


Mr. Dodge, Mr. Barron and Mr. Berthold were reappointed as appraisers of Town Property.


Mrs. Pauline Barron presented a report on the Committee to restore the War Memorial.


Voted: to accept a report of the Com- mittee on Soldiers' Monument at the High School and the recommendations as fol- lows:


1. That all names available be compiled and that a suitable time limit be set within which the names of other eligibles should be submitted to insure that the names be included on the Honor Roll.


2. That the present set of panels be re- placed with permanent metal panels con- taining the names compiled.


3. That the area about the entire area of the "Honor Roll" be graded and surfaced with permanent material.


4. That an article be inserted in the Town Warrant for the appropriation of a sum sufficient to complete the project.


Article 2. Voted: to authorize the Town Treasurer, with the approval of the Select- men, to borrow money from time to time in anticipation of the financial year begin- ning January 1, 1954, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17 of Chapter 44 of the General Laws. Unanimous. 8:32.

Article 6. Voted: That the Zoning By- Laws and Zoning Map of the Town of Sau- gus be amended so that the so-called Town Farm site on the westerly side of the New- buryport Turnpike presently owned by the Town, but excluding that portion lying within the 500 feet from the Turnpike on the westerly side previously rezoned for light industrial purposes, and also known as Lot A-31 on Assessors' Plan 1025, be re- zoned for business purposes in its entirety with the exception of a strip of land twenty- five feet in width adjoining the property of Johnson and others, and extending from Essex Street northerly to presently zoned light industrial land.

The Saugus Planning Board will hold a public hearing on Monday, March 1, 1954, at 7:15 P. M. in the Planning Board room, Town Hall, in regard to the zoning for business of the land west of the Turnpike, known as the Town Farm, beyond the five hundred foot depth from the Turnpike which has already been zoned for light industry.

REPORT OF THE PLANNING BOARD


The Planning Board, after properly ad- vertising the fact in the Saugus Advertiser, held a public hearing on Article 6 of the Annual Town Meeting Warrant for 1954 in the Planning Board room, Monday, March 1, 1954. After considering all facts, the Planning Board recommends that this property be rezoned to allow for the de- velopment of a shopping center.

"Article 6. Voted: that the zoning by- laws and Zoning Map of the Town of Saugus be amended so that the so-called Town Farm site on the westerly side of the New- buryport Turnpike presently owned by the Town, but excluding that portion lying with- in the 500 feet from the Turnpike on the westerly side previously rezoned for light industrial purposes, and also known as lot A-31 on Assessors' Plan 1025, be rezoned for business purposes in its entirety with the exception of a strip of land twenty-five feet in width adjoining the property of Johnson and others, and extending from Essex Street northerly to presently zoned light industrial land. Yeas 42 Nays 1. 9:22 P. M."

Mr. Holmes and Mr. DeFronzo were ap- pointed tellers. A count of the members was taken. There were 36 members present, con- stituting a quorum.


The invocation was given by the Modera- tor, Paul A. Haley.


The salute to the flag was given.


The reading of the records was waived by unanimous consent.
